About the job

Requirements
  • Ten or more years spanning government acquisition and defense industry, including significant time inside NAVSEA, a Navy warfare center (NSWC/NUWC divisions), or an equivalent systems command or acquisition organization.
  • Demonstrated end-to-end requirements fluency, personally taking a capability need through top-level requirements, derived requirements, and test and evaluation planning, and closing the loop through verification.
  • Working knowledge of the MIL-STD ecosystem and how to apply it, including MIL-STD-961, MIL-STD-810, MIL-STD-1472, and the DoD specification and standards structure, with judgment to tailor rather than blindly flow down.
  • Existing relationships with government acquisition and warfare center personnel, such as program offices, technical warrant holders, and test and evaluation authorities, at the working level.
  • Fluency in DoD acquisition structures, including the adaptive acquisition framework, middle-tier and rapid acquisition pathways, and how requirements move through each.
  • Proven ability to operate across growth, programs, and engineering, with experience supporting captures and proposals, managing program execution, and arguing with engineers about derived requirements.
  • Strong technical writing, including requirements documents and technical volumes written to government standards.
  • Use of AI in an AI-native workflow for requirements decomposition, verification matrix generation, compliance mapping, and technical volume drafting, with the ability to explain policy-compliant use of AI tools.
  • Ability to obtain and maintain a U.S. DoD Secret clearance at minimum.
Responsibilities
  • Own the customer requirements thread on every FOE program, from the initial capability need through top-level requirements, derived system requirements, and test and evaluation planning, and back up through verification and validation closure; ensure requirements are satisfied while engineering determines how to satisfy them.
  • Architect the technical solution during capture, serving as the technical voice when growth shapes an opportunity and authoring the solution framework that anchors proposals based on the product baseline engineering owns.
  • Produce requirements baseline artifacts, including requirements documents, requirements verification matrices, test and evaluation master plans, and gate review packages, to a standard recognized by the government.
  • Own MIL-STD and specification compliance strategy by determining applicable standards, which standards to negotiate, and how to write compliance language that protects the program and company.
  • Manage government stakeholders, including program offices, warfare centers, technical authorities, and operational test agencies, keeping them informed, aligned, and satisfied from capture through delivery.
  • Run the growth/programs/engineering interface, translating among customer needs, commitments, and engineering work; identify and resolve divergence with the CTO’s team.
  • Run program gate reviews for requirements and verification gates, and hold the line when a baseline is not ready; participate in engineering design reviews as the customer’s proxy, not as chair.
Desired Qualifications
  • Engineering Duty Officer, Acquisition Corps, or DAWIA-certified background in Program Management or Engineering at Level II or III.
  • Direct experience with unmanned maritime systems, expeditionary systems, or cUxS programs.
  • Prior experience at a defense technology company or major prime translating government requirements practice into a commercial-speed environment.
  • Active Secret or TS/SCI clearance at hire.

What believers are saying

  • June 2026 positioning matches federal momentum for autonomous systems and post-quantum infrastructure.
  • August 2026 hiring across engineering and operations shows active product expansion, not dormancy.
  • Mission-critical infrastructure for drones and ships creates sticky revenue and high switching costs.

What critics are saying

  • July 2026 postings show post-seed status, so execution depends on continued capital.
  • Austin, on-site hardware hiring signals manufacturing and facilities bottlenecks if demand outpaces buildout.
  • Defense-infrastructure dependence risks customer concentration and procurement delays from one program slip.

What makes First Order Effects unique

  • 2026 website: FOE builds sovereign-scale infrastructure for U.S. and allies.
  • August 2026 jobs: FOE ships deployable power, ports, and communications for autonomous systems.
  • Team recruits from SpaceX, Anduril, Saronic, Lockheed Skunk Works, and Forterra.
