Requirements
  • BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience; MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively
  • Fourteen (14) years of directly applicable successful experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant
  • Executive experience with direct interface with client senior management
  • Cobra database analysis and interface with P6 scheduling software
  • Hanford Site Project Controls Specialist forward pricing rates
  • Integration with other project controls functions including scheduling and risk management
  • Knowledge of DOE policies and procedures
  • Knowledge of Hanford Site mission, activities and priorities is preferred
  • Knowledge of DOE program and project management practices, policies, and procedures
  • Excellent communications skills
  • Knowledge of MS Word, MS PowerPoint, and/or other MS Office tools
  • Compliance with site specific safety and security requirements, including badging and office protocols
  • Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site Project Controls Specialists
  • U.S. Citizenship
  • May be required to complete a Financial Disclosure Statement
  • Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE Q clearance
Responsibilities
  • Analyze the project baseline, monthly reporting data and proposed baseline changes and trends
  • Utilize skills and abilities to develop and maintain a reporting database which captures Project Controls Specialist Performance Reporting (CPR) data
  • Provide Cost and schedule analysis using Cobra software and P6 software
  • Provides extensive specialized knowledge to major projects, programs, or tasks
  • Consults on major organizational, technical, or financial issues and assists in problem solving
  • Support Hanford Program project controls analysis; baseline-integrity/vulnerability assessment analysis and mitigation; change proposal review and analysis; critical external oversight events; assessment and surveillance support; review invoice evaluations
  • Ability to visualize, analyze and convert current performance challenges into accurate future projections that can be confidently used to initiate productive dialogue with Project Controls Specialist aimed at establishing effective mitigation actions
  • Monthly Report of Actual Costs by Task - Monthly report of actual cost broken out by each task identified in this statement of work shall be provided to the DOE-WTP COR
  • Provide monthly EAC analysis to support the WPD monthly report
  • Deliverables shall be accomplished in accordance with Hanford procedures and directions provided by the WPD Division Director
  • Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Project Controls Specialist shall ensure that duties are performed in a competent and professional manner. The Project Controls Specialist employee shall submit a detailed weekly report to the technical monitor addressing work accomplished, and deliverable progress

  • Consecutive employment in a position with comparable responsibilities within the past five years
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position
