Requirements
  • Education and experience equivalent to a Bachelor's degree from an accredited college or university in a job-related field of study.
  • Three years of professional work-related experience.
  • Skilled in the use of standard software applications.
  • Ability to communicate effectively both verbally and in writing and establish and maintain effective working relationships with employees, departments, and the general public.
  • Must complete and successfully pass a mandatory technical examination covering practical competencies and skills in budget development and management and policy analysis.
  • Ability to work in a standard office environment.
Responsibilities
  • Gather, assemble, and format data and prepare preliminary analyses for budget preparation.
  • Assist with the preparation and presentation of preliminary and final budget documents.
  • Prepare budget presentation materials.
  • Maintain data and systems for budget tracking and reporting and generate reports.
  • Assist sections and divisions with issues related to funds availability, fund transfers, and budget compliance.
  • Prepare and participate in preparing the County's annual budget, including expenditure analyses and estimates, revenue analyses and projections, reviews of intra-department requests and sub-budgets, and recommendations on allocations of funds, personnel, and account coding.
  • Monitor and review submitted budget requests.
  • Analyze complex issues relating to current operating and capital budgets for assigned departments and provide recommendations.
  • Conduct expenditure and revenue monitoring and prepare forecasts based on analysis.
  • Analyze departmental budget requests and recommend funding levels.
  • Work with senior leadership and appropriate staff to develop and maintain operational budgets and other required reports.
  • Evaluate quarterly performance and financial reports.
  • Serve as a community liaison with advocacy groups.
  • Coordinate grants with assigned departments.
  • Process invoices from agencies.
  • Initiate Federal reimbursements, including Title IV-E and Department of Justice reimbursements.
  • Attend Board meetings while representing the County's interests.
  • Perform legislative research and evaluation.
  • Initiate and review contracts from outside agencies and perform cost analysis.
  • Participate in intermediate- and long-range financial planning strategies.
  • Organize and participate in management studies concerning organization, staffing utilization, management, and procedures.
  • Perform other duties as assigned.
