Requirements
  • Have a Bachelor's degree or equivalent experience in a related field.
  • Have previous construction project management experience with a proven project history in relation to quality, schedule, budget, and safety.
  • Have working knowledge of federal contract management systems, including RMS, QCS, NAVFAC e-Builder, and Primavera P6 scheduling software.
  • Have the ability to plan, lead, organize, and communicate with customers, including federal contracting officers and government representatives.
  • Can relocate to the project site if required and work flexible hours, averaging 50+ hours per week.
  • Have working knowledge of Microsoft Office, Microsoft Outlook, and Internet-based tools.
  • Be able to work outdoors in extreme cold, heat, and humidity on a regular, daily basis.
  • Be able to use visual and auditory skills.
  • Be able to stand, climb, bend, and stoop on a regular, daily basis.
Responsibilities
  • Complete construction projects of various sizes and complexities, ensuring they meet expectations for quality, schedule, plans, specifications, and budget.
  • Act as liaison between the Owner, including federal agencies, and Ross Group.
  • Monitor staffing needs, evaluate performance, and address employee relations issues for staff as warranted.
  • Actively manage each project budget and develop scenarios and approaches to achieve the budget and complete projects under budget.
  • Consult with Business Development and Estimating during the pre-bid phase; if assigned a project, coordinate with those departments to study and monitor plans before proposal submission and update estimating on design deficiencies, alternates, staffing, and equipment requirements.
  • Solicit proposals from subcontractors and suppliers before proposal submission.
  • Review and negotiate the contract with the Owner and VP of Operations, and prepare it for CEO signature, ensuring compliance with applicable FAR/DFARS clauses on federal awards.
  • Attend Owner/Architect meetings, including partnering and progress meetings required under federal contracts.
  • Establish pre-construction procedures for payment applications, requests for information, change orders, submittals, and coordination of owner-furnished or government-furnished equipment; define document routing and response management and establish a chain of command for pre-construction, construction, and closeout.
  • Submit surety bond and insurance certificate requests and submit them to the Owner with the signed contract.
  • Submit building permit applications where applicable, follow up on review progress, and obtain approvals.
  • Oversee compliance with prevailing wage requirements, such as Davis-Bacon, on federal projects and coordinate certified payroll submissions with the responsible internal team.
  • Where required, coordinate base-access credentialing for project staff, including background checks and installation access passes.
  • Review the budget at least monthly to verify variances and update estimates, including the project management team in identifying approaches to complete projects under budget.
  • Oversee implementation of the Three-Phase Quality Control process—Preparatory, Initial, and Follow-up phases—as required on USACE/NAVFAC contracts, with the Superintendent/QC Manager executing daily QC documentation through systems such as RMS or QCS.
  • Oversee project safety performance and ensure compliance with EM 385-1-1 and other applicable safety requirements, coordinating with the Superintendent and Site Safety and Health Officer as needed.
  • Oversee development and maintenance of the project's Critical Path Method schedule, including three-week look-aheads and monthly progress narratives, in coordination with the project team.
  • Prepare correspondence with Owners, Architects, Engineers, subcontractors, and suppliers, including Schedules of Values, project schedules, memos, RFIs, transmittals, and submittals.
  • Use and maintain project tools, including federal contract management systems such as RMS, QCS, and NAVFAC e-Builder where applicable, to track and record project performance.
  • Maintain relationships with Owners, Architects, Engineers, subcontractors, suppliers, public officials, and company employees, and conduct project meetings.
  • Ensure prompt payment from the Owner and timely payment to subcontractors and suppliers according to percentage complete.
  • Document subcontractor and supplier quality and progress, and update them on changes to plans, specifications, or schedule.
  • Inform management about productivity, costs, quality control, document management, and payment application status; notify management of issues affecting quality, budget, progress, or safety.
  • Coordinate closeout with the Architect, Owner, subcontractors, suppliers, public officials, company employees and management, and relevant agencies; obtain, review, and submit required certificates, insurance documentation, operation and maintenance manuals, warranties, and as-builts.
  • Review punch lists generated by the Architect, Engineer, subcontractor, and Superintendent before work begins and upon completion.
  • Meet attendance guidelines and review and adhere to company policies and procedures.
  • Balance time management and cost considerations when performing job responsibilities.
  • Increase job knowledge progressively and learn and apply new skills.
  • Make timely decisions using sound judgment and keep appropriate people informed during the decision process.
  • Identify problems, gather and analyze information, and consult entities associated with and affected by the issue.
  • Plan projects effectively from the outset and use past experience to identify coordination issues during pre-construction to optimize project performance.
  • Lead projects to completion and coordinate effectively with each entity associated with the project.
  • Organize and prioritize work activities to meet deadlines and stay on schedule.
  • Communicate professionally, both verbally and in written correspondence.
  • Meet established goals and demonstrate accuracy and thoroughness to ensure quality of work.
  • Manage staff by ensuring appropriate staffing levels, providing formal and informal evaluations and feedback, addressing employee issues when warranted, and providing appropriate training and mentoring.
  • Adapt to changing priorities to accomplish project goals.
Desired Qualifications
  • Degrees in Construction Management, Civil Engineering, or Mechanical Engineering are a plus.
  • Prior experience with USACE, NAVFAC, or other federal construction projects is preferred, but not required.
