Requirements
  • A bachelor's degree in business administration, public administration, acquisition management, or a related field.
  • A minimum of 8–10 years of Department of War acquisition experience with demonstrated expertise in Statement of Work and Performance Work Statement development for facilities, construction, or engineering programs.
  • In-depth knowledge of Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and Department of War acquisition policy, with familiarity with Unified Facilities Criteria standards and Military Construction and Facilities Sustainment, Restoration, and Modernization program requirements.
  • Strong technical writing, editing, and stakeholder communication skills.
  • An active Secret clearance is required, or an interim Secret clearance at minimum at the start of performance, maintained for the duration of the contract.
  • Ability to obtain and maintain a Department of Defense Common Access Card.
Responsibilities
  • Draft and quality-review complex Statements of Work and Performance Work Statements for Military Construction, Facilities Sustainment, Restoration, and Modernization, and demolition projects.
  • Coordinate with engineering, environmental, and program management teams to accurately capture and translate technical project requirements into acquisition-ready language.
  • Review all cell outputs for quality before Government submission, ensuring compliance with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and Marine Corps Installations Command writing standards.
  • Serve as the primary Government point of contact for acquisition-documentation status, priorities, and coordination.
  • Mentor and guide mid-level writers and manage cell workload distribution to meet monthly delivery targets.
  • Support the cost-estimating team with technical inputs for Independent Government Cost Estimate development as required.
Desired Qualifications
  • An advanced degree.
  • Defense Acquisition Workforce Improvement Act Level II or III certification in Contracting or Program Management, or an equivalent Department of Defense acquisition credential.
  • 15 years of Department of War acquisition experience with demonstrated expertise in Statement of Work and Performance Work Statement development for facilities, construction, or engineering programs.
