Optro opens Dubai hub as UAE mandates 50% shift to agentic AI in two years

Optro, an AI-powered GRC intelligence platform, has established a regional hub in Dubai to support organisations across the Middle East and North Africa. The expansion addresses growing demand for governance, risk, and compliance solutions as the UAE government mandates converting 50% of government operations to autonomous agentic AI models within two years under its National Strategy for Artificial Intelligence 2031. The move comes as UAE institutions face new regulatory frameworks, including Central Bank AI guidance, federal data protection laws, and cybersecurity standards. Optro's platform enables continuous risk assessments and automated compliance mapping against evolving regulations. The company previously launched an Asia-Pacific hub in Singapore and acquired Midship, an AI-native controls testing solution. More than 50% of Fortune 500 companies use Optro's platform.

Optro establishes UAE hub to support rapid transition to Agentic GRC across the Middle East. Expansion comes as UAE government mandates transition to Agentic AI models, driving demand for continuous assurance and autonomous risk governance. DUBAI, UAE, Oct. 6, 2026 /PRNewswire/ - Optro, the leading AI-powered GRC Intelligence Platform, today announced its expansion into the United Arab Emirates (UAE), establishing Dubai as the company's newest regional center. The move represents a major step forward in serving global GRC teams and providing localized support for its rapidly growing customer base across the Middle East and North Africa (MENA) region. The announcement was made at the 2026 CAE Conference in Abu Dhabi, United Arab Emirates. The expansion comes at a historic inflection point for technology governance in the region. Under the "UAE Government 4.0" directive of the UAE National Strategy for Artificial Intelligence 2031, federal institutions are tasked with converting 50 percent of government sectors, services, and operations to autonomous Agentic AI models within a two-year timeline. As non-human agents gain authority to execute workflows, invoke APIs, and issue binding administrative decisions, enterprise and public-sector audit, risk, compliance, and infosec teams are facing unprecedented operational, cybersecurity, and regulatory complexities. With strict regulatory frameworks taking shape, including Central Bank of the UAE (CBUAE) AI & ML Guidance, the UAE National AI Policy & Ethics guidelines, the Federal Personal Data Protection Law (PDPL), and Cybersecurity Council/NESA standards, demand is surging for connected, real-time approaches to audit, risk management, data sovereignty, and non-human access control. Optro is built specifically for this paradigm shift. By deploying agentic AI tailored to regional frameworks, Optro gives local practitioners an unmatched ability to execute continuous risk assessments, manage non-human access identities, and automate live compliance mapping against evolving UAE regulations. "Enterprises and public sector organizations across the Middle East are setting a global benchmark for autonomous innovation," said Raul Villar Jr., Chief Executive Officer at Optro. "However, deploying agentic AI at scale requires a corresponding evolution in control and assurance. By establishing our regional hub in the UAE, we are delivering the localized presence, partner network, and agentic GRC tools required to help organizations govern autonomous operations, protect data sovereignty, and turn regulatory compliance into a competitive advantage." "Internal Audit and GRC functions are playing an increasingly strategic role in helping organizations strengthen resilience, enhance governance, and respond to emerging risks," said Fady Nader, EY MENA Risk Consulting Partner. "As organizations continue to embrace digital transformation and AI-enabled ways of working, there is a growing need for integrated assurance and timely risk insights. We are pleased to collaborate with Optro in supporting organizations across the region as they evolve their governance, risk and assurance capabilities and adapt to an increasingly dynamic business environment." "Our alliance with Optro reflects Deloitte's commitment to helping clients modernise their control environments," said James Smith, Controls Assurance Leader at Deloitte Middle East. "Optro's investment in regional data hosting is another important step and demonstrates their long-term commitment to the region and we are proud to partner with them." Optro's expansion into the UAE follows the company's recent launch of its Asia-Pacific (APAC) regional hub in Singapore, announced at The Institute of Internal Auditors (IIA) International Conference in June. Earlier this year, Optro also acquired Midship - the premier AI-native autonomous controls testing solution - delivering highly governed, enterprise-grade AI agents to Optro's customers and prospects, enabling Optro to rapidly scale across global innovation centers, helping risk, compliance, and audit teams modernize operations and navigate complex regulatory environments in real time. Forrester Total Economic Impact(TM) shows 157% ROI for interviewed Optro users.

