Requirements
  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering and one year of practical engineering experience, or an equivalent combination of education and experience.
  • Good knowledge of civil engineering practices and procedures involving construction plan design.
  • Skill in managing multiple projects simultaneously.
  • Ability to supervise technical and skilled employees.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to operate a personal computer, cellular phones, and basic office equipment.
  • Ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, and the general public.
  • Must secure and maintain a favorable background investigation and clearance.
  • Must clear a pre-employment physical and a pre-employment drug screen test.
  • Must have a valid driver's license.
  • May be required to work more than 40 hours during the workweek.
  • Must be able to exchange accurate information, operate a computer and other office productivity machinery, position self to perform essential functions, and remain in a stationary position.
Responsibilities
  • Research and plan flood control and roadway capital improvement projects; assist Engineers with flood control, roadway design, drainage design, and subdivision platting issues; review subdivision plats and flood plain studies; perform engineering design work; coordinate work with other Civil Engineering Assistants and Construction Inspectors; review submittals from consulting engineers; and perform related duties.
  • Provide information regarding drainage and flood plain issues, roadway plans, and subdivision platting to County personnel and the general public.
  • Coordinate with contractors, utility companies, developers, governmental and regulatory agencies, and the general public to develop or inspect improvements on project designs.
  • Prepare or review technical reports and comments regarding hydraulic studies, construction plans and specifications, flood plain management, and subdivision plats.
  • Prepare or review hydrologic and hydraulic studies supported by computer-generated analysis and models.
  • Make presentations regarding engineering studies, drainage and flood plain concerns, and subdivision concerns.
  • Conduct field investigations to evaluate drainage and flood plain problems, construction issues, and engineering problems, and recommend solutions.
  • Administer subdivision final inspections, punch lists, required letters, bond acceptance and releases, warranties, and construction issue resolution for subdivision acceptance.
  • Review applications for development and flood plain permits.
  • Review subdivision plats for compliance with County Subdivision Regulations, COSA Unified Development Code, AASHTO Design Manuals, and Texas Department of Transportation Standard Specifications.
  • Review flood plain studies, subdivision plats, and engineering designs and make recommendations for implementation.
  • Coordinate engineering consultant services, including submittal reviews.
  • Review subdivision plats for compliance with the County Flood Damage Prevention Court Order.
  • Perform related duties as required.
