  • A current and active TS/SCI clearance with a Maryland polygraph is required.
  • Fourteen years of experience as a systems engineer in programs and contracts of similar scope, type, and complexity is required.
  • A bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required.
  • Five years of additional systems engineering experience may be substituted for a bachelor's degree.
  • Three years of experience in the legal or technical aspects of Intelligence Community Privacy Compliance is required.
  • Two years of experience with National Security Agency systems architecture is required.
Responsibilities
  • Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
  • Analyze system requirements and lead design and development activities.
  • Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Develop technical, system architecture, and system design documentation.
  • Guide system development and implementation planning through systems engineering management plans and system integration and test plans.
  • Interact with the government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
  • Maintain responsibility for the technical integrity of systems engineering work and deliverables.
  • Communicate with program personnel, government overseers, and senior executives.
  • Manage system and derived requirements to ensure production systems are compatible with defined architectures, including DoDAF and SOA.
  • Develop and review systems engineering documentation, including Systems Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Develop and allocate system and functional requirements to hardware, software, facility, and personnel components.
  • Coordinate resolution of action items from configuration control, design, program, and test reviews.
  • Participate in Integrated Product Teams to design new capabilities.
  • Allocate real-time process budgets and error budgets to systems and subsystem components.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define verification methods, processes, and evaluation criteria in written plans.
  • Develop system design solutions that satisfy system requirements and functional analysis.
  • Review and provide input to work breakdown structures, work packages, and the integrated master plan.
  • Participate in interface definition, design, and configuration changes throughout the system life cycle.
  • Derive stakeholder needs and lower-level requirements from higher-level requirements, ensuring completeness, correctness, uniqueness, clarity, realizability, and verifiability.
  • Establish and gain approval for system or component definitions, including requirements, designs, interfaces, and test procedures.
  • Develop Information Assurance and security mechanism requirements, including confidentiality, integrity, non-repudiation, availability, identification, authentication, access control, accountability, passwords, cryptography, hashing, and key management.
  • Implement comprehensive SOA solutions.
  • Implement DoDAF operational, technical standards, and systems and services views.
  • Review and/or approve systems engineering documentation for accuracy, completeness, and alignment with system needs.
  • Capture interface designs in a common interface control format and store interface data in an accessible repository.
  • Assess program risks and determine probability and quantified consequence of failure according to an approved risk management plan.
  • Plan verification efforts for new and unproven designs early in the development life cycle.
  • Prepare timeline analysis diagrams illustrating time-dependent functions.
  • Establish and follow formal requirements change-control processes that assess impacts, gain stakeholder approval, maintain traceability, and resolve open actions.
  • Manage the technical integrity of the system baseline through development, deployment, and operations and maintenance.
  • Support planning and test analysis for DoD and other government certification and accreditation processes.
  • Support development and review of JCIDS documents, including Initial Capability Documents, Capabilities Description Documents, and Information Assurance Strategies.
  • Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware and software systems, including requirements elicitation, functional allocation, systems requirements reviews, concepts of operation, interface standards, system architectures, assessments, and end-to-end flow analysis.
  • Develop operational scenarios and an Operational Concept describing interactions among the system, user, and environment.
  • Conduct quantitative analysis of reliability, maintainability, vulnerability, survivability, and producibility.
  • Establish and follow formal procedures for coordinating system integration among multiple teams and ensuring complete interface coverage.