Forrester Total Economic Impact(TM) shows 157% ROI for interviewed Optro users. ON THIS PAGE Forrester's Total Economic Impact(TM) framework is an objective business value justification analysis designed to help organizations understand the financial impact of technology investments. The TEI also helps technology organizations showcase their financial impact. Used by consumers and organizations for over 20 years, the TEI methodology uses four main components to evaluate investment value: * Cost * Benefits * Flexibility * Risk In 2026, Optro commissioned Forrester Consulting to conduct a TEI study and examine the potential return on investment (ROI) that organizations may realize by using its AI-powered GRC Intelligence platform. The study found an ROI of 157% over three years for a composite organization based on interviewed organizations implementing Optro's platform. Here's a closer look at the Forrester TEI methodology and some key takeaways from the study. Methodology: how Forrester determined Optro's Total Economic Impact(TM). Forrester took a multistep approach to identify Optro's costs, benefits, flexibility, and risks and determine its potential impact on an organization. * Due diligence: Forrester interviewed Optro customers to gather data about its company and platform. * Interviews: Forrester interviewed seven decision makers at five companies that already use Optro's tools. * Composite organization: Based on an aggregate of interview responses, Forrester created a singular composite organization to capture the general characteristics of the interviewees. This composite organization comprised a U.S.-headquartered public enterprise with an annual revenue of $10 billion. The enterprise would use Optro to perform 60 audit projects per year, with over 1,500 control tasks. * Financial model framework: Forrester created two financial models: one reflecting the interview responses using the TEI methodology and one that was adjusted for the potential risks, issues, and concerns raised by the interviewees. Results of the Forrester TEI. Prior to implementing Optro, many of the interviewees had a background of fragmented governance, siloed teams, manual reporting processes, and a lack of visibility. This led to difficulties in cross-functional collaboration and struggles with scaling without adding further administrative burdens and complexities. Benefits found by the Forrester TEI. For the composite organization, Forrester determined several quantified benefits: * A 40% increase in risk management efficiency * Eight hours saved per unique compliance control and 15 hours saved per overlapped compliance control, resulting in over $893,000 saved with compliance efficiency * 2,710 hours saved in audit planning, controls management, and control owner coordination, saving $277,000 over three years * A savings of 3,360 hours from avoided audit review and rework, * A 60% reduction in co-sourcing spending, resulting in more than $716,000 in savings over three years * Twenty hours saved per new hire onboarding, resulting in $17,000 saved over three years Unquantified benefits. Along with the above quantified benefits, Forrester found other benefits of the Optro platform that could not be quantified. Using insights from the customer interviews, the study determined: * Stronger collaboration across functions * Enhanced accountability and governance culture * Reduced administrative burden and cognitive load * Improved standardization and adoption of governance best practices Optro's costs determined by the Forrester TEI. Exact costs varied based on the scope, number of audit projects, and number of control tasks for each organization. For the composite organization, Forrester determined a full platform licensing fee of $350,000 per year. For implementation and ongoing maintenance, Forrester accounted for both internal and external support. The composite organization spent over $277,000 on ongoing management over three years. Summarizing the savings, the August 2026 study found that "a composite organization experiences benefits of $3.1M over three years versus costs of $1.2M, adding up to a net present value (NPV) of $1.9M and an ROI of 157%." What the TEI revealed about Optro's flexibility. Forrester defines flexibility as "the strategic value that can be obtained for some future additional investment building on top of the initial investment already made." Flexibility is inherently unique to each customer as they implement Optro and find additional uses or business opportunities. From the TEI, interviewees noted opportunities to build value by increasing stakeholder self-service and expanding enterprise adoption. "[Interviewees suggested] that as adoption expands beyond traditional audit and compliance users, Optro could increasingly function as a collaborative platform for governance activities across the enterprise. This broader participation would allow organizations to improve visibility, reduce administrative overhead, and strengthen accountability throughout risk and compliance processes." The role of AI and automation was another recurring theme as interviewees "consistently described a future state in which automation would further reduce administrative activities and allow professionals to focus on analysis, judgment, and risk advisory work." What this means for Optro. The Forrester Total Economic Impact(TM) study offers immense insight into its current offerings and a benchmark for its own improvement. "Following implementation, interviewees established a centralized governance environment with standardized workflows, shared data, automated processes, and real-time reporting. As a result, organizations improved efficiency, strengthened cross-functional collaboration, increased visibility into risk and compliance activities, enhanced accountability, standardized governance practices, and created a more scalable foundation for managing audit, risk, and compliance programs as business and regulatory demands continued to grow." As organizations face mounting pressure in audit, risk, and governance, Optro's goal has remained steadfast: proactively manage risk in real-time, uncover critical insights, and make smarter decisions. That's GRC Intelligence at work.

Three lines, one view: How Shawbrook connected risk across a £20B bank.

