Requirements
  • Proven experience delivering commissioning for hyperscale data centre projects, preferably with hyperscale clients.
  • A strong mechanical, electrical, and plumbing background with deep understanding of mission-critical electrical and mechanical systems.
  • Experience operating within hyperscale commissioning processes, governance, and reporting structures.
  • Demonstrated leadership of Integrated Systems Testing in live or near-live environments.
  • Experience working for a General Contractor on fast-track, large-scale data centre builds.
  • A highly structured and process-driven approach.
  • Strong technical authority and decision-making capability.
  • Strong coordination and stakeholder management skills.
  • Clear, confident communication skills with client-facing experience.
  • Ability to manage high-pressure testing windows and critical milestones.
Responsibilities
  • Develop, manage, and execute the Project Commissioning Plan and Commissioning Plan of Record in accordance with client commissioning requirements, specifications, and templates.
  • Ensure alignment with project phase gates, readiness milestones, and acceptance criteria.
  • Maintain compliance with project safety, quality, documentation, and change-control processes throughout commissioning.
  • Lead commissioning activities across electrical systems, mechanical systems, controls, Electrical Power Monitoring Systems, Building Automation Systems, fire detection and suppression systems, and life-safety systems.
  • Develop detailed commissioning schedules aligned to the project baseline programme and turnover sequencing.
  • Ensure commissioning readiness through structured pre-functional checks and system walkdowns in line with project procedures.
  • Coordinate and manage General Contractor responsibilities for Integrated Systems Testing planning, execution, and closeout in accordance with client test scripts and failure scenarios.
  • Manage live testing, load-bank testing, black-building and black-start testing, and redundancy validation.
  • Coordinate trades, vendors, owner-furnished contractor-installed representatives, and third-party commissioning agents during commissioning.
  • Enforce the company's safety-first culture during commissioning and energisation activities.
  • Review and approve commissioning method statements, risk assessments, and energisation plans.
  • Actively manage commissioning risk registers and ensure issues are escalated and resolved in line with project requirements.
  • Serve as the primary commissioning interface between the General Contractor, client, designers, subcontractors, vendors, and third-party agents.
  • Chair regular commissioning and readiness meetings, tracking actions, constraints, and approvals.
  • Support client-led audits, site walks, and readiness reviews.
  • Ensure commissioning activities comply with project specifications, local codes, and industry standards including ASHRAE and CIBSE.
  • Manage commissioning punch lists, defects, and non-conformances through closure.
  • Support progressive system acceptance and phased turnover strategies.
  • Manage the production, review, and approval of commissioning documentation, including test scripts and procedures, test results and reports, deficiency logs, as-built records, operation and maintenance manuals, and asset data.
  • Ensure documentation is delivered in accordance with client formatting, data standards, and digital platforms.
  • Support training and transition to operations teams through the Turnover Certificate process.
Desired Qualifications
  • A degree in Mechanical Engineering, Electrical Engineering, or Building Services Engineering, or equivalent.
  • Commissioning or data centre certifications.
  • Experience with hyperscale campus-style developments and phased handovers.

Winthrop Technologies is proud to have received the International Safety Award from the British Safety Council, recognising outstanding Environmental, Health & Safety (EHS) performance at its project site in Amsterdam. The 2026 International Safety Awards recognise organisations worldwide for excellence in preventing workplace injuries and illness, and for promoting overall wellbeing. Winthrop's achievement highlights the exemplary safety standards maintained and the robust safety record delivered despite an incredibly complex working environment. Located adjacent to the Schiphol Airport runway, the Amsterdam project operated under highly constrained conditions. The team successfully navigated strict airport controls and limited crane lift windows that were frequently rescheduled or cancelled due to changing air traffic. Through close coordination with airport authorities, the project team continuously adapted construction activities, ensuring safe operations while maintaining steady project progress. The award was accepted by Niall Tuffy, Regional H&S Manager, and Sean O'Sullivan, Project Manager, on behalf of the Amsterdam project team. "The British Safety Council applauds Winthrop on this achievement," said Mike Robinson, Chief Executive of the British Safety Council.
