Requirements
  • A bachelor’s degree or higher in Computer Science, Cyber Security Engineering, or an IT-related discipline, plus eight additional years of cybersecurity experience; additional years of experience may substitute for the degree.
  • A TS/SCI clearance with the ability to obtain a polygraph, or an active TS/SCI CI Poly clearance.
  • At least ten years of demonstrated leadership experience as a functional manager or team lead.
  • DoD 8140.01 and 8570.01-M Information Assurance Technical Officer (IAT) Level II certification.
  • DoD 8140.01 and 8570.01-M CSSP Infrastructure Support certification, or the ability to obtain it within 90 days of the start date.
  • Knowledge of security operations capability maturity models, such as SOC-CMM, C2M2, or equivalents, for securing information systems.
  • Knowledge of ODNI ICS 500-27, NSM-8, and OMB M21-31.
  • Understanding of cybersecurity compliance policy, programs, processes, and metrics.
  • Understanding of the DoD acquisition process and its relationship to budgets.
  • Strong knowledge of network security, operating systems, security technologies such as firewalls, intrusion detection systems, and SIEM, and cybersecurity frameworks.
  • Sufficient knowledge of complex enterprise cybersecurity systems and technologies to interpret network and web architecture documentation.
  • Experience providing briefings to executive audiences.
  • Good understanding of the CSSP model, its application to the DoD, mandated DoD policies, and related audits for mission authorization to operate and accreditation.
  • Excellent verbal and written skills, including the ability to write clear and concise assessment reports.
  • Good understanding of adversarial tactics and techniques as applied to defensive cyber operations.
Responsibilities
  • Oversee the day-to-day execution of all teams aligned under the Cyber Front Office.
  • Design, implement, and maintain the organization’s cybersecurity infrastructure and systems.
  • Oversee the security of networks, data, and systems; respond to security breaches; and ensure compliance with relevant regulations and policies.
  • Conduct strategic planning, risk assessment, Analysis of Alternatives, design studies, and author white papers.
  • Support the Defensive Cyber Operations mission as directed by the Chief of TCS Cyber and within the contract, with emphasis on capturing metrics related to resources and priorities.
  • Mature processes and personnel through the direction of subordinate supervisory staff.
  • Develop and implement comprehensive cybersecurity strategies and plans aligned with organizational goals and objectives.
  • Work directly with the Chief of TCS Cyber to deliver the design, development, implementation, operations, and sustainment of cybersecurity services that enhance the cybersecurity posture of NGA programs, systems, and enterprise.
  • Provide input, when required, to mitigate capability gaps in the environment.
  • Monitor staff performance and morale across the Cybersecurity Division and recommend courses of action to TCS leadership to resolve issues.
  • Contribute to identifying and remediating personnel staffing gaps.
  • Provide guidance or direction to lower-level staff as needed.
  • Research and evaluate new concepts, processes, and technology to improve performance and efficiency within Cyber Engineering, and provide recommendations to the customer regarding future operations.
  • Conduct Analysis of Alternatives to evaluate cybersecurity solutions and strategies.
  • Perform design studies to assess the feasibility and effectiveness of proposed cybersecurity measures.
  • Author white papers on emerging cybersecurity trends, technologies, and best practices.
  • Work effectively with and communicate with TCS leadership, technical and non-technical customers, and staff with varying skillsets and experience.
Desired Qualifications
  • At least eight years of experience supporting an Intelligence Community or DoD agency in adopting and transitioning systems and services to cloud environments, including hybrid cloud environments.
  • Proficiency in vendor-agnostic cloud security concepts.
  • Strong understanding of the Intelligence Lifecycle and its application to Cyber Threat Intelligence reporting.
  • Strong understanding of Purple Team tactics and mitigating enterprise visibility or defensive gaps.
  • Strong understanding of MITRE ATT&CK and the ability to map corresponding tactics, techniques, and procedures to appropriate defensive capabilities for countermeasure development.
