Phoenix, LLC provides neutron imaging services (neutron radiography) as nondestructive testing for aerospace, defense, and energy sectors. It runs the Phoenix Neutron Imaging Center in Fitchburg, WI, delivering production-scale radiography for quality assurance, failure analysis, and R&D, testing critical components like munitions and turbine blades. The imaging uses a proprietary accelerator-driven neutron generator to emit high-flux neutrons without a reactor; neutrons pass through objects to reveal internal features. Differentiators include an accelerator-based source offering reliable access versus aging research reactors, formal certifications (ISO 9001:2015, AS9100D), DoD-safety practices, long government relationships (including with the US Army), and a merger with SHINE Technologies. The goal is to advance practical fusion technology through SHINE’s multi-phase plan while continuing dependable neutron imaging services for industry and government customers.

Simplify's Take

What believers are saying

  • SHINE raised $240 million on February 26, 2026, strengthening near-term liquidity.
  • Phoenix still markets one of few commercial-grade neutron imaging facilities worldwide.
  • SHINE won a 2026 MDA SHIELD IDIQ position, deepening defense customer access.

What critics are saying

  • SHINE's 2026 $263 million DOE loan remains conditional, delaying Chrysalis execution.
  • SHINE cut 59 workers in 2023 for cash-flow issues, signaling financing fragility.
  • One failed capital raise or loan setback could stall Phoenix's expansion and parent funding.

What makes Phoenix LLC unique

  • Phoenix's accelerator-based neutrons avoid reactor dependence, unlike aging research-reactor competitors.
  • Fitchburg imaging center handles production-scale aerospace, defense, and energy NDT in-house.
  • SHINE merger gives Phoenix shared fusion, isotope, and defense engineering infrastructure.
