  • Institutionalize technical review processes for provinces to monitor priority disease outcomes, identify implementation bottlenecks and adapt responses.
  • Finalize a desk review of global best practices in sustainable health-systems capacity improvement, contextualized to Mozambique.
  • Submit a capacity assessment report analyzing strengths and weaknesses, prioritized recommendations, a timed training and development plan, training-material and workshop options with sources and prior applications where relevant, an improved planning and reporting framework, coordination mechanisms, and draft KPIs to track capacity progress.
  • Develop phased provincial capacity-strengthening recommendations and actions for each target province.
  • Develop practical tools, templates and job aids for institutional strengthening and routine management improvement.
  • Develop an annex connecting provincial institutional-strengthening recommendations to measurable improvements in tuberculosis, HIV and Global Health Security priority areas.
  • Submit a detailed monthly report to the U.S. Department of State by the fifth day of the following month, and submit weekly progress reports to the U.S. Embassy/Department of State, including a short paragraph on the week's main successes; participate in weekly calls.
