Requirements
  • A Master’s degree in the Social Science or Social Service field is required.
  • At least five years of experience in the field, including some administrative experience, is required.
  • The candidate must meet the criteria of a Mental Health Professional.
  • The candidate must hold and maintain the required Washington State license or credential, including an Agency Affiliated Counselor License, mental health Associate License, or Chemical Dependency Professional/Trainee status when applicable.
  • The candidate must maintain current CPR certification and obtain it within 90 days of hire if it is not active at hire.
  • The candidate must maintain active First Aid certification.
  • The candidate must complete annual TB testing and testing at the time of hire.
  • The candidate must pass background checks from the Washington State Department of Social and Health Services and Washington State Patrol.
  • The candidate must sign a permanent confidentiality oath covering patient-related information.
  • The candidate must complete an annual clinical competency test as a mental health therapist and chemical dependency professional or trainee.
  • The candidate must comply with applicable ethical standards and Washington State Department of Health requirements.
  • The candidate must have no history or evidence of alcohol or other drug misuse for the three years immediately preceding employment and must not misuse alcohol or other drugs while employed.

Responsibilities
  • Participate in interviewing and selecting candidates for employment, train employees, and plan, assign, and direct employee work and caseloads.
  • Review client charts for compliance with Behavioral Health Organization, Washington State Department of Behavioral Health and Recovery, and The Joint Commission requirements.
  • Provide individual and group supervision to mental health, substance abuse and chemical dependency outpatient providers, peer specialists, case managers, program staff, and nonclinical site staff.
  • Review and approve therapists’ clinical documentation in Cerner as appropriate.
  • Collaborate with the manager to ensure staff meet weekly service-hour and monthly productivity requirements.
  • Ensure staff have full caseloads and that caseloads are adequately distributed; support client retention and treatment success.
  • Ensure staff follow the Sea Mar patient-centered model.
  • Conduct weekly file reviews and implement corrective actions to ensure files meet federal, state, county, and Sea Mar requirements.
  • Report file-review findings to the Program Manager and, when appropriate, the Regional Behavioral Health Director.
  • Ensure electronic progress notes are completed and review and approve them when necessary.
  • Collaborate with the Manager to ensure quality-improvement reports are completed on time.
  • Maintain relationships with the Behavioral Health Organization and referral agencies.
  • Market the program to community-based agencies, faith communities, social-service agencies, criminal-justice institutions, probation and corrections departments, community health centers, schools, and other potential referral agencies.
  • Collaborate with the Manager to ensure daily data collection and data entry in the regional data system, maintaining timeliness and accuracy.
  • Protect client information and ensure employees follow HIPAA and applicable confidentiality and disclosure requirements under 42 CFR Part II and 45 CFR §§154–528.
  • Ensure chemical dependency staff provide assessments, intakes, outpatient and intensive outpatient services, aftercare, relapse prevention, Alcohol and Drug Information School services, ADATSA services, Disability Lifeline Services, and other contracted or authorized services.
  • Partner with the Manager to ensure mental health and substance abuse staff remain current on treatment reviews.
  • Partner with the Manager to conduct regular reviews in Cerner and regional data systems for program compliance.
  • Work with the Program Manager to ensure high-quality care for Sea Mar patients.
  • Support daily clinical operations and report findings to the Program Manager.
  • Provide clinical supervision of mental health staff as required by Washington Administrative Code and applicable clinical standards.
  • Ensure client care complies with Washington Administrative Code, 42 CFR Part II, 45 CFR §§154–528, The Joint Commission standards, and Sea Mar policies and procedures.
  • Ensure integration of primary care, behavioral health, dental care, and overall health services.
  • Participate in management and staff meetings to coordinate with staff and management and assist with inter-agency referrals.
  • Assist the Program Manager and/or Regional Director with hiring for vacant Behavioral Health Program positions.
  • Provide outpatient evaluations, assessments, and psychotherapy to individuals and families using varied therapeutic treatment modalities.
  • Maintain regular client contact, including home visits when necessary, to assess and evaluate psychiatric status, basic needs, strengths, and weaknesses.
  • Consult and collaborate with professionals and agencies regarding client evaluations, treatment plans, and follow-up.
  • Prepare concise, complete, and timely consumer records according to agency policy and Washington Administrative Code requirements.
  • Provide education and information in the community as needed.
  • Ensure clinical staff maintain documentation required by Washington Administrative Code, county, and state contracts.
  • Ensure clinical staff meet The Joint Commission standards in delivering clinical services.
  • Perform other duties assigned by the Regional Director.
Desired Qualifications
  • Experience working with Latinos, migrant and seasonal farm workers, and homeless individuals is preferred.
  • Mental Health Professional certification as a Minority Mental Health Specialist is preferred.
  • Licensed status is preferred, including Licensed Mental Health Counselor, Chemical Dependency Professional, Licensed Marriage and Family Therapist, or Licensed Independent Clinical Social Worker.
