Requirements
  • Four years of relevant experience, including consecutive employment in a position with comparable responsibilities within the past five years.
  • A four-year degree in a relevant field of study.
  • Ability to use a computer to communicate via email and proficiency with Microsoft Office products, including Word, Excel, and PowerPoint, and related tools and technology.
  • Knowledge of United States government rules and regulations regarding government records.
  • Knowledge of basic filing systems, including management of litigation files.
  • Full administrative support capabilities, including computer skills; ability to prepare and draft basic reports and compilations; and ability to compose routine legal documents or letters with appropriate accuracy, grammar, and punctuation while adhering to proper legal forms and formats.
  • Knowledge of basic legal terminology.
  • Ability to assist with discovery in government litigation, including complex document requests.
  • U.S. citizenship.
Responsibilities
  • Receive and review litigation correspondence and documents; coordinate with appropriate attorneys and personnel; assist in ensuring actions are completed timely, including court, rule, law, and regulation deadlines; and draft routine responses using accurate grammar, punctuation, and legal terminology.
  • Assist with Department of Energy Richland Operations Office and Office of River Protection litigation, including maintaining litigation case files, assisting with discovery, tracking and controlling documents, and reviewing and tracking outside counsel litigation invoices.
  • Update and maintain the Office of Chief Counsel input to the Department of Energy Litigation Management Tracking System and draft litigation reports.
  • Maintain Department of Energy contractor litigation oversight files, correspondence, and pleadings in Integrated Database Management System files.
  • Update and maintain the Office of Chief Counsel filing system in Integrated Database Management System; assist attorneys in transferring information from working computers; transition older hardcopy files to the system; maintain paper files during the transition; and assist attorneys with retiring record-copy files.
  • Operate office automation equipment and prepare forms, documents, reports, letters, spreadsheets, timelines, and other formats containing information and analysis.
  • Assist with requests for production of legal documents under the Freedom of Information Act.
  • Answer Office of Chief Counsel phone lines.
  • Maintain the legal library inventory and verify subscriptions for annual renewal.
  • Coordinate with attorneys and prepare draft documents and reports for the Federal Managers’ Financial Integrity Act, fiscal-year Performance and Accountability Report, General Counsel, and annual management-control reviews.
  • Coordinate with attorneys and prepare, update, and submit draft Non-Monetary and Monetary Liabilities Reports.
  • Draft and track Office of Chief Counsel self-assessments.
  • Update and maintain the Office of Chief Counsel input to the Department of Energy Legal Management Tracking System.
  • Update and maintain Office of Chief Counsel litigation, contractor litigation oversight, and office files in Integrated Database Management System.
  • Transition Office of Chief Counsel hardcopy files into Integrated Database Management System.
  • Draft, maintain, and update desk procedures for all functions of the position.
  • Prepare letters and reports.
Desired Qualifications
  • Knowledge of Integrated Database Management System.
  • Knowledge of the Department of Energy’s Contractor Legal Management Requirements.
  • Ability to track Department of Energy Richland Operations Office, Office of River Protection, and contractor litigation in a litigation tracking system.
  • Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytic tools, and Visio, with the ability to learn additional tools as needed.
