Graduation from an accredited college with a major in Civil or Construction Engineering.
A California professional license and/or Certified Construction Manager credential.
At least five years of aggregate construction management experience on road, bridge, flood control, sewer, water, traffic signal, or airport improvement projects, including storm drain, dam, or reservoir modification projects.
Responsibilities
Perform construction inspection, contract compliance enforcement, scheduling, technical support, and on-site management of construction projects under the oversight of Public Works' Section Heads.
Prepare and process change orders, daily logs, and working day statements; collect work records; maintain accurate payment records; conduct employee interviews; prepare as-built plans; and perform associated contract administration tasks.
Arrange for materials testing and construction staking by Department staff.
Respond to inquiries from the public, elected officials, other agencies, Project Management Division III staff, and affected Public Works divisions.
Conduct community meetings.
Coordinate project construction.
Prepare and maintain project budgets and schedules.
Prepare authorization documentation as directed.
Review the work of County or consultant inspection staff and recommend approval of invoices.
Administer project contracts.
Manage project cost and schedule performance.
Prepare and coordinate monthly project construction reports.
Review contractor submittals and make recommendations.
Evaluate proposed scope-of-work changes and prepare change-order requests.
Prepare and respond to contractor correspondence, including requests for information.
Interface with County departments and agencies to resolve problems and coordinate planning and other construction management functions.
Prepare project meeting agendas, run project meetings, and prepare accurate meeting minutes.
Monitor, coordinate, and evaluate key project activities to ensure cost and schedule compliance and quality assurance and control of project and contractor performance.
Participate in training Public Works staff on preapproved project delivery techniques when appropriate.
Establish and maintain effective working relationships with Project Management Division III and Public Works staff.
Coordinate project close-out activities.
Manage public outreach program services, including Local Targeted Worker Hiring and Small Business Outreach.
Desired Qualifications
Familiarity with and working knowledge of the Standard Specifications for Public Works Construction (Greenbook) and Standard Plans for Public Works Construction, including experience using them.
Working knowledge of Caltrans Standard Specifications, Standard Plans, and Standard Special Provisions, including experience using them.
Working knowledge of Cal/OSHA Construction Safety Orders.
Working knowledge of Environmental Protection Agency policies and guidance.
Ability to interpret plans, specifications, special provisions, and other contract documents.
Familiarity with contract administration requirements in the Caltrans Local Assistance Procedures Manual.
Graduation from the Caltrans Resident Engineer Academy or documented experience as the Resident Engineer on at least three major road, bridge, or dam construction projects.
Strong communication and public speaking skills.
