Requirements
  • A university degree in a relevant discipline, such as law, human rights, labour relations, public administration, or social sciences, or an equivalent combination of education and progressively responsible experience.
  • Training in trauma-informed practice, or a demonstrated commitment to completing trauma-informed training upon appointment.
  • A minimum of three to five years of progressively responsible experience conducting investigations within a large, complex, and decentralized organization involving allegations of interpersonal misconduct such as harassment, discrimination, and sexual violence.
  • Demonstrated experience across the investigative lifecycle, including evidence management, investigative interviewing, procedural determinations, application of procedural fairness and natural justice principles, decision-making, and preparation of comprehensive, defensible investigation reports.
  • Demonstrated experience applying trauma-informed approaches in investigative or related professional contexts, balancing compassion, neutrality, and procedural rigor.
  • Advanced knowledge and demonstrated application of procedural fairness, natural justice, and evidence management principles, including their application to complex investigations and preparation of clear, defensible investigation reports.
  • Exceptional investigative interviewing skills demonstrated through a professional, objective, and trauma-informed approach.
  • Strong knowledge of applicable legislation, including the Ontario Human Rights Code, the Occupational Health and Safety Act, and related statutory frameworks.
  • Demonstrated attention to detail and accuracy, with the ability to manage complex information and produce reliable, high-quality work under sensitive and high-risk conditions.
  • Superior written communication skills, with the ability to analyze, organize, and present complex and sensitive information clearly for senior leaders and external adjudicative bodies.

  • Highly developed oral communication skills, particularly in investigative interviews and client advisory contexts, with the ability to explain complex processes clearly and engage effectively with diverse parties.
  • Exceptional organizational and preparation skills to plan and conduct thorough, structured interviews and investigative activities while responding appropriately to vulnerability, power imbalances, and emotional complexity.
  • A clear vulnerable sector check is required.

Responsibilities
  • Assess and determine the appropriate institutional response pathway for complaints, including internal investigation, referral to an external investigator, or referral to other University processes, in collaboration with the Director, Conflict Management Office.
  • Advise internal clients on statutory and regulatory obligations affecting formal investigative processes, including obligations under applicable legislation and University policy frameworks.
  • Identify and facilitate referrals to internal and external resources, such as Special Constable Services or other specialized supports, to enhance investigative effectiveness and address safety concerns.
  • Assess jurisdictional and procedural complexity in matters involving multiple policy regimes, collective agreements, and legislative requirements, including the Occupational Health and Safety Act, the Human Rights Code, the Freedom of Information and Protection of Privacy Act, and the Criminal Code.
  • Identify matters presenting elevated safety, reputational, legal, or institutional risk and provide expert advice on interim and risk-mitigation measures, including protective or precautionary actions.
  • Conduct formal prima facie and case assessments to determine whether there is a reasonable basis to proceed with a formal investigation or another institutional process.
  • Undertake preliminary inquiries with relevant parties and University offices to inform case assessments and clarify jurisdiction, policy, collective agreement, and legislative considerations.
  • Prepare comprehensive prima facie and case assessment reports documenting analysis, findings, and recommendations regarding procedural next steps.
  • Meet with complainants and respondents to explain applicable policies, procedures, statutory requirements, and available resources using a trauma-informed, impartial, and respectful approach.
  • Ensure respondents are informed of allegations in a timely and appropriate manner and given a reasonable opportunity to respond in accordance with natural justice and institutional policy.
  • Advise decision-makers and senior leaders on procedural options, investigative scope, and interim or precautionary measures.
  • Lead complex, high-risk, and multi-party investigations involving students, staff, faculty members, and unionized employees across departments, bargaining units, and academic and non-academic environments.
  • Develop and execute investigation plans defining scope, disputed allegations, relevant facts, methodology, and potential evidence sources.
  • Obtain, analyze, and securely manage evidence from witness interviews and documentary, digital, and physical sources.
  • Apply University policies, collective agreements, procedural fairness, and natural justice when collecting, assessing, and weighing evidence.
  • Manage investigative timelines and address factors that may cause procedural delays.
  • Provide appropriate updates to internal clients, complainants, respondents, and designated support persons while balancing transparency, confidentiality, fairness, and investigative integrity.
  • Prepare comprehensive, well-reasoned, and defensible final investigation reports covering allegations, methodology, evidence, procedural matters, credibility assessments, findings of fact, and policy analysis.
  • Ensure investigation reports meet professional standards suitable for arbitration, grievance, tribunals, and litigation.
  • Notify parties and witnesses of investigation conclusions and final report submission in accordance with applicable policies and procedures.
  • Respond to post-investigation inquiries and communicate investigation outcomes where appropriate in accordance with policy, confidentiality, and procedural fairness.
  • Provide expert recommendations to internal clients and decision-makers regarding policy compliance, risk mitigation, and organizational response.
  • Securely retain, manage, and destroy investigative records and materials in accordance with records-management, privacy, and retention requirements.
  • Represent and support the University in post-investigation processes, including arbitration, grievance processes, and proceedings before external bodies such as the Ontario Human Rights Tribunal.
  • Identify emerging trends, systemic issues, and recurring risk factors across investigations and provide analysis to inform risk mitigation, policy refinement, and continuous improvement.
  • Maintain thorough, accurate, and complete records of case-management and investigative activities.
  • Monitor and evaluate the effectiveness of the internal investigation process, identifying procedural gaps, risks, and improvement areas for the Director, Conflict Management Office.
  • Apply established investigative procedures, templates, and decision-making criteria consistently while exercising professional judgment in complex or non-standard matters.
  • Maintain awareness of relevant legislation, policies, and enhancements to investigative practices.
Desired Qualifications
  • Experience within a post-secondary education setting is an asset.
  • A graduate degree in a related field is an asset, particularly where it supports advanced understanding of administrative law, procedural fairness, labour relations, or human rights.
  • Knowledge of University policies, guidelines, and collective agreement provisions is an asset.
