• Create data models which utilize report automation to communicate actionable crime trends utilizing SQL, Python, ArcGIS, or other computer languages.
• Utilize Police data information sources to advise and inform departmental leadership of important informational trends to assist in guiding the department to deliver successful outcomes by promoting a data-driven culture.
• Design, implement, manage, and evaluate information reports and processes which are intended to improve the operational effectiveness and efficiency of the delivery of public safety services.
• Prepare official crime statistics for department.
• Conduct a wide variety of research projects using diverse methodologies and technologies to collect, analyze and disseminate data and other pertinent information to other City officials. departments and the public as well as state and federal agencies.
• Compile, analyze, and forecast criminal data to identify patterns and trends to aid in prevention, suppression, and resolution of criminal activity.
• Create and distribute crime bulletins and crime alerts.
• Perform complex data cleanup, data analysis, and data mining tasks.

Crime Analyst I (A.10, $57,304.00- $89,315.20) or a 

Crime Analyst II (A.12), $$63,190.40- $98,467.20) depending on the qualifications of the selected candidate.

• Candidates must successfully complete a police background investigation, including polygraph examination.
• Candidates selected for an opportunity to interview will be required to complete practical exercise from home. Instructions will be given through email.
• CJIS/VCIN/NCIC certification is required, in addition to the successful completion of a background check, candidates must have U.S. citizenship or be a lawful resident of the United States and eligible for naturalization.
• All employees may be expected to work more hours than their normal scheduled hours in response to short-term department needs and/or City-wide emergencies.
• Associated titles: Data Analyst, GIS Analyst, Intelligence Analyst

Preferences:  The ideal candidate will possess these critical skills: experience analyzing data for problem-solving and experience writing queries to pull data. 

Additional preferences include:

• Experience with ArcGIS or ArcPro (or equivalent)
• Experience with report automation
• Experience with Power BI (or equivalent)
• Experience using Open-Source Intelligence (OSINT)
• Experience using Python, JavScript, or SQL query languages used to make queries
• Experience as a Crime/Intel Analyst

Criminal History:  Conviction of any felony or any crime involving moral turpitude (crimes contrary to justice, honesty, or good morals).  Conviction of any Class 1 or Class 2 misdemeanor, excluding traffic violations which are discussed separately, or the Virginia State Law equivalent within the last 5 years.

Traffic Violations:  Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years. 

Drugs:  Any involvement in the sale of illegal drugs as an adult.   Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens, or any derivative thereof (except marijuana) within the last five years.  Illegal possession of anabolic steroids within the last 36 months.

Minimum Requirements:

Minimum Qualifications: Requires a Bachelor’s degree and two (2) year experience in fields such as computer science, geography, criminal justice, information technology, business administration, or public administration OR an equivalent combination of education (above high school level) and/or experience equivalent to six (6) years in fields utilizing the knowledge, skills, and abilities associated with this position. Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
