ProSidian Seeks a ORP Commissioning and Readiness Support Consultant   - GSSC (Time and Materials) to support an engagement for the US Dept. of Energy (DOE) Hanford in the with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Industry Sector - SCA Code: N/A

This service supports with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Sector clients and ProSidian Team Members (# FTe’s: 1) work as part of the Engagement Team Cadre to to support requirements for The Department of Energy (DOE), Hanford Site, Waste Treatment and Immobilization Project (WTP) Commissioning, Maintenance and Operations Division (COD)

Oversight of startup, commissioning and operational readiness activities.

Oversight of Integrated Safety Management Systems.

Coordinating oversight, issue assessment, and issue resolution with multiple organizations.

Communicating the status of commissioning and readiness activities.

Briefing management on technical issues with options for resolution and facilitating decision making.

Making assessments and decisions regarding technical problems, program requirements, and risks encountered in operational readiness, startup and commissioning; and

Assessment report writing and technical report of writing.

ORP Commissioning and Readiness Support Consultant   - GSSC Candidates shall work to support requirements for PR0093D FY22-SB101 ORP Waste Treatment and Immobilization Commissioning and Readiness Support Constant   Swim Lanes and

DELIVERABLES

Oversight, coordination, and review of commissioning and readiness technical activities including:

• System, Structure and Component functional requirements.
• Safety, risk reduction, and reliability designs.
• Test instructions.
• Work execution in the field.
• Process and procedure compliance.
• Fulfillment of technical test requirements.

Support the Commissioning Joint Test Group (CJTG) by:

• Performing technical reviews of startup/commissioning engineering activities for adequacy and reliability.
• Ensuring compliance with established criteria and sound engineering principles.
• Identifying omissions, discrepancies, inadequacies, and nonconformance with approved criteria.

1. Support DOE readiness activities including Line Management Review Board.
2. Lead core requirement oversight areas.
3. Advise core requirement leads.
4. Coordinate readiness activities.
5. Oversight of contractor readiness activities;
6. Perform physical inspections and walk downs of the plant;
7. Document oversight and identify compliance deviations (adverse conditions) and opportunities for improvement that were observed in accordance with ORP management system procedures.
8. Follow-up on issues, adverse conditions, and other areas of concern.
9. Participate in meetings as required by the COD functional lead, including the preparation of meeting minutes as needed.
10. Participate in weekly coordination meetings.
11. Participate on Integrated Project Teams (IPT) as requested.
12. Deliverables shall be accomplished in accordance with the directions provided by the COD Director.  All deliverables will be processed through the COD Project Lead of the COD Director prior to internal and/or external publication and availability.

Qualifications

The ORP Commissioning and Readiness Support Consultant   - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.    

QUALIFICATION REQUIREMENTS

Education

• BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively

Experience

• Fourteen (14) years of directly applicable experience as a senior executive or consultant interfacing and working with organizational executives and senior management, or senior technical or business individuals, in government or industry on strategic, management, technical, or business issues. Professional career that demonstrates a steady progression of promotions and positions assuming greater responsibility.
• Knowledge of DOE program and project management practices, policies, and procedures with specific emphasis on specifically DOE O 425.1D and DOE O 413.3B.
• Experience in readiness activities to include Contractor Operational Readiness Reviews (CORR), DOE Operational Readiness Reviews (DORR).
• Experience in oversight or performance with nuclear facility operations, maintenance, startup, commissioning, readiness, and training programs or processes.
• Excellent writing and communication skills.
• Experience supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination.
• Comprehensive, professional knowledge of engineering principles and fundamentals.
• Extensive experience using MS Word, MS PowerPoint, MS Excel and other MS Office tools.

The ORP Waste Treatment and Immobilization Commissioning and Readiness Support Consultant  shall maintain proficiencies in the following via periodic training:

• HGET.
• WTP Site access.
• Computerized Maintenance Management System.
• Smart Plant Foundation and Smart Plant for Operations.
• WTP site qualifications including LO/TO if necessary.
• Roadworker training at a level to allow full facility access once the training is required.
• Must be a U.S. citizen.
• Must work core hours each working day 0900 – 1430, unless authorized by the COD Director.
• U.S.  Citizenship Required - You must be a United States Citizen
• Excellent oral and written communication skills (This employer participates in the e-Verify program)
• Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
• All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.

• May be required to complete a Financial Disclosure Statement
• Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance

TRAVEL:  Occasional travel may be required to attend meetings, events, site visits, or other training requirements.  Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION: 

Work shall be conducted at or in proximity to The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area.
