Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Executive experience with direct interface with client senior management.
  • Expert knowledge and senior-level experience with the Quantity Development Package process in Bechtel National Inc.'s estimating procedures.
  • Expert knowledge of Bechtel National Inc.'s rate buildup, including Project Services, Shared Services, and fee within Requests for Equitable Adjustment.
  • Expert knowledge of Hanford Site contractor forward pricing rates.
  • Expert knowledge of the Bechtel National Inc. contract.
  • Experience integrating project controls functions, including scheduling and risk management.
  • Knowledge of Department of Energy policies and procedures.
  • Knowledge of Department of Energy program and project management practices, policies, and procedures.
  • Ability to use a computer to communicate via email.
  • Proficiency with Microsoft Office products, including Word, Excel, PowerPoint, and related tools and technology.
  • Work products must be thorough, accurate, appropriately documented, and compliant with established criteria.
  • Ability to perform duties in a competent and professional manner while meeting milestones and delivery schedules.
  • U.S. citizenship is required.
  • Excellent oral and written communication skills.
  • Eligibility for Facility Access Authorization, also referred to as Employment Authorization, by the United States Government's designated Security Office.
  • Ability to submit to and qualify for varying levels of background investigation, up to a Top Secret or Department of Energy Q clearance.
  • Ability to complete a Financial Disclosure Statement if required.
Responsibilities
  • Provide project controls support.
  • Provide cost engineering and estimating support using PROPRICER software.
  • Perform schedule analysis.
  • Process Requests for Equitable Adjustments and Baseline Change Proposals.
  • Provide monthly reports of actual costs by task, broken out by each task identified in the statement of work, to the Department of Energy Waste Treatment and Immobilization Plant Contracting Officer's Representative.
  • Provide cost estimating support to Waste Treatment and Immobilization Plant sub-projects.
  • Participate as an estimator on Integrated Project Teams for PBS 60 and information technology elements.
  • Analyze the Bechtel National Inc. Lifecycle Baseline as issues are identified.
  • Provide Independent Government Cost Estimates and Technical Evaluations for current and future Waste Treatment and Immobilization Plant contract modifications.
  • Perform Request for Equitable Adjustment cost analyses and support technical analyses.
  • Perform cost variance analyses of Waste Treatment and Immobilization Plant execution data.
  • Support the Waste Treatment and Immobilization Plant with Department of Energy Environmental Management Headquarters and Department of Energy Management and Administration Headquarters on Technical Evaluations as required.
  • Support development and submission of the annual budget.
  • Provide database and indirect cost distribution model support.
  • Support development and updating of the Department of Energy Waste Treatment and Immobilization Plant Cost Estimating Manual.
  • Develop and maintain Waste Treatment and Immobilization Plant Project Controls Division cost-estimating procedures and protocols.
  • Maintain proficiency through periodic Hanford General Employee Training.
  • Perform work in compliance with the Office of River Protection Quality Assurance Program Description.
  • Coordinate occasional travel with the technical point of contact and obtain advance written approval from the Contracting Officer when required.
  • Establish, manage, pursue, and fulfill annual goals and objectives.
  • Support business development and other efforts on behalf of ProSidian Consulting.

  • Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other business tools and technologies as necessary.
