About the job

Requirements
  • Demonstrated willingness to surface uncomfortable findings to senior leadership and recommend a change of course when evidence calls for it.
  • Experience leading similar technical teams and upholding quality assurance in low- and middle-income country contexts, with operational rigor.
  • Academic research expertise combined with genuine program-implementation experience.
  • A PhD or equivalent quantitative expertise to assess evidence quality, uphold high technical standards, draw on varied analytical methods, and engage credibly with senior technical staff and external partners.
  • Background in cost-effectiveness or health economics, or the judgment to bring in appropriate experts.
  • Ability to conceptualize change management, delegate across a large scope, and build trust across teams and cultures.
Responsibilities
  • Oversee technical and strategic aspects of the monitoring, learning, and evaluation teams, cost-effectiveness modeling, and epidemiology, connecting them into a coherent evidence function for program improvement and major decisions.
  • Set a cross-program evidence strategy with the Global Leadership Team and program leads, defining priority questions, selecting methodological approaches, and connecting evidence to delivery and organizational learning.
  • Advise teams across the organization on evidence and improve the visibility and actionability of evidence; evolve cost-effectiveness tools to clarify its drivers and shorten feedback loops between realized costs and impact and projected impact.
  • Champion evidence generation throughout program lifecycles, feeding lessons into scaling decisions and improving cost-effectiveness tools so leaders can understand and realize modeled impact.
  • Institutionalize monitoring and learning, including A/B testing, within programs to sustain performance improvement after launch.
  • Determine where Evidence Action's own evidence generation is uniquely valuable and where other partners are better placed.
  • Establish and enforce minimum standards for integrating evidence sources and addressing weak evidence, uncertainty, and assumptions in impact modeling.
  • Design systems for consistent portfolio-wide evidence review, including program stage gates and structured evidence and program reviews at key decision points.
  • Own data quality assurance independently from evidence generation by setting methodology standards, commissioning re-surveys and integrity checks, and surfacing issues early and transparently.
  • Provide evidence-based recommendations for program scale-up, iteration, and wind-down, while partnering with program and regional leaders.
  • Build internal technical management capacity to benefit programs.
  • Lead a multidisciplinary function through consolidation and change, building trust across monitoring, learning, and evaluation, cost-effectiveness, and epidemiology teams.
  • Identify opportunities to use artificial intelligence and modern data tools to strengthen evidence generation and decision-making at scale.
  • Represent the organization externally on evidence, engaging donors, the board, and technical partners on evidence philosophy, methodological choices, and standing evaluation arrangements.
  • Promote transparent sharing of learning, including lessons from unsuccessful efforts, internally and with relevant external stakeholders.

About the company

Evidence Action reduces poverty and improves health by scaling proven, cost-effective interventions in low-income regions. Its programs include Deworm the World, which works with governments to run national school-based deworming programs, and Dispensers for Safe Water, which installs chlorine dispensers at rural water sources to provide safe drinking water. The organization supports governments, communities, and other nonprofits by delivering programs that have been rigorously evaluated for impact and cost efficiency, relying on charitable donations, grants, and partnerships to fund scaling. Unlike groups that offer generic aid, Evidence Action emphasizes evidence-based results and tight use of resources to achieve measurable improvements. The goal is to reach millions more people with proven health and poverty-reduction interventions and to demonstrate clear, scalable impact.

What believers are saying

  • July 2026 newsletters show governments demanding cost-effective health partners after aid cuts.
  • Cross River State approved ₦64 million in June 2026 to continue deworming.
  • World Water Week 2026 spotlights in-line chlorination, expanding India safe-water adoption.

What critics are saying

  • Evidence Action depends on government cooperation; India procurement can stall chlorination deployments.
  • Aid cuts squeeze dual HIV/syphilis and nutrition grants, weakening budgets in 2026.
  • If donor funding retreats further, multi-country delivery shrinks and scale collapses.

What makes Evidence Action unique

  • Evidence Action embeds proven interventions inside government systems across 11 countries.
  • Its deworming and safe-water programs reach millions with unusually low delivery costs.
  • The 2026 Cammie Lee hire strengthens global-program execution for multi-country scaling.

Evidence Action and CIDRZ survey shows high syphilis screening and treatment in ANC, highlights need for improved counselling and provider training.

Evidence Action and CIDRZ survey shows high syphilis screening and treatment in ANC, highlights need for improved counselling and provider training. April 10, 2026 Owen Chishimba Chibebe shares results of the 2025 Comprehensive Facility Survey on syphilis screening and treatment in antenatal care. Evidence Action in partnership with the Centre for Infectious Disease Research in Zambia (CIDRZ), conducted the 2025 Comprehensive Facility Survey (CFS) to assess the performance of the Ministry of Health's efforts to address gaps in syphilis screening and treatment services during antenatal care (ANC). The survey, which is the primary programme, monitoring activity, measured screening and treatment coverage across trained facilities. Speaking during the CIDRZ research meetings, Senior Monitoring, Learning and Evaluation Officer at Evidence Action, Mr Owen Chishimba Chibebe said the survey sampled 44 facilities from a frame of 837 trained health facilities. He explained that the objective was to estimate coverage of syphilis screening and treatment services by tracking pregnant women attending first ANC, those tested, those who tested positive, and those treated with benzathine penicillin G. Mr Chibebe noted that findings showed strong screening performance, with 90 percent of pregnant women tested for syphilis among trained facilities. In addition, 97 percent of facilities had testing commodities in stock at the time of survey, and 89 percent of providers recalled correct testing guidelines. On treatment coverage, he said 90 percent of syphilis-positive pregnant women received treatment using the alternate ANC approach compared to the 101 percent using the data quality adjustment factor approach, while 94 percent of facilities had benzathine penicillinin stock at the time of survey. All surveyed providers also recalled the correct treatment guidelines. Mr Chibebe highlighted that screening and treatment rates were high, meaning most pregnant women in trained facilities were receiving essential services. However, he noted gaps in counselling, knowledge of congenital syphilis risks, and treatment timing and knowledge of correct dosages. He recommended strengthening provider training, counselling skills, and supportive supervision to improve service delivery and protect mothers and newborns. April 9, 2026 April 8, 2026
