Requirements
  • A Bachelor of Science degree in Environmental Science, Civil Engineering, or Environmental Engineering, or a related field.
  • At least 10 years of professional work experience.
  • Knowledge of stormwater permitting and planning, water quality monitoring, best management practices, and environmental compliance inspections.
  • CPSWQ or CPESC certification.
  • QSD or QSP and QISP certifications.
  • Ability to read, interpret, and analyze plans, technical manuals, and permits.
  • Strong analytical skills.
  • Ability to be responsible and accountable for project delivery.
  • Ability to perform a high level of quality assurance and quality control on work products.
  • Ability to maintain attention to detail with a high level of accuracy.
  • Proficient in Microsoft Office Suite.
  • Ability to kneel, climb, and lift up to 50 pounds.
  • Valid California driver's license and an insurable driving record.
Responsibilities
  • Manage municipal, utility, industrial, and commercial clients with stormwater planning and compliance efforts associated with Phase I and II Municipal Separate Storm Sewer System permits, the Construction General Permit, and the Industrial General Permit.
  • Manage and interpret complex regulatory permits, assist clients with regulatory compliance, prepare technical reports, conduct environmental compliance inspections and sampling, and complete deliverables on time and within budget.
  • Lead and manage environmental sampling, testing, and observations involving surface water, stormwater, groundwater, and wastewater.
  • Interpret regulatory permits and formulate compliance strategies.
  • Prepare comprehensive approaches, work plans, and technical reports and documents, including watershed management plans, stormwater management plans, annual reports, non-stormwater discharge source assessments, adaptive management plans, compliance guidance documents, compliance reports, rain and sampling event summary reports, Stormwater Pollution Prevention Plans, and Water Quality Management Plans.
  • Execute and manage field investigations, including mobilization and demobilization decisions.
  • Manage the workload of other Environmental Scientist staff.
  • Prepare and monitor project budgets.
  • Meet with clients regarding work, team performance, and current and future work.
  • Perform construction site and facility environmental compliance inspections, including QSP, QISP, and FOG inspections.
  • Conduct environmental sampling, testing, and observations involving surface water, stormwater, groundwater, wastewater, soils, and sediments.
  • Make field observations and perform data measurement and collection assignments.
  • Manage and analyze data through compilation, manipulation, and evaluation.
  • Develop and implement monitoring and reporting plans and field studies.
  • Perform regulatory and water quality data analyses.
  • Participate in and lead technical presentations.
Desired Qualifications
  • A Master of Science or PhD in Environmental Science, Civil Engineering, or Environmental Engineering, or a related field.
  • Proficiency with ArcGIS.
  • OSHA 40-hour HAZWOPER training.
  • Ability to perform maintenance and calibration of environmental monitoring instruments, meters, probes, and automated sampling equipment.
