  • A minimum of 7 years of experience as a Construction Manager, Field Engineer, Project Engineer, or Quality Control Manager on commercial or industrial facilities, utility projects, or waterfront-related contracts valued over $5 million.
  • A bachelor's degree in engineering from an ABET-accredited university, construction management from an ABET- or ACCE-accredited university, or architecture from a NAAB-accredited university; an additional 5 years of qualifying experience beyond the 7-year minimum may be substituted for the degree.
  • Demonstrated construction technical competencies and qualifications sufficient to verify that specified workmanship standards have been achieved.
  • Knowledge of construction scheduling methods and familiarity with scheduling software, including Primavera SureTrak/P3/P6 and Microsoft Project.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook; Adobe Acrobat Professional; and RS Means/CostWorks.
  • Ability to communicate effectively, concisely, and authoritatively in English, orally and in writing, including preparing correspondence and reports and briefing management personnel.
  • Experience developing and maintaining complex, long-term, multi-year construction management program activities, including processing submittals and Requests for Information.
  • Experience and familiarity with Federal building design criteria and construction guide specifications.
  • Knowledge of construction practices and techniques, including appropriate applications of construction materials and installation methods.
  • Ability to calculate construction costs accurately, price needed work, and recommend equitable adjustments.
  • Ability to monitor contractor preparation of as-built documents on an ongoing basis, review submitted as-built drawings for completeness and accuracy, and advise appropriate Government personnel in writing on their acceptability.
  • Ability to identify critical and long-lead-time materials and recommend procurement strategies to prevent negative effects on quality, cost, and schedule.
  • Completed 30-hour OSHA Construction Training within the past 2 years or obtain it within 60 days of onboarding.
  • Must hold a valid 5-year USACE Construction Quality Management for Contractors certificate or obtain certification within 60 days of onboarding.
  • Must be a U.S. citizen.
  • Must have a valid driver's license.
  • Must be able to perform the essential physical functions, with or without reasonable accommodation, including remaining stationary; using office equipment; moving through offices, facilities, and project sites; handling equipment and controls; reviewing documents and site conditions; lifting up to 50 pounds when required; standing or walking for extended periods; occasionally climbing, kneeling, or crouching; navigating rough terrain; working indoors and outdoors in varying weather; occasionally entering confined spaces or working at heights; and wearing required personal protective equipment in environments with potential site hazards.
Responsibilities
  • Provide management support to the FEAD/ROICC for construction services, including construction inspection, quality assurance, monitoring ESS compliance, and contract administration for repair, demolition, and new-construction work across trades at the installation.
  • Coordinate contractor requests for outage requests, excavation permits, burn permits, haul routes, and similar items.
  • Attend meetings and conferences, take notes, and provide information to the FEAD/ROICC or its representative at preconstruction conferences, safety meetings, Contractor Quality Control meetings, partnering meetings, and other briefings.
  • Provide construction briefings and reports.
  • Review submittals designated for Government approval.
  • Review and analyze construction schedules and provide notes, comments, and recommendations on progress schedules, network diagrams, the Contractor’s Safety Plan, and the CQC Plan.
  • Monitor construction work for compliance with contract requirements and the Contractor’s submitted plans and CQC requirements.
  • Prepare Construction Representative’s Reports and Contract Construction Compliance Notices.
  • Report instances of non-compliance with safety requirements.
  • Monitor compliance with environmental protection requirements, measurements and assurance surveying, and materials testing.
  • Witness testing of waste, gas, water, electrical, heating, ventilation, air-conditioning, fire-protection, elevator, boiler, and energy-monitoring control systems.
  • Review daily CQC and Contractor Production Reports, monitor updates to submittal status logs, and review other required documentation.
  • Work with CSET and FEAD/ROICC personnel and the construction contractor’s representative to complete the field pay estimate worksheet for the construction contract.
  • Notify FEAD/ROICC leadership of disagreements, discrepancies, or major problems.
  • Assist with pre-final inspections.
  • Provide advice for modification negotiations.
  • Maintain working files and use NAVFAC’s Electronic Construction and Facility Support Contract Management System to manage electronic submittals and documents.
  • Prepare independent construction cost estimates for contract modifications and, for each estimate, prepare a narrative assessment of the proposed change’s impact on the contractor’s operations.
  • Provide construction photography and record-drawing services.
  • Perform constructability reviews, spot-check construction plans and specifications for completeness and accuracy, and determine facility constructability at the beginning and during each construction phase.
  • Manage Requests for Information.
  • Perform other job-related duties consistent with applicable law.
  • Perform the essential job functions, with or without reasonable accommodation, in the stated office and project-site work environments.
