It will also include two dining outlets: the first Shake Shack in the Omaha metropolitan area and Red Lotus, a fast-casual restaurant serving Asian cuisine, noodle dishes and Southeast Asian specialties. Hollywood Council Bluffs will connect to the existing pavilion and hotel, providing direct access to more than 160 hotel rooms, 1853 Bistro and Steakhouse, The Sportsbook Restaurant and Bar, Club 38 VIP Lounge and the Buffet. It's a single groundbreaking, but it's also one data point in a broader regional pattern: Iowa and Illinois casino operators, working under state laws rewritten years ago specifically to allow it, have spent the past several years pulling their gaming floors off the water entirely. What's being built in Council Bluffs. The new Hollywood Casino Hotel Council Bluffs will connect to the site's existing 160-room hotel and feature more than 1,000 slot machines and 25 live table games, alongside an expanded dining lineup that includes the first Shake Shack in the Omaha metro area and a fast-casual Asian concept called Red Lotus. The Sportsbook Restaurant and Bar, 1853 Bistro and Steakhouse, Club 38 VIP Lounge and the property's buffet all remain. PENN itself has already completed this exact move in Illinois. Hollywood Casino Aurora's riverboat closed on June 10, 2026, and its land-based replacement on Farnsworth Avenue opened just two weeks later, on June 24. Casino Queen in East St. Louis, owned by GLPI and operated by Bally's Corporation, moved its operations onto land back in 2007, though it remains technically classified as a riverboat because its gaming floor still floats on a 340,000-gallon water-filled basin even though the rest of the property sits on dry land, a reminder that "land-based" conversions haven't all looked identical. Further up the Illinois River, Boyd Gaming is negotiating its own relocation, moving its East Peoria riverboat operation onto land in the city of Peoria itself; a facilities expansion plan detailing the move is due by March 2026, kicking off what city officials have said could be a six-month-to-year-long process. Why now, and why it's structural rather than incidental. The throughline across both states is regulatory: laws written decades ago to keep gambling symbolically or physically confined to the water have been rewritten, state by state, to let operators build the kind of larger, more efficient, amenity-dense single-building complexes that a boat or barge's footprint never allowed. Once that legal door opened, in Iowa in the mid-2000s and Illinois in 2019, operators across the industry, not just one company, have been walking through it steadily rather than all at once. GLPI's recurring presence as landlord or financier across several of these projects, Council Bluffs, Aurora, and Casino Queen, is also worth noting: as a REIT structured around triple-net leases with gaming operators, it has a direct financial interest in helping tenants upgrade to more valuable, better-performing land-based real estate, which makes it a structural enabler of this trend across multiple operators rather than a detail specific to any one company's story. What's confirmed and what isn't. It's worth being clear about the limits of this comparison. Not every remaining riverboat casino in the Midwest has an announced conversion plan, and this piece isn't claiming otherwise; Lakeside Hotel Casino in Iowa and several of Illinois's other original riverboat licenses, in cities like Joliet, Rock Island and Metropolis, don't have confirmed land-based timelines as of this writing. What is confirmed is that this is a genuine, multi-operator, multi-state pattern, not a single company's isolated project: PENN in Iowa and Illinois, Bally's in Illinois, and Boyd Gaming in Illinois are all working through some version of the same regulatory-enabled shift, financed in more than one case by the same specialized gaming REIT.
