Requirements
  • A Bachelor’s Degree and/or Master’s Degree in Management, Business Administration, Computer Science, Mathematics, Engineering or related discipline with five years of experience in management of enterprise projects similar in scope or Bachelor’s Degree in a related discipline with eight years of experience in the management of similar projects or programs
  • Good understanding of Business Analysis and Management Support frameworks including Six Sigma, PMMP, ITGC, COSO, COBIT, ITIL, NIST, FISMA, A123, ISO 27000, SOX 404 and CFOA
  • Proficiency in the most current Microsoft Office Suite (Word, Excel, and Power Point) software versions; strong communication skills, experience dealing with senior level internal and/or client personnel
  • Ability to provide guidance and direction for multiple enterprise programs in implementing business process development, business re-engineering, and strategic business projects
  • Capability to manage programs of high complexity and to direct the completion of multiple projects within estimated timeframes and resource constraints
  • Versatile team leader with good communication, program/project management, Business Analysis and Management Support and Software Development Life Cycle, process/procedure, documentation and interpersonal skills
  • Ability to identify best practices, effect re-engineering, change management, business management techniques, continuous process improvement, root cause analysis, IT-planning, develop/recommend IT performance-based metrics, and organizational development activity
  • Ability to assess and apply multiple organizational, and management improvement techniques in a government environment
  • Ensures all work products are complete, accurate and conform to The Federal Government Agency standard
  • Must be a Certified Information Technology Professional (CTP) and/or a Certified Information Systems Auditor (CISA) and/or Certified Internal Auditor (CIA)
Responsibilities
  • Lead the efforts for low and moderate complex projects and low complexity programs; support effort for highly complex projects and all levels of programs
  • Formulate and define business process and systems scope and objectives for programs and projects through research and fact-finding
  • Recommend and apply process improvement and re-engineering methodologies and principles to conduct process improvement programs and projects by proposing, completing, and analyzing business models, data models, and hybrid enterprise models, identifying best practices, documenting and assessing performance measurements, and identifying business process and technology solutions to streamline processes
  • Lead/Provide group facilitation, interviewing, training, and provide additional knowledge transfer to appropriate stakeholders
  • Provide expertise to business analysis framework improvement programs by assessing and providing recommendations to various disciplines
  • Conduct the elicitation and management of business and systems level requirements for projects and employs industry standard tools to manage requirements, CM, and modeling to support requirements management and/or business modeling activities
  • Conduct the knowledge transfer of scope, requirements, and other analysis information to program and project teams to ensure successful implementation of solutions to client areas
  • Apply portfolio management concepts including business-IT alignment, prioritization, business cases and market surveys, and project costing techniques for up to moderately complex projects
  • Develops cost estimates for moderately complex projects/programs
  • Validate solution(s) delivered meet business needs for programs, projects, and subprojects as assigned
  • Possesses analytical skills through educational background and work experience and has the ability to apply those skills to client engagements
  • Demonstrated ability in independently applying business analysis on moderately to highly complex projects; scoping, requirements elicitation, business modeling, requirements management, and feasibility and cost benefit analysis
  • Ability leading moderately complex business analysis efforts
  • Technical expertise in one or more business analysis related disciplines
  • Exhibits strong communication skills; facilitation, interview, formal document writing and presentation skills
  • Expert knowledge of Microsoft Office tools to support the development and maintenance of MS Excel spreadsheets, MS PowerPoint slide presentations and MS Word documents
  • Possesses the ability to assess and apply multiple organizational, and management improvement techniques in a government environment
  • Ensures all work products are complete, accurate and conform to Federal Government Agency standard
  • Has the ability to create, assess performance measurements and maintains a comprehensive knowledge of the IT industry, business processes and procedures
  • Has extensive experience in project management and other disciplines as described in an actual TA proposal
  • Has the ability to conduct process mapping sessions and identify key control points to be tested
  • KEY PERSONNEL: The Business Analyst II should possess the professional ability to serve as a key personnel engagement team member.
  • Prior to diverting any key personnel to other programs, ProSidian makes special efforts to notify Engagement Team Leads and Client Representatives reasonably in advance with appropriate justification, including proposed substitutions or replacements, in sufficient detail to permit The Client to evaluate the impact on the work ProSidian is obligated to perform.
