About the job

Requirements
  • Demonstrate recent end-to-end hands-on development of digital applications, workflows, prototypes, or pilots from user or process requirement through development, testing, feedback, and operational use. This must include at least 12 months within the last 24 months when hands-on development was a substantial, recurring duty, and one personally developed solution used by an identified user group in an active process or pilot within the last 18 months.
  • Have at least two years within the last five years of hands-on development using non-Microsoft low-code, no-code, configurable-application, workflow, or comparable rapid-development platforms, including hands-on work within the last 24 months. Demonstrate two personally developed solutions, at least one used operationally or in a pilot within the last 24 months and another within the last three years, using at least two distinct platforms, frameworks, or application-development technologies.
  • Demonstrate recent hands-on rapid prototyping by personally translating operational or business-process needs into testable solutions. Provide two examples of requirements discovery and prototype development, including one solution made available to representative users within 90 days or less.
  • Have at least two years within the last five years of business-process discovery and workflow redesign, including a qualifying example within the last three years. Provide two examples of personally analyzing fragmented or manual processes and identifying roles, steps, handoffs, decisions, information requirements, pain points, and redesign opportunities before development.
  • Demonstrate hands-on data integration or lightweight technical development within the last five years, including one example within the last 24 months. Experience must cover at least two technical areas such as APIs, relational databases or SQL, webhooks or web services, structured data exchange, a general-purpose programming or scripting language, or custom scripts, functions, extensions, or components. At least one example must use an existing enterprise, authoritative, or system-of-record data source or service.
  • Demonstrate hands-on user testing or operational pilot experience within the last five years, including one example within the last 24 months. Provide two examples where representative users tested a personally developed solution, feedback or issues were collected or observed, and the solution was subsequently modified.
  • Demonstrate hands-on lifecycle, configuration, testing, security, or sustainment practices within the last five years, including one example within the last 24 months. Show at least three practices, including structured testing or defect tracking and at least one of source/version/configuration control, environment separation, or controlled deployment. Also provide an example where a technical or security constraint required a design or implementation change.
  • Demonstrate experience within the last five years preparing a personally developed solution for further development, production, scaling, or sustainment by another team, with at least one example within the last three years. Transition materials must include at least three relevant items such as requirements, workflow design, data structures, business rules, integration details, implementation artifacts, test results, limitations, or deployment and sustainment considerations.
  • Demonstrate experience within the last five years evaluating and communicating prototype or pilot results to decision makers, including at least one example within the last three years. Provide two examples conveying evidence such as user feedback, operational value, feasibility, limitations, risks, or recommended next steps.
  • Meet the education or experience alternative: a university/Bachelor's degree in Computer Science, Information Systems, Software Engineering, Engineering, Human-Centered Design, Business Process Management, Business Information Technology, or a closely related field; or at least five years of directly relevant professional experience in at least two specified areas: low-code/no-code or configurable-application development, workflow automation, software or web application development, business-process digitization, or rapid prototyping/minimum-viable-product development.
  • Have Business English proficiency.
  • Hold a valid National or NATO Secret personal security clearance.
Responsibilities
  • Support CAPDEV organizations by hands-on development of digital workflow proofs of concept, prototypes, and operational pilots using approved non-Microsoft low-code, no-code, configurable-application, workflow, lightweight-development, or comparable platforms and tools.
  • Work directly with process owners, operational users, analysts, managers, and information stakeholders to understand current work and information flows, decisions, handoffs, data requirements, pain points, and digital-transformation opportunities.
  • Document current and desired workflows, including user roles, states, decision points, information exchanges, business rules, data needs, and minimum functionality for testing redesigned processes.
  • Translate operational needs into minimum viable prototype or pilot requirements for rapid development, demonstration, testing, and iteration with users.
  • Design, configure, develop, test, and improve digital applications and workflows that replace or materially reduce manual, spreadsheet-intensive, email-driven, form-based, document-centric, or fragmented processes.
  • Configure structured data capture, roles, workflow states, business rules, validations, routing, approvals, notifications, status tracking, role-based views, and other functions needed to test redesigned workflows.
  • Integrate prototypes and pilots with approved data sources or services using APIs, databases, web services, webhooks, structured file exchange, or other authorized mechanisms appropriate to the technical environment.
  • Develop lightweight scripts, components, application logic, or integrations when configurable or low-code functionality alone is insufficient to test requirements.
  • Use approved AI-assisted development capabilities, when available and appropriate, to accelerate prototyping, development, configuration, testing, documentation, or iterative improvement, with human review and technical accountability.
  • Conduct user testing and operational pilots with representative CAPDEV users and improve solutions based on observed use, stakeholder feedback, technical findings, and changes to requirements.
  • Establish baselines and assess prototype or pilot effects on cycle time, manual processing effort, data completeness, information availability, workflow visibility, traceability, usability, and user adoption.
  • Identify security, data-management, information-management, architecture, integration, licensing, hosting, scalability, and sustainment constraints early enough to inform whether and how a prototype should progress toward enduring implementation.
  • Design prototypes to use authoritative information sources where practical and avoid unnecessary duplicate, unsupported, or orphaned data stores.
  • Apply proportionate development and lifecycle practices for rapid prototyping, including version or configuration control, business-rule and dependency documentation, testing, management of development artifacts, and separation of prototype and operational environments where supported.
  • Document process requirements, workflow logic, data structures, integrations, roles, business rules, configuration, code or scripts, assumptions, known limitations, test findings, and operational lessons to support reuse, assessment, and transition.
  • Prepare transition packages for successful prototypes and pilots, including requirements, process design, user stories or equivalent functional descriptions, data structures, integrations, business rules, test results, limitations, technical dependencies, and recommendations for enduring implementation.
  • Collaborate with enterprise developers, DevSecOps teams, platform owners, system integrators, data teams, cybersecurity personnel, and scaling organizations to support transition from prototype or pilot to enduring implementation.
  • Maintain visibility of active prototypes and pilots, including purpose, users, status, dependencies, risks, technical debt, evidence of operational value, and recommended disposition.
  • Present prototype and pilot findings, user feedback, technical constraints, trade-offs, implementation risks, and scaling recommendations to CAPDEV leaders and stakeholders.
  • Perform additional tasks required by the COTR that are directly related to this labor category and do not constitute a materially different labor requirement.