Three lines, one view: How Shawbrook connected risk across a £20B bank. ON THIS PAGE At Shawbrook, risk management doesn't sit with that team alone. For the UK specialist bank, it's a bank-wide responsibility shared across all three lines of defence. Business teams manage risks and controls, second-line teams provide oversight, and internal audit provides independent assurance. Shawbrook's specialist lending proposition has helped it build a diverse portfolio of assets across SME, Real Estate, and consumer markets, growing to £20.1bn as at HY26. Shawbrook's model combines technology and talent, underpinned by years of proprietary data, and credit excellence is core. Democratising and distributing data throughout the bank is therefore critical, including across the three lines of the bank's risk organisation. "Being a specialist demands constant evolution, and we wanted to accelerate and scale up our ability to interrogate the data we have in Shawbrook across risk, ensuring every area can surface the right insights at the right time, consistently." says Kate Marechal, Director of Operational Risk and Risk Services at Shawbrook. Shawbrook has also grown through acquisitions, and Marechal knew the bank's requirements would continue to evolve. "We recognised that as a bank we were growing quickly and changing along the way with new acquisitions or new ways of working," she says. "We needed a tool that could scale with us and cope with that change." The solution: Connecting all three lines of defence with Optro. Shawbrook began looking for a platform that could support all three lines of defence and adapt to the bank's needs as it continues to grow and evolve its specialist proposition and capabilities. Marechal's team also wanted the freedom to configure the platform themselves. "Being able to self-serve was really important to us," she says. "We didn't want to have to rely on developers every time we wanted to make a change." After evaluating multiple solutions, Shawbrook selected Optro's GRC Intelligence Platform. But the team didn't want to simply recreate its existing GRC setup in the new platform. They saw the implementation as an opportunity to refresh the bank's risk framework, including a rethink of how its controls were structured. Looking back on that approach, Marechal says, "If I were giving advice to someone thinking about moving to Optro, I would suggest not just using what they currently have in their existing tool, but thinking about what's possible with this connected risk platform." "Being able to self-serve was really important to us. We didn't want to have to rely on developers every time we wanted to make a change." Shawbrook took a phased approach to implementation, with its first module going live about three months after signing the contract. "We had great support from the implementation team, who came over from the US to work directly with our business teams and design what the tool would look like for us specifically," says Marechal. The bank started with the Issues module, then quickly added RiskOversight, OpsAudit, and Controls Management. Since then, Shawbrook has also rolled out Third-Party Risk Management (TPRM), and CrossComply. As Shawbrook continues to expand its use of the platform, with Business Continuity Management (BCM) next on the roadmap, Optro provides support and resources to help the team get the most out of it. "We've had ongoing support from our customer success team, and we've also found Optro Academy really helpful," says Marechal. "The step-by-step guides in the Help Centre also help people self-serve with how they use the tool." "When I think about connected risk and how we've implemented Optro, the breadth of information we have in the tool really helps us move from looking at risks in silos to having that cross-cutting view." With risk, controls, audit, and compliance now connected in Optro, the platform serves as Shawbrook's system of record for GRC. "When I think about connected risk and how we've implemented Optro, the breadth of information we have in the tool really helps us generate cross-cutting views of our data and risks in real time," says Marechal. That single source of truth is also the foundation Shawbrook will need for what comes next - a system of record trusted enough to put AI agents to work on top of it. Results: Setting the stage for a system of action. Optro has been widely adopted across Shawbrook, with teams across all three lines using the platform to manage risk. With a connected view, leaders can see the wider impact of an issue and make more informed, risk-based decisions. "When something goes wrong, we're very quickly able to answer: What processes does it impact? What controls are impacted? How does that affect our risks? Are there any third parties that we need to consider?" says Marechal. "Optro gives us a one-stop shop of insights, and that insight helps us to better understand risks and make the right decisions - whether at the local or executive level." Shawbrook recently added Accelerate, Optro's AI module that automates GRC workflows, continuously monitors controls, and analyses risk data. The company also plans to use Optro's MCP server to make that data available within the enterprise AI tools used across the bank. Accelerate, and MCP will put that system of record to work - giving agentic AI the trusted, connected data it needs to flag emerging risk and surface insight in real time. "We're really excited to see what the Accelerate module can do for us, along with the MCP connector, which will help bring Optro data into the AI tools that the broader bank uses," says Marechal. "Optro is a business platform, not just a risk or audit silo where no one really uses the data. For us, it's added huge value." Marechal also points to how Optro has developed since Shawbrook first implemented it. New functionality is released regularly, and the team has seen its own feedback incorporated into the product. For a growing bank, this gives Shawbrook confidence that Optro is a partner that can support its risk programme for the long term. "Optro has given us the embedded platform we really wanted across all three lines. It's helped us join the dots across the different areas of risk we manage," adds Marechal. "Optro is a business platform, not just a risk or audit silo where no one really uses the data. For us, it's added huge value." Don't just document risk. Act on it. Get a connected view of risk across your business and turn that understanding into action. Optro gives teams the context they need to understand how risks affect the business and know how to respond.
