Requirements
  • Ten years of progressive experience supporting the development and implementation of contracts and acquisition-related documentation.
  • Experience leading and facilitating the development of Acquisition Requirement Packages.
  • Knowledge and skill in applying federal and Army contracting laws, regulations, policies, precedents, methods, techniques, and the Department of Defense 5000 acquisition process.
  • Ability to establish and maintain relationships with key individuals and groups outside the immediate work unit.
  • Ability to advise others.
  • Verbal and written communication skills and the ability to work on multifunctional teams.
  • Skill in interpreting, explaining, and applying contractual performance requirements, technical data, regulations, and other guidelines to performance problems encountered in service contracts.
  • Knowledge of business and management principles and methods used to gather, analyze, and evaluate information.
  • Ability to apply analytical and evaluative methods and techniques.
  • Ability to use computer programs such as Word, PowerPoint, Internet, Windows, and Excel.
  • Ability to interact with customers, vendors, and contractors with tact and diplomacy.
  • Ability to self-start, multitask, and prioritize multiple tasks with minimal supervision.
  • Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
  • Secret clearance with the ability to obtain TS/SCI clearance.
  • A bachelor's degree in Business or a related field, unless substituted by four additional years of related experience.
Responsibilities
  • Serve as an expert and provide advice, guidance, and assistance to PM EW&C on acquisition planning and contractual and procurement aspects for the portfolio.
  • Assist O5s with managing contracting aspects of the acquisition program and act as liaison between the program manager and major Contracting Command.
  • Plan and execute cost reimbursement, cost-plus-fixed, incentive or award-fee, and fixed-price contracts.
  • Apply procurement principles and technical or program requirements to ensure acquisition and milestone documentation are reflected and integrated into contracting and procurement actions.
  • Lead and facilitate development of Acquisition Requirement Packages, including Performance Work Statements, Statements of Work, Contract Data Requirement Lists, Service Contract Approvals, Justifications and Approvals, and Acquisition Plans.
  • Review Acquisition Requirement Packages for completeness and provide procurement and technical advice.
  • Conduct market research and assist with preparing Market Research Reports and Determination of Best Procurement Approaches.
  • Work with the Product Team to coordinate technical evaluation of proposals.
  • Advise the government on preparing Source Selection Evaluation Plans, evaluation criteria, and weighting methodologies.
  • Lead the Procurement Portfolio Management Tool, also known as the 1-N database, for contracting actions; pull reports and ensure weekly updates.
  • Work on contracting taskers with appropriate O5s.
  • Manage and update internal contracting trackers.
  • Prepare Acquisition Requirement Packages for PM EW&C headquarters efforts and track them through award.
