  • Working knowledge of relevant clinical or public health informatics software and systems, and of the concepts, principles, policies, methodologies, techniques, best practices, regulations, and standards involved in health systems, health analytics, public health surveillance, or electronic medical data management.
  • Broad or in-depth knowledge of clinical, health systems, health analytics, or public health informatics.
  • Strong analytical and critical-thinking skills, including the ability to analyze problems, determine the appropriate level of intervention, develop and apply solutions, collect and analyze system-performance data, and produce substantive reports and analyses.
  • Organizational and time-management skills to prioritize tasks, complete projects, and meet deadlines.
  • Interpersonal and customer-service skills to work productively with stakeholders at all levels.
  • Ability to work with senior information-technology, health-care-management, and business-analytics staff as a technical resource, providing advice on functionality, efficiency, cost-effectiveness, policy, and performance.
  • Problem-solving skills to diagnose problems quickly and develop multiple options for effective and timely resolution.

  • Ability to run queries and collect, analyze, and interpret relevant data.
Responsibilities
  • Learn and apply professional public health informatics concepts to projects of intermediate scope and complexity.
  • Participate in project teams developing informatics and public health data collection, management, and analysis systems, and implement strategies to improve public health surveillance data systems and infrastructure.
  • Conduct data analysis, data-quality assurance, and quality-improvement projects.
  • Contribute to the development and maintenance of monitoring systems and processes.
  • Develop protocols and guidelines and provide information and technical assistance to local health jurisdictions, community-based organizations, clinical partners, and other program partners.
  • Collaborate with epidemiologists, informaticists, data analysts, multidisciplinary California Department of Public Health teams, and internal and external partners on communicable-disease projects.
  • Develop and deploy moderately complex public health informatics systems, tools, and architecture, ensuring interoperability, functionality, integrity, reliability, security, confidentiality, and an effective user experience.
  • Translate operational workflows into technical requirements compatible with the existing disease-reporting system, CalREDIE; conduct quality-assurance testing and validation; resolve technical issues involving interfacing systems, data quality, and data-processing workflows; develop monitoring systems for consistent data delivery; and provide metrics and analytics to support system-modification decisions.
  • Review existing and new processes, pipelines, and application code; recommend improvements to usability and functionality; gather stakeholder business requirements and feedback; and implement assigned improvements to processes, pipelines, and applications.
  • Provide data-management and informatics support, including reviewing and writing SQL, Python, R, and occasional SAS code to access, manage, and match data across systems; troubleshoot data from sources such as CalREDIE, vital-statistics registries, electronic medical record extractions, and other communicable-disease systems; and develop documentation or training curricula as needed.
  • Develop and execute test plans, including database-impact, regression, negative, error/bug retest, and usability testing; design automated testing tools; plan test schedules and strategies; evaluate process, pipeline, and application performance; coordinate user or third-party testing; and document procedures to support replicability and compliance.
  • Monitor system performance; identify and document issues; perform initial debugging by reviewing logs and configurations; collaborate with stakeholders to diagnose and resolve problems; document defects and resolutions; and provide system support, troubleshooting, problem-solving, and instruction to informatics stakeholders.
  • Serve as the primary point of contact for troubleshooting requests from Center for Infectious Disease programs and local health jurisdictions, and for monitoring and troubleshooting basetables and assigned processes, pipelines, and applications, including COVID basetables and Data Distribution Portal basetables in the Integrated Infectious Disease Data cloud-based warehouse.
Desired Qualifications
  • A master's degree in public health, health care information technology, computer science, or a related area, or an equivalent combination of experience and training.
  • Working knowledge of departmental systems and protocols for documentation and reporting.
