Responsibilities
  • Act as the principal in-house legal advisor to the CEO, senior management, and business functions on matters affecting the company and its assets.
  • Draft, review, and negotiate power purchase agreements, renewable attribute agreements, hedging and trading documents, interconnection agreements, equipment and service contracts, operations and maintenance agreements, real estate documents, easements, access agreements, confidentiality agreements, and other commercial contracts.
  • Develop and oversee legal and regulatory strategies for FERC licenses, relicensing proceedings, license amendments, exemptions, compliance matters, and related federal and state approvals.
  • Coordinate environmental and natural-resource regulatory matters, including Clean Water Act Section 401 certifications, endangered species and fisheries matters, cultural and historic resources, shoreline management, and other license-related obligations.
  • Oversee compliance with applicable FERC requirements, ISO and RTO tariffs, market-based rate authority, state utility requirements, and other laws and regulations affecting the fleet.
  • Manage relationships with federal and state agencies, tribal representatives, municipalities, landowners, nongovernmental organizations, industry groups, and other stakeholders involved in licensing and facility operations.
  • Lead or support settlement discussions, public proceedings, comments, advocacy, legislative initiatives, and industry engagement on matters affecting hydropower and the portfolio.
  • Maintain practical legal and regulatory controls, including responsibility matrices, filing calendars, contract standards, delegated authority procedures, compliance training, and escalation protocols.
  • Manage disputes, claims, investigations, and litigation in coordination with management, insurers, and outside counsel.
  • Advise on corporate governance, entity management, financings, insurance matters, and other corporate legal needs in coordination with the finance team.
  • Support acquisitions, divestitures, financings, and other strategic transactions through due diligence, risk assessment, contract negotiation, closing, and integration.
  • Select and manage outside counsel and consultants, establish scopes and budgets, and ensure that external advice is timely and commercially practical.
  • Lead, develop, and coordinate the regulatory affairs team and promote consistent practices across the fleet while accounting for site-specific license and stakeholder requirements.
Desired Qualifications
  • Experience with FERC licensing, hydropower, federal energy regulation, environmental permitting, ISO and RTO matters, or utility regulation is strongly preferred.
  • Prior leadership experience in a law firm, corporate legal department, regulatory organization, government agency, or comparable setting is preferred.

PJM approves fast-track interconnection for 2.1 GW from Engie, LS Power. The grid operator expects Engie's two storage projects totaling nearly 1.7 GW and LS Power's 455-MW gas-fired uprate will be online by mid-2029. Published Oct. 9, 2026 The PJM Interconnection has approved three initial projects totaling 2.1 GW - two storage projects planned by Engie IR Holdings and a gas-fired uprate proposed by an LS Power unit - in its Expedited Interconnection Track process, the grid operator said Thursday. PJM expects the projects will come online in mid-2029. With the approvals in hand, Engie plans to build an 860-MW storage project in Crawford, Pennsylvania, and an 800-MW storage project in Morrow, Ohio, according to PJM. LS Power intends to add 455 MW to its 810-MW combined cycle Hunterstown power plant in Adams, Pennsylvania, PJM said. LS Power bought the power plant from Platinum Equity in 2024. The projects' advancement through PJM's review process comes as the grid operator is facing tight supply conditions with little generation coming online in recent years while data centers are driving the grid operator's demand forecasts higher. That dynamic has led to a sharp spike in PJM's capacity costs, driving up electric utility bills in some areas. After the Federal Energy Regulatory Commission approved the Expedited Interconnection Track process in June, PJM opened the application window for the process on July 31. The fast-track interconnection review process is for projects larger than 250 MW that are backed by a primary siting authority and can begin operating within three years, PJM said. Under the process, PJM will consider up to 10 interconnection requests a year for new or uprated capacity resources that meet the eligibility requirements. The process is set to expire at the end of 2027. The temporary interconnection process is one part of PJM's efforts to bring new generation online to meet rising demand, mainly driven by planned data centers, the grid operator noted. Those efforts include a pending reliability backstop procurement for new generation, updates to the grid operator's surplus interconnection service rules that could allow new generation to use existing interconnection capacity and a reformed generator interconnection process.

