Requirements
  • A Bachelor's degree in accounting from an accredited college or university.
  • Five to ten years of experience in professional accounting, with governmental accounting experience preferred.
  • Prior experience supervising or managing team members.
  • Knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standards Board standards, Financial Accounting Standards Board statements, governmental fund accounting, and accepted governmental practices.
  • Intermediate to advanced Microsoft Excel skills and proficiency with computer software applications.
  • Ability to interpret and analyze complex financial transactions and prepare accurate financial statements, reports, and analyses.
  • Experience with accounting applications, payroll procedures and practices, governmental procurement practices, and applicable federal and state laws.
  • Strong understanding of month-end close processes, financial reporting, account reconciliations, accrual accounting, and enterprise resource planning systems.
  • Experience with enterprise resource planning systems is required.
  • A valid Class C driver's license and compliance with vehicle insurance carrier requirements for insurability.
  • Ability to maintain confidentiality of sensitive information and work under tight deadlines.
  • Ability to work non-standard workdays, extended hours, evenings, weekends, and emergency situations.
  • Ability and willingness to travel locally, statewide, nationally, and possibly internationally.
  • Ability to safely operate a vehicle and office equipment and wear required personal protective equipment in designated work areas.
Responsibilities
  • Oversee the Authority's general accounting, payroll, and financial reporting functions and participate in fiscal operations.
  • Supervise, mentor, and develop a small accounting team and report to the Finance Director.
  • Manage and review day-to-day accounting functions, including payroll, accounts receivable, accounts payable, cash receipts, and general accounting operations.
  • Manage cash and reconcile all banking accounts.
  • Reconcile the general ledger monthly, including receivables, payroll, payables, petty cash, transfer accounts, and other audit-related accounts.
  • Provide timely and accurate responses to internal and external inquiries.
  • Serve as a subject matter expert to the Executive Team and managers on financial matters, systems, and compliance.
  • Manage the monthly, quarterly, and annual closing process and ensure timely and accurate month-end close.
  • Provide monthly internal reporting to the Finance Director and senior management.
  • Perform work related to internal and external audits and serve as the auditor's primary point of contact.
  • Assist auditors with preparation of the Annual Comprehensive Financial Report and ensure compliance with reporting requirements and audit findings.
  • Coordinate annual financial reports with the Finance Director and senior management for presentation to the Board of Directors, including the Annual Comprehensive Financial Report, interim financial reports, and annual reports.
  • Complete subsequent Annual Comprehensive Financial Report filing requirements after Board approval.
  • Review work related to capital assets, capital project accounting, debt management, investment reconciliation, variance billings, and associated general ledger reconciliations.
  • Assist with quarterly financial reporting and preparation for Board presentations.
  • Assist with auditor selection and recommendations to the Board Budget/Audit Committee.
  • Serve as backup to the Finance Director for presentations to the Board Committee and Board on reporting matters.
  • Assist with preparation of the General Fund Budget.
  • Assist with bond programs, arbitrage compliance, continuing disclosure requirements, and bond management.
  • Assist with financial policies, including reviewing, creating, and updating policies.
  • Assist with investment policy matters.
  • Prepare Board agenda items, attend Board meetings, and present to the Board on assigned areas.
  • Bill participants for reimbursement of landfill letter-of-credit costs and prepare annual adjustments, calculations, supporting documentation, and regulatory filings.
  • Manage the Employees' Health Care Fund, Compensated Absences Fund, and Pretreatment Legislation Fund.
  • Review and monitor other internal service funds for accuracy, compliance, and financial reporting.
  • Assist senior management, Human Resources, and Safety with the financial aspects of employee benefits and risk-management programs.
  • Provide administrative support for disaster accounting related to Federal Emergency Management Agency grants, funding, and filings.
  • Assist with implementation and upgrades of the enterprise resource planning system and communicate accounting and payroll transition matters.
  • Support and oversee intercompany accounting across multiple facilities.
  • Review and approve balance-sheet reconciliations and accruals.
  • Perform related finance and accounting duties and special projects as assigned.
Desired Qualifications

  • Public accounting experience.
  • Certified Internal Auditor, Governmental Certified Financial Officer, Certified Public Accountant, or CPA-eligible status.
  • Workday experience.
