Requirements
  • A bachelor's degree in Social Work, Social Services, Human Services, or Special Education is required.
  • At least two years of experience working with people with intellectual and/or developmental disabilities is required, or one year of experience when paired with a master's degree.
  • Working knowledge of applicable regulations for the organization's service offerings is required.
  • A valid driver's license, auto insurance, and reliable transportation are required.
  • Applicants must be at least 18 years of age.
  • Applicants must be able to lift 30 pounds regularly, lift at least 15 pounds, and pull at least 30 pounds.
  • Applicants must be able to squat, kneel, crawl, crouch, climb, and stoop.
  • Applicants must be able to use their hands regularly to finger, handle, or feel objects, tools, or controls.
  • Applicants must be able to regularly stand and walk.
  • Applicants must demonstrate proficiency in CPR from floor level, including working on hands and knees, bending, standing, and lifting.
  • Applicants must have close, distance, and peripheral vision and be able to talk and hear.
  • Applicants must complete criminal background screening, registry checks, drug testing, education verification, position-related credentialing, and employment-history or reference verification when required.
  • For positions requiring transportation of individuals, applicants must provide proof of a driver's license, driver's insurance, and vehicle.
Responsibilities
  • Assist with coordinating interdisciplinary team meetings and Individual Support Plans.
  • Supervise and monitor implementation of the Individual Support Plan.
  • Ensure a streamlined admission process.
  • Respond to incident reports by collaborating with staff to develop root-cause analyses and response plans.
  • Analyze and summarize progress status, determine program appropriateness, and recommend changes as appropriate.
  • Communicate regularly with the Support Coordinator and other members of the circle of support when Individual Support Plan amendments are needed.
  • Document all communication.
  • Regularly spend time at locations where services are performed.
  • Conduct announced and unannounced visits in residential homes, including each shift, to ensure policies, procedures, and program data are in place and implemented appropriately.
  • Provide coverage when there are shortages of direct support personnel while continuing to perform management duties.
  • Assist in the on-call rotation, including weekends and holidays, as specified by the Administrator.
  • Train direct-care staff and conduct in-service training as needed.
  • Conduct internal peer reviews, observations, and other internal quality-assurance assessments.
  • Conduct the Council on Quality and Leadership's Personal Outcome Measures.
  • Support key components of the person's health record for accuracy and timeliness.
  • Perform other duties as assigned.
Desired Qualifications
  • A master's degree in a relevant field is a plus.
  • Supervisory or management experience is preferred.
  • Experience writing person-centered or individualized service plans is preferred.

Additional mental health support for Downtown and beyond. August 12, 2026 Asheville is expanding access to mental health resources for people experiencing crisis, with new partnerships touching both public safety and public transit. The Asheville Police Department and Asheville Fire Department's Resource and Engagement Support Team (REST) have partnered with RHA Health Services, supported by a Vaya Health grant, to place certified mental health professionals alongside first responders on select crisis calls. The pilot runs 60 days. Officers and REST firefighters will have a non-uniformed mental health professional on scene to help de-escalate situations and connect people directly with care, rather than simply making a referral. Learn more Sixty days is a short runway to judge impact, so Asheville Downtown is watching how the pilot performs and whether it becomes a permanent fixture. If it works as intended, it should mean fewer unresolved crisis calls Downtown and a stronger safety net for the people who rely on these services most. Asheville Rides Transit is adding mental health support too. As part of the City's new four-year, $54.9 million contract with RATP Dev, a crisis counselor will be stationed at the ART Transit Center at 49 Coxe Ave to connect riders in need with community resources. This is particularly critical as the transit center remains one of its most challenging areas in terms of calls for services related to safety and cleanliness. Anyone visiting, living, and working Downtown likely regularly encounters people in crisis on the street, and until now the options have been limited. Having trained mental health professionals embedded in those responses means faster, more appropriate care for the person in crisis.
