Requirements
  • A minimum of 10+ years of hands-on experience as an Oracle EBS Developer, including at least 3 years explicitly focused on Oracle Financials within a federal or Department of Defense environment.
  • Deep expertise in PL/SQL, SQL, Oracle APEX, Oracle Application Framework, Oracle Analytics Publisher, and Oracle Workflow.
  • Possession of, or ability to obtain within 90 days of the start date, one of the following Department of Defense 8140 compliance certifications: CSSLP, GCLD, or GSEC.
  • A bachelor's degree in Computer Science, Information Technology, Cybersecurity, Information Systems, Data Science, Software Engineering, or a related field, or equivalent years of experience.
  • Ability to obtain a Public Trust/Tier 3 (NACI) clearance at minimum.
Responsibilities
  • Design, develop, and maintain customized technical solutions for Oracle Federal Financials modules, including General Ledger, Accounts Payable, Accounts Receivable, Purchasing, and Federal Administrator.
  • Write, performance tune, and troubleshoot complex SQL and PL/SQL scripts, packages, procedures, and triggers.
  • Develop and maintain interfaces between Oracle EBS and external Department of Defense and Defense Health Agency boundary systems.
  • Design and develop customized GUI forms using Oracle APEX and Oracle Application Framework.
  • Ensure code and configurations comply with Department of Defense Security Technical Implementation Guides and Information Assurance policies.
  • Perform root-cause analysis for production issues and implement code changes in coordination with the database administration team.
  • Create and maintain technical design documents, including MD.070 and MD.120, and standard operating procedures.
Desired Qualifications
  • Prior experience working directly on the Department of Defense or Defense Health Agency contract, supporting Defense Health Agency health IT systems, or working on other federal contracts.
  • Familiarity with Department of Defense financial business processes and audit-readiness requirements, including FIAR.
  • Experience with Amazon Web Services migrations or integrations.
  • An active Public Trust/Tier 3 or higher clearance.