LS Power closes $6B Fund VI, oversubscribed with strong investor demand

LS Power, a North American power and energy infrastructure firm, has closed its sixth fund with approximately $6 billion in commitments. Launched in January 2026, Fund VI exceeded its $4 billion target and reached its hard cap by July due to strong investor demand. The fund will invest in renewables, conventional generation, energy storage, and distributed energy resources. Approximately $1.7 billion has already been committed towards LS Power's pending acquisition of a 5-gigawatt gas-fired generation platform from Constellation Energy across Mid-Atlantic and Texas power markets. The fund attracted commitments from pension funds, insurance companies, sovereign wealth funds, and other institutional investors globally. LS Power has raised approximately $19.8 billion in equity commitments across all its investment partnerships since inception.

LS Power to buy Brazos Valley Energy Center from Constellation. The acquisition of the Brazos Valley plant will bring LS Power's US operating fleet to 14.1GW once pending deals close. LS Power has reached a definitive agreement to purchase the Brazos Valley Energy Center, a 606MW natural gas-fired combined-cycle facility in Texas, US, from Constellation for $860m. Previously known as the Jack Fusco Energy Center, the facility is located near Houston, within the Electric Reliability Council of Texas (ERCOT) power market. The sale forms part of regulatory commitments tied to Constellation's earlier acquisition of Calpine. According to Constellation, the divestiture of the Brazos Valley Energy Center is the final asset required to be sold under these commitments. Closing of the transaction is pending approval from the US Department of Justice and other customary conditions. Both companies anticipate completing the deal by the end of the year. LS Power CEO Paul Segal said: "Texas is experiencing exceptional economic growth as its pro-business policies continue to attract companies, investment and jobs from across the country. That growth is driving rapidly increasing demand for electricity, while new generation projects can take years to develop and bring online. "Acquiring and optimising proven assets is one of the fastest and most cost-effective ways to meet that need, and natural gas is well-positioned to provide the reliable, around-the-clock capacity the market requires. This acquisition reflects our 'more of everything' approach and our commitment to delivering the affordable, reliable power needed to sustain Texas' growth." The addition of the Brazos Valley plant will increase LS Power's generation portfolio in ERCOT. Following completion of this and other pending transactions, LS Power's national operating fleet is expected to reach around 14.1GW. This latest deal follows an announcement in March in which LS Power agreed to acquire a 4.35GW portfolio of five gas-fired generation assets in the Pennsylvania-New Jersey-Maryland (PJM) market from Constellation. Legal advisers to LS Power on the Brazos Valley acquisition were White & Case and Willkie Farr & Gallagher, with Houlihan Lokey and RBC Capital Markets providing financial advice. Constellation separately reported that its generally accepted accounting principles net income for the second quarter of 2026 declined to $1.42 per share, compared to $2.67 per share in the previous year. Adjusted operating earnings for the quarter rose to $2.55 per share from $1.91 per share. The company also signed an additional 920MW of long-term nuclear power purchase agreements with various investment grade customers, with these agreements set to begin between 2029 and 2032. The sale of Brazos Valley Energy Center plant to LS Power marks the last divestiture required by Constellation to complete its $16.4-billion acquisition of Calpine assets. Constellation, the largest nuclear power operator in the U.S., has been expanding beyond its nuclear-heavy fleet, with its Calpine acquisition adding a large gas-fired generation portfolio that gives it more flexibility in high-demand markets such as Texas. Executives said on a conference call that much of the anticipated data center load in Texas remains under construction and has not yet been connected to the grid. In a separate statement, LS Power said its deal for the Texas plant, expected to close by the end of this year, will bring its total capacity to 14,100 MW post completion and strengthen its presence in ERCOT, one of the fastest-growing power markets. LIFTS FORECAST ON ROBUST POWER DEMAND Constellation said most of its generation output is now contracted through 2050 and beyond, providing long-term revenue visibility. The company said on Thursday it has signed agreements to provide an additional 920 megawatts (MW) of nuclear power to a diverse set of investment-grade customers for 15 to 20 years, with supply set to begin from 2029 through 2032. It has also filed applications with the Nuclear Regulatory Commission to extend the operating licenses of its Ginna Clean Energy Center and Nine Mile Point Unit 1 reactor in New York to 2049, a 20-year extension if approved. The company posted operating earnings of $2.55 per share, beating the analysts' average estimates of $2.28 per share, according to data compiled by LSEG. It raised its annual forecast for operating earnings to between $11.50 and $12.50 per share, from $11.00 to $12.00 per share earlier.
