Requirements
  • A master's degree from an accredited college in social work, psychology, or another human service-related field is required for MHS III.
  • MHS II candidates must possess a bachelor's degree and be enrolled or willing to enroll in a master's program within four months of hire.
  • MHS IV requires either a doctorate from an accredited college in social work, psychology, or another human service-related field, or a master's degree with licensure as a Licensed Professional Counselor, Licensed Clinical Social Worker, or Licensed Marriage and Family Therapist.
  • Must have or be able to obtain certification from the Department of Human Services as a Certified Mental Health Investigator.
  • Must have or be able to obtain Certified Alcohol and Drug Counselor or Certified Gambling Addiction Counselor designation.
  • Must possess or be able to acquire knowledge of symptoms and challenges faced by people with mental illness and addictions and knowledge of relevant Oregon Administrative Rules.
  • Must be able to communicate effectively verbally and in writing and complete designated tasks thoroughly and timely.
  • Must understand the special needs of patients with co-occurring mental health and substance abuse disorders and use appropriate assessment and intervention techniques.
  • Must be able to work professionally with the public and coordinate services across agencies and community groups.
  • Must be able to develop cooperative and respectful relationships with clients and their families.
  • Must possess or be able to acquire knowledge of the recovery model.
  • Must be computer literate and able to type and use word-processing and other software systems.
  • Must adhere to rules and laws concerning confidential client information.
  • Must pass required criminal history checks and monthly exclusion-list checks.
  • Must pass a pre-hire drug screen.
  • Must hold a valid driver's license and personal automobile insurance for vehicles used for CCS business.
  • Must maintain at least $300,000 liability coverage for bodily injury and $100,000 property-damage coverage.
  • Must be able to perform the stated physical duties, including occasional lifting or moving of up to 30 pounds.
  • Must be able to work in unpredictable community environments, including uneven terrain and crisis situations.
  • Must be able to work the rotating 24-hour after-hours emergency schedule and, when on call, potentially work with less than optimal sleep.
Responsibilities
  • Assimilate data from observations and use clinical techniques to gather clients' personal, family, medical, and psychiatric histories.
  • Establish short-term goals, provide follow-up services, and make appropriate and expeditious referrals.
  • Provide home visits and outreach services to schools and other agencies or providers.
  • Screen referrals to ensure proper utilization of outpatient services.
  • Complete clinical records and collateral forms accurately and promptly.
  • Arrange voluntary or involuntary hospitalization and assess whether hospitalization is the least restrictive alternative.
  • Assess patients' special needs and alert staff or physicians to apparent needs during admissions.
  • Assist police and community agencies, including hospital staff, with patient admissions.
  • Arrange emergency or temporary placement when appropriate.
  • Work as part of a mental health emergency response team and cover call-offs during non-traditional hours when feasible.
  • Cooperate with referral sources and provide assistance, directions, and feedback.
  • Provide consultation to hospital departments and other providers.
  • If varianced, provide clinical services to children, adults, and families, including screening, assessment, individual and group therapy, consultation, and other permitted clinical services.
  • Participate in joint case planning and coordination with agency employees and contractors.
  • Act as a liaison between clients and other agencies and advocate for clients when appropriate.
  • Participate in group and individual supervision sessions.
  • Work with staff and community representatives to initiate new programs and review, evaluate, and revise existing programs.
  • Coordinate behavioral health case planning with schools, group homes, police organizations, district attorneys' offices, courts, community clinics, hospitals, and Department of Human Services agencies.
  • Provide behavioral health and addiction education, prevention, and information to interest groups.
  • Provide rotating after-hours emergency services to adults, including telephone consultation and community crisis intervention; if varianced, provide these services to children.
  • If varianced, initiate holds, conduct civil commitment investigations, and coordinate with hospitals, case workers, the state, and other involved parties.
  • Complete paperwork professionally, clinically soundly, and timely in accordance with Oregon Administrative Rules and other applicable guidelines.
  • Attend trainings, meetings, and conferences as directed by administration and apply the information to agency and customer services.
  • Assist clinicians with group facilitation when requested.
  • If varianced, provide intensive children's treatment services.
  • Use agency computer systems to maintain client records and prepare treatment reports.
  • Transport clients as required.
  • Administer urinalysis testing forms, provide clients with accurate information, observe tests in some cases, and record pertinent information.
  • Report abuse to the appropriate legal office, complete required paperwork and investigations, and develop safety plans.
  • Perform other assigned responsibilities.
