Requirements
  • A Bachelor’s degree (B.A. or B.S.) in Business Management, Public Policy, Public Affairs, Political Economy, Political Science, Sociology, Economics, Engineering, Science, or a related discipline.
  • Six or more years of relevant legislative or policy experience, including direct experience working on Capitol Hill; a Master’s degree may substitute for two years of experience.
  • Demonstrated experience preparing briefing materials, reports, and backgrounders for senior government or legislative officials.
  • Proficiency using the Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Strong oral and written communication skills with proven experience in stakeholder coordination, briefing delivery, and conflict resolution.
  • Ability to obtain and maintain the required Department of Energy credentials or clearance.
Responsibilities
  • Provide quick-turnaround, objective quantitative and qualitative analysis on legislative, regulatory, stakeholder, and programmatic issues.
  • Monitor, track, and report on federal and state legislative initiatives, emerging technologies, and policy developments impacting CMEI technology offices and programs.
  • Coordinate the end-to-end development of policy-oriented and legislative materials, including congressional testimony, briefing packages, PowerPoint decks, memos, and hearing preparation documents.
  • Prepare Department of Energy senior management and program leadership for briefings with congressional committees, Members of Congress, and committee staff.
  • Support the preparation of strategic budget briefings and materials aligned with the congressional budget cycle for Department of Energy leadership and external stakeholders.
  • Manage and prioritize multiple fast-turnaround legislative affairs projects simultaneously in a dynamic, high-visibility environment.
Desired Qualifications
  • Direct experience supporting executive branch agencies, particularly the Department of Energy or related federal science and energy agencies, in a legislative affairs or policy advisory capacity.
  • Subject matter familiarity with critical minerals, clean energy technologies, energy security policy, or supply chain resilience.
  • Practical understanding of congressional authorization and appropriations processes, the National Defense Authorization Act, and federal energy authorization cycles.
  • Experience using digital legislative tracking tools and congressional databases such as Congress.gov, CQ Federal, and Politico Pro.
