Requirements
  • A bachelor's degree in Business, Accounting, Finance, or a related field of study is required.
  • A minimum of 10 years of progressive experience in cost analysis, pricing, or government contract finance is required.
  • Strong working knowledge of Federal Acquisition Regulation, Cost Accounting Standards, and government contract cost principles is required.
  • Experience supporting federal proposals and contract financial management is required.
  • Advanced Microsoft Excel skills, including cost models, formulas, and financial analysis, are required.
  • Strong analytical, organizational, and written communication skills are required.

Responsibilities
  • Provide cost estimating and pricing support for government and commercial proposals, including cost-type, time-and-materials, and fixed-price contracts.
  • Provide strategic pricing analysis, make sound recommendations, and formulate strategic pricing responses during the government bid and contract pricing process.
  • Perform detailed analysis of subcontractor and supplier proposals and supporting documentation to validate labor, material, and other cost elements for supplier products and services.
  • Participate in cost and pricing reviews with management, customers, and supplier representatives.
  • Support equitable adjustments, contract modifications, claim support, and termination settlement proposals.
  • Maintain audit-ready documentation for pricing, incurred costs, and financial analyses.
  • Understand Federal and State regulations applicable to government contracts, including the United States Code, Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Truth in Negotiations Act, and Service Contract Act.
  • Coordinate all pricing with the Chenega Corporation Business Services Group and obtain final approval before submission to the customer or prime contractor.
  • Assist subsidiary program controllers in translating final pricing into projected revenue for budget purposes.
  • Provide guidance, review work, and mentor junior cost analysts or financial staff.
  • Contribute to the development of standard templates, standard operating procedures, and pricing tools.
  • Serve as a trusted advisor to leadership on cost and pricing strategy.
  • Perform other duties as assigned.
Desired Qualifications
  • A master's degree in Finance, Accounting, or Business, including an MBA, is preferred.
  • Experience working with Defense Contract Audit Agency or Defense Contract Management Agency audits is preferred.
  • Familiarity with Deltek Costpoint or similar government accounting systems is preferred.
  • Experience with large Indefinite Delivery/Indefinite Quantity contracts, such as OASIS, GSA Multiple Award Schedule, or Governmentwide Acquisition Contracts, is preferred.

What is the Scope of the FBI Academy Contract? Chenega told ExecutiveBiz on Wednesday that the security services required under the contract include access control, visitor screening and visitor badge processing. The contract has a performance period of 5 years and is worth $6.4 million. Work begins May 2026. Commenting on the award, CNI President David Pine said, "The Chenega team is proud to have been awarded this contract once again and continue its partnership with the FBI's Training Division." "Supporting the FBI Academy is an important component of Chenega's law enforcement agency business line which includes projects with the United States Secret Service James J. Rowley Training Center, DHS Federal Law Enforcement Training Centers and the NASA Protective Services Training Academy," Pine added. What other security services contracts has CNI secured in 2026? The contract with the FBI Academy is CNI's latest security services award from U.S. government customers this year. In late March, the Chenega subsidiary announced having secured an $8.5 million contract to continue its role of supporting force protection operations at the U.S. Army Corps of Engineers' Humphreys Engineer Center in Alexandria, Virginia. CNI had delivered similar services since 2023, and with the contract, the company would continue providing support through September 2030. And in early March, CNI secured a five-year, $78.6 million task order from the Department of Homeland Security via its FPS Acquisition Division multiple award contract for protective security officer services. The award called for the provision of access control, patrol support and other armed security guard services at IRS headquarters in Washington, D.C., and the IRS New Carrollton Center in Lanham, Maryland. Work on the contract is expected to start in June and run through May 2031.
