Requirements
  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a DOE 'Q' security clearance or higher (Top Secret/DOE 'Q').
  • Must have consecutive employment in a position with comparable responsibilities within the past five years.
  • Proficient with Microsoft Office Products (Word, Excel, PowerPoint) and related tools; advanced with Excel, Access, Outlook, PowerPoint and Word; proficient with Adobe Acrobat, data analytic tools, and Visio.
  • Executive experience with direct interface with client senior management.
  • Demonstrated expert knowledge and senior-level experience in the following areas: a) Quantity Development Package process in Bechtel National Inc. estimating procedures; b) Bechtel National Inc. rate buildup including Project Services, Shared Services and fee within Bechtel National Inc. Requests for Equitable Adjustment; c) Hanford Site contractor forward pricing rates; d) Bechtel National Inc. contract; e) Integration with other project controls functions including scheduling and risk management.
  • Knowledge of DOE policies and procedures.
  • Knowledge of DOE program and project management practices, policies, and procedures.
  • Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
  • Quality Assurance requirement: All work performed under this task order must be in compliance with the ORP Quality Assurance Program Description (MGT-PM-PL-04) current version.
  • Travel: Occasional travel may be required to attend meetings, events, site visits, or other training requirements.
Responsibilities
  • Monthly Report of Actual Costs by Task - Monthly report of actual cost broken out by each task identified in this statement of work shall be provided to the DOE-WTP Contracting Officer Representative (COR).
  • Provide cost estimating support to the WTP sub-projects.
  • Estimator participation on Integrated Project Teams (IPT) for: a) PBS 60 | b) IT elements.
  • Analyze Bechtel National Inc. (BNI) Lifecycle Baseline as issues are identified.
  • Provide Independent Government Cost Estimates (IGCEs) and Technical Evaluations (TEs) for current and future WTP Contract modifications.
  • Perform REA cost analyses and support technical analyses.
  • Perform cost variance analyses of WTP execution data.
  • Support WTP with DOE EM Headquarters and DOE Major Headquarters on Technical Evaluations as required.
  • Support the development and submittal of the annual budget.
  • Provide database and indirect cost distribution model support.
  • Support development/updating of the DOE-WTP Cost Estimating Manual; Develop and maintain WPD cost estimating procedures and protocols.
  • Deliverables shall be accomplished in accordance with ORP procedures and directions provided by The Waste Treatment and Immobilization Project Controls Division (WPD) Division Director.
Desired Qualifications
  • Knowledge of Hanford Site mission, activities and priorities is preferred.
  • Knowledge of DOE program and project management practices, policies, and procedures is preferred.
  • Excellent oral and written communication skills are preferred.
  • Knowledge of MS Word, MS PowerPoint, and/or other MS Office tools is preferred.
  • HGET (Hanford General Employee Training) proficiency through periodic training is desired but not explicitly required.
