Requirements
  • A bachelor's degree with an emphasis in Human Services, Public Administration, Social Work, and/or a related field.
  • Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered.
  • At least 5 years of experience as a manager, supervisor, or lead.
  • A valid Colorado driver's license and acceptable Motor Vehicle Record.
  • Experience managing staff, delegating tasks and responsibilities, and providing coaching and feedback to improve staff performance.
  • Customer service experience in a service-related field, with the ability to remain flexible and sensitive to a public clientele diverse in age, ethnicity, and maturity.
  • Ability to work as part of a team and effectively communicate and work with co-workers, clients, other agencies, and the public.
  • Ability to assess situations and make prudent and appropriate decisions, applying conflict-resolution and problem-solving skills to minimize negative personal impact.
  • Ability to efficiently plan and schedule, with strong organizational skills, keen attention to detail, and the ability to complete quality work amid multiple competing priorities.
  • Superior verbal and written communication skills and effective listening skills.
  • Knowledge of principles and practices of social work, social welfare, social research, and community, social, and health resources.
  • Knowledge of administrative principles and practices, including goal setting and implementation of state and federal laws and regulations governing nonprofits.
  • Knowledge of record keeping, records management, and grant program rules and standards.
  • Knowledge of techniques and practices for efficient and cost-effective management of resources.
Responsibilities
  • Provide professional-level support to the Director and perform special management functions as the Assistant Director, including managing external-facing programs and services such as Adult Services, Economic Services, Children and Family Services, and Emergency Support Functions.
  • Source and manage grant opportunities for the department.
  • Manage contracts with vendors and professional external services in coordination with the finance team.
  • Ensure cross-departmental program coordination and seek opportunities to enhance the community member experience with the department.
  • Monitor program-area performance and work with departmental leadership to ensure state and federal compliance measures are met.
  • Work with departments to develop, monitor, and adapt program policies to ensure compliance with all state and federal requirements.
  • Plan, organize, and supervise program leads in the day-to-day operations of the DHS division; supervise employee work performance and daily activities; provide training and review of work; interview and make hiring decisions; take disciplinary actions; and conduct performance appraisals and related management actions.
  • Plan long-range goals and objectives for DHS in coordination with the Director and program leads.
  • Coordinate efforts to unify the DHS division through internal and external communication and promotion.
  • Assist with the assessment, planning, development, implementation, and evaluation of programs and services.
  • Assess and monitor DHS needs and priorities, and monitor and evaluate pending legislation and the impact of public policies, laws, and regulations on DHS programs.
  • Lead the advancement of integrated DHS by coordinating local and regional multi-agency program development, communication, and initiatives.
  • Develop and implement programs or revisions to existing programs based on federal or state policy changes.
  • Develop and implement office systems, policies, and procedures to ensure efficiency and optimal communication across program areas.
  • Maintain a thorough understanding of complex programs, processes, or specialized systems through ongoing training and self-teaching.
  • Monitor department spending and coordinate with the Human Services Director and Finance Department to develop yearly program budgets.
  • Participate in and represent the county at state-led meetings in coordination with the Director.
  • Participate in Emergency Preparedness and Response activities related to DHS.
  • Serve as the Director in the Director's absence.
  • Perform other duties as required.
Desired Qualifications
  • Experience in Human Services, particularly in Child Welfare and Eligibility programs.
