  • Must successfully complete the U.S. Army Corps of Engineers Construction CQM Certification within 60 days of the start date.
  • Must be familiar with crane safety requirements and NAVFAC P-307 (Management of Weight Handling Equipment).
  • Must have at least 5 years of verified experience as a Quality Control Manager working for general contractors on NAVFAC or U.S. Army Corps of Engineers projects, or 10 years of verified foreman experience in concrete, mechanical, electrical, masonry, or carpentry trades on commercial, industrial, or military projects; residential experience does not qualify.
  • A high school diploma is required.
  • Must be able to remain stationary for extended periods; use computers, telephones, and other office equipment; move throughout offices, facilities, and project sites; reach, grasp, handle equipment, and operate controls; communicate effectively and review documents, equipment, and site conditions; lift and carry up to 50 pounds when required; stand or walk for extended periods and occasionally climb, kneel, or crouch; navigate uneven or rough terrain when required; work indoors and outdoors in varying weather; occasionally enter confined spaces or work at heights; and wear required personal protective equipment.
  • Must be able to work in environments that may include noise, dust, fumes, chemicals, electrical hazards, construction activity, or other site-specific conditions.
Responsibilities
  • Coordinate the construction quality management program for assigned projects.
  • Review the contractor quality control plan with the Construction Manager and provide recommendations toward approval.
  • Attend selected quality control, preparatory, and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
  • Provide relevant remarks on Government quality assurance reports or in the specified section of contractor quality control reports, particularly regarding critical, definable features of work.
  • Take, file, and distribute progress photos.
  • Validate the quantity, condition, and approval of materials on site before the Government issues invoice payments.
  • Coordinate support for reviewing and witnessing successful testing and commissioning or certification of critical systems, including mechanical systems (HVAC/TABS/DALTS/DDC), electrical systems (pad-mounted transformers, high-voltage systems, switchgear, automatic transfer switches, and frequency converters), fire and life-safety/fire-protection systems, roofing systems, and underwater structures.
  • Assure quality workmanship in accordance with specifications and industry standards for concrete, masonry, stucco, building envelopes, structural steel, bolting, welding, and other building materials and structural systems.
  • Attend or witness selected tests and review applicable test reports and results.
  • Keep the Government sponsor informed about project status under the technician's administrative and technical control, while independently planning and carrying out assigned work.
  • Review Activity Hazard Analyses with the Construction Manager and ensure through the Site Safety and Health Officer that contractors and subcontractors discuss them before work activities begin or when a new work crew starts, in accordance with the three phases of quality control.
  • Review Crane Critical Lift Plans with the Construction Manager and recommend acceptance, including review of crane-operation qualifications and certificates of compliance.
  • Observe critical lifts.
  • Ensure contractors conduct monthly site-safety self-evaluations and submit the information with pay vouchers or invoices; perform worksite safety assessments as needed.
  • Take timely action to ensure contractor compliance with safety and health requirements, including leading safety stand-downs as required and recommending dismissal of key contractor staff for nonperformance or recurring violations.
  • Ensure contractor reporting of significant incidents and near misses and verify that corrective actions have been taken.
  • Perform cursory quality assurance reviews of Contractor Significant Incident Reports and OSHA Form 300 logs of work-related injuries and illnesses.
  • Provide support for mishap investigations involving property damage greater than $500,000, fatalities or permanent partial or total disability, or hospitalization of three or more personnel for inpatient care from one incident.
  • Maintain extensive contact with key contractor representatives to promote partnering and cooperation, resolve problems, and maintain the construction schedule.
  • Coordinate temporary utility and communication hookups for contractors, utility outages, and road closures.
  • Coordinate lay-down and storage areas as required.
  • Coordinate excavation, hot-work, burn, and other construction-related permits as needed, subject to local restrictions.
  • Serve as a field point of contact for the Supported Command interface and coordination.
  • Support collateral equipment installation and phone, data, and communication connections.
  • Assist in investigating potential latent defects.
  • Assist in coordinating installation of cylinders and cores, keying systems, key turnover to the owner or occupant, and facility-system training for owners, occupants, and public works personnel.
  • Review pre-final contract drawings and specifications, particularly Division 01 administrative requirements, and technical requests for proposals.
  • Conduct on-site visits to review constructability and compatibility with actual field conditions.
  • Provide technical knowledge of local conditions during design development and constructability reviews, including construction-material and skilled-labor availability, and recommend solutions for problems to designers.
  • Participate in partnering sessions depending on the nature and scope of the construction contract.
  • Facilitate effective relationships and processes among contractors, the Supported Command, and Government team members.
  • Support review of Government-approved technical and administrative submittals, including schedules of prices, contractor baseline critical-path schedules, accident prevention plans, Activity Hazard Analyses, safety and health plans, quality control plans, test plans and reports, and performance-verification tests of major systems.
  • Investigate engineering problems on construction contracts, including unforeseen conditions, contractor requests for information, and dimension conflicts, and recommend solutions to the NAVFAC Construction Manager.
  • Support preliminary scheduling meetings and review three-week look-ahead schedules as applicable; review baseline-schedule updates with the Construction Manager to determine whether the contractor is ahead, on, or behind schedule; review critical activities to keep work focused on timely completion; and participate in biweekly contractor look-ahead meetings as needed, particularly when the contractor is behind schedule.
  • Review and annotate contractor daily reports as required.
  • Assure contractor environmental compliance and coordinate Environmental Protection Agency jobsite visits when required.
  • Review and verify the accuracy of as-built drawings in support of invoice payments.
  • When applicable, coordinate with the NAVFAC Construction Manager and issue a non-compliance notice to the contractor.
  • Arrange and coordinate pre-final and final acceptance inspections and track completion of punch-list items.
  • Support closeout, including delivery of as-built drawings, warranties, operations and maintenance manuals, and spare parts.
