Responsibilities
  • Conduct analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments—including both regional and functional topics.
  • Provide all-source analytic support that includes research, evaluation, and deconfliction of single-source classified reporting, technical intrusion information, other agency all-source finished intelligence, open-source information, and other relevant data.
  • Categorize and characterize cyber threats and malware to identify trends, shifts, and techniques in the activities of cyber adversaries.
  • Adhere to Office of the Director of National Intelligence (ODNI) and Defense Intelligence Agency (DIA) all-source analytic tradecraft and standards, ensuring all products meet or exceed ICD 203 analytic requirement guidelines.
  • Produce intelligence products and written or oral assessments that meet established standards and require moderate to minimal corrections from DIA analytic reviewers; senior analysts are expected to require minimal feedback.
  • Establish and maintain effective working relationships and communications with counterparts across the Intelligence Community, USCYBERCOM’s service components, other combatant commands, Cyber National Mission Force (CNMF), Department of Homeland Security/NCSD, CERTS, and Information Assurance Centers, to collaborate on analysis and to identify environmental changes or intelligence gaps.
  • Maintain cognizance of current and emerging events within US Government systems and internationally, as directed, to identify possible relationships to the established analytic knowledge base.
  • Document Operation Instructions (OIs) and support the development of command-wide programs and initiatives as assigned by the Government.
  • Provide all-source analysis in support of operational mission objectives, identifying cyber entities for further target development, and entering validated entity information into the Modernized Integrated Data Base (MIDB) or successor mechanisms such as SURGE.
  • Utilize intelligence production tools and databases, including but not limited to: Tripwire Analytic Capability, Intellipedia, MIDB, Cyber Common Operating Picture (CyberCOP), Target Knowledge Base, Cyber Threat Matrix, Automated Message Handling System, WISE Information Management System, Network Knowledge Base, Foxtail CENTAUR, ispace, Pathfinder, and Microsoft OneNote.
  • Deliver intelligence support to planning and operations, including the provision of all-source JIPOE support to offensive and defensive cyber operations (OCO/DCO), production of cyber-related intelligence estimates, and other analytic products in direct support of Intelligence Planning Teams (IPTs).
  • Produce bulletins and briefs addressing threats, trends, and indicators related to areas of responsibility, including specific changes in tactics, techniques, and procedures (TTPs) and technical trends targeting the DoDIN and U.S. critical infrastructure/key resources (CI/KR).
  • Support cyber-related exercises by providing scenario development, white cell/role-playing, and related support functions as required.
  • Promptly respond to J2 or other USCYBERCOM staff requests for information.
  • Develop and present intelligence slides, in-depth briefings, and presentations up to the General Officer/Flag Officer level for USCYBERCOM staff.
  • Provide support for meetings regarding assigned areas of responsibility. Attendance may be required at meetings both within the Command and at other government or cleared defense contractor facilities; long-distance travel may occur, but virtual participation is preferred whenever feasible.

