Requirements
  • Post-secondary education in Civil Engineering (a bachelor's degree or Civil Engineering Technology diploma).
  • Professional Engineer designation (P.Eng.) or Certified Engineering Technologist (C.E.T.).
  • At least 5 years of post-graduate experience, including a minimum of 2 years in contract administration on water/sewer projects.
  • Understanding of municipal linear infrastructure construction, including reconstruction or rehabilitation of watermains, sewers, and roadways, and construction methodologies such as open cut, trenchless rehabilitation, and tunneling.
  • Experience with progress payments, change orders, leading site meetings, preparing minutes and recommendation letters, and guiding site staff on contracts.
  • Ability to effectively communicate construction progress and identify and proactively address issues.
  • Ability to liaise with other disciplines, professionals, clients, and third parties as needed.
  • Strong oral and written communication skills.
  • Problem-solving, decision-making, and teamwork skills.
  • Aptitude for estimating construction schedules, quantities, and costs.
  • Organizational and prioritization skills.
  • Ability to establish effective working relationships with colleagues, associates, and clients.

Responsibilities
  • Administer contracts for civil municipal infrastructure projects.
  • Supervise a team of site inspectors.
  • Manage multiple active construction-phase projects and communicate daily with clients, contractors, project managers, designers, contract coordinators, site inspectors, and subconsultants.
  • Review, analyze, negotiate, and resolve construction claims.
  • Conduct constructability reviews to support design delivery as required.
  • Ensure project deliverables meet or exceed internal and external client quality objectives.
  • Provide support and advice to help others use external communications systems effectively.
  • Provide operational construction-management support and sometimes act as first-line supervisor for an area of a construction project, using existing systems and protocols.
  • Follow health, safety, and environment policies, procedures, and instructions; identify and mitigate workplace and environmental risks; instruct the team in safe working methods; identify risky behaviors and take appropriate action, escalating serious issues as appropriate.
  • Assign short-term work schedules to subordinates to meet expectations and timelines.
  • Explain the local action plan and its relationship to broader business plans and organizational strategy, mission, and vision; motivate people to achieve local business goals.
  • Monitor team performance, allocate work, review completion, take corrective action to ensure timeliness and quality, and contribute to formal individual performance management and appraisal.
  • Coach team members to develop their skills.
  • Identify team noncompliance with organizational policies, procedures, or relevant regulatory codes and codes of conduct, report instances, and escalate issues as appropriate.
  • Plan and coordinate product and process testing and inspection; implement corrective actions or continuous-improvement initiatives and monitor their effectiveness.