Enrique brings more than 30 years of aviation technology leadership experience, helping airports around the world modernize operations through innovative IT, security, systems integration, and digital transformation solutions. Throughout his career, he has partnered with airports, airlines, and federal agencies to deliver technology strategies that improve operational efficiency, enhance the passenger experience, and prepare airports for the future. As Director of Aviation Technology Planning, Enrique will lead the expansion of Arora's Airport Technology Planning and Advisory services, supporting clients with airport technology master planning, digital airport initiatives, operational technology (OT) consulting, systems integration, technology roadmaps, and owner advisory services. First successful end-to-end over-the-air Misbehavior Detection and automated V2X security enforcement. June 15, 2026 At the OmniAir Maryland Plugfest on Wednesday, June 3, with a focus on Cybersecurity, OmniTrust, and Leidos successfully demonstrated the first end-to-end over-the-air (OTA) misbehavior detection workflow, triggering a complete V2X security response pipeline after eight years of technology introduction and evolution. Rather than stopping at message generation and validation, the demonstration exercised the full operational chain, showing how misbehavior can be detected, reported, processed, and enforced across a live, interoperable environment. The demonstrated workflow aligns with established V2X security standards: message signing and verification follow IEEE 1609.2; certificate provisioning and revocation are managed in accordance with IEEE 1609.2.1; and misbehavior reporting and processing are consistent with SAE J3287. Qualcomm provided the V2X platform and misbehavior detection capabilities, OmniTrust supplied the Security Credential Management System (SCMS) services, and Leidos integrated the end-to-end workflow and validation processes. During the verification demonstration, a misbehaving Basic Safety Message (BSM) broadcast via Cellular-V2X direct Radio is detected by the Misbehavior Detection and Reporting software. This triggers a sequence of automated security actions. A misbehavior report was generated and securely uploaded to a Security Credential Management System (SCMS) provider, where both the report and the associated BSM signature were validated. The SCMS provider then issued an updated Certificate Revocation List (CRL), which was distributed across the network. On-board units (OBUs) and roadside units (RSUs), including the originating device, successfully updated their CRLs, preventing the misbehaving device from signing or transmitting additional messages. The most significant aspect of the demonstration was that every participating device independently received, processed, and enforced the updated CRL without interoperability issues. The exercise also included two distinct V2X modules built on different hardware platforms, Intelligent Transportation System (ITS) protocol stacks, and security implementations, validating cross-vendor interoperability under realistic operating conditions. Building on this success, OmniTrust and Leidos utilized OmniAir's test cases developed specifically for SAE J3287 standards, which verified interoperability for misbehavior detection and reporting (MBD/MBR) with multiple independent SCMS providers, including SAESOL Tech and Autocrypt. These achievements directly support the broader objectives of the USDOT Misbehavior Test Tool, which is designed to verify V2X message integrity, identify anomalous behavior, and confirm that communications originate from trusted, properly credentialed sources. By enabling end-to-end misbehavior detection and response, the tool strengthens the integrity of safety-critical data and reinforces confidence in connected vehicle communications. More broadly, this milestone highlights the value of industry collaboration in advancing interoperable V2X security. Rather than validating isolated components, the Plugfest testing exercised a complete security workflow spanning detection, reporting, credential management, and enforcement across multiple vendors and implementations. The successful execution of this end-to-end process represents an important step toward scalable, secure, and resilient connected-vehicle deployments, demonstrating that connected-vehicle systems can not only communicate effectively but also respond appropriately to security threats and misbehavior. With the methodology proven, misbehavior attributes can be expanded to encompass critical BSM elements, thereby providing trusted communications. May 16, 2026 America's warfighters will receive an initial 3,000 Leidos (NYSE: LDOS) Low-Cost Containerized Munitions (LCCM) through a framework agreement with the Department of War that advances President Donald J. Trump and Secretary of War Pete Hegseth's "Arsenal of Freedom" initiative. The new cruise missile is expected to significantly enhance the country's ground-launched combat capability, demonstrating Leidos' ability to rapidly scale defense production and deliver decisive capabilities to the U.S. military. Leidos will expand its workforce and enhance its facilities in Huntsville, Alabama, and McEwen, Tennessee, to produce the LCCM. Consistent with the DoW's desire to utilize commercial products, development of Leidos' LCCM is company-funded, leveraging the technologies in its AGM-190A Small Cruise Missile (SCM) program. "We're answering the Department of War's call to revolutionize the procurement of critical capabilities at scale, with a focus on speed to operational capability," said Leidos Chief Executive Officer Tom Bell. While initially ground-launched, LCCM's modular design could also support maritime platform integration and air-launched variants. Leidos' decision to fund development and expand its production capabilities reflects its commitment to advancing operational capabilities through its NorthStar 2030 strategy. Leidos raises $1.39B in notes to fund Entrust acquisition, secures $454.9M Air Force cloud contract

Leidos Holdings raised $1.39 billion through senior notes maturing in 2029 and 2036 to fund its acquisition of KENE Parent, the owner of Entrust. The notes include a special mandatory redemption clause at 101% of principal if the transaction isn't completed by mid-August 2026. The Virginia-based defence and technology company also secured a $454.9 million contract to modernise the US Air Force's Cloud One platform, partnering with Amazon and Google to enhance security and automation.
