About the company

Cosine helps software developers navigate and understand large codebases by providing AI-driven code assistance. It uses real-time semantic embeddings to create smart representations of code, generated during indexing and updated as code changes. All embeddings are stored locally on the user’s system in a vector database, so code stays under the user’s control. The OpenAI API is configured not to submit inputs for training, adding a layer of data security. Cosine’s subscription model gives access to features like local data storage and the option to use encryption keys or user-controlled models for tighter data control. The company’s goal is to boost developer productivity and code quality while maintaining strong privacy and data security.

UK tech leaders call for £20bn sovereign AI push.

UK tech leaders call for £20bn sovereign AI push. Industry warns that dependence on foreign-owned models, hardware and infrastructure threatens UK resilience. Alistair Pullen, CEO Cosine on stage with Tom Allen at the recent Computing IT Leaders' Summit British tech leaders warn that reliance on US-owned AI infrastructure threatens national resilience, calling for a £20bn investment in sovereign UK capabilities. A consortium of British tech leaders has published an open letter to the government, calling for a commitment of more than £20bn to sovereign AI infrastructure and warning of the risks of the UKs dependency on US-owned companies. The open letter, which you can read here, was coordinated by British AI lab Cosine and is signed by executives from BT, Telefónica Tech, Leonardo, HPE, Kainos and Sopra Steria. It calls for a five-year programme encompassing compute, data centres, energy and government procurement. The letter is addressed to Prime Minister Andy Burnham and AI minister Kanishka Narayan, and central to it is the argument that AI should be considered and treated as "strategic national infrastructure" alongside every other aspect of CNI. "Countries with reliable access to compute, secure deployment pathways, strategic models, and effective procurement will have greater resilience and influence", the signatories said. "Countries that lack those capabilities risk becoming dependent on decisions, infrastructure and operating conditions determined elsewhere". Signatories called on the government to publish a Sovereign AI Capability Plan within 90 days and, to avoid every proposal becoming a casualty of the latest Spending Review, establish a cross-party, 10-year strategy to provide the level of certainty demanded by investors. Other proposals include backing British models in areas such as cyber security, defence, science and public services, while ensuring critical infrastructure does not rely on a single AI model, platform or cloud stack. The letter is not a case for technological isolationism. It says: "The UK should remain closely engaged with allies, open markets and international standards, while retaining domestic capability where dependence would create a material national risk." Consensus on opportunities and risks but not funding. These proposals are approximately £18bn more than the government has yet pledged for the government's sovereign AI strategy, showcased during a series of announcements across London Tech Week in June. Nonetheless, the government clearly recognises both the economic opportunity that AI could deliver for the UK alongside the risks inherent in relying on other countries for the models and infrastructure needed to develop them. One of the Cosine proposals is to use public sector procurement to create demand for UK-developed AI capability, and this is already published government strategy along with encouraging the development of open-weight and local models like Cosine's Lumen. Ministers have already established a £500m sovereign AI unit which operates with a venture capital-style model, directly investing in promising startups while leveraging the resources of the state. There is also an AI Hardware Plan, the centrepiece of which is a £750 million commitment to a new national AI supercomputer, AI Growth Zones and investment in UK semiconductor research and development. Earlier this month, the government launched the first competitions under a £100m Sovereign AI R&D procurement scheme aimed at giving smaller British AI companies public sector contracts. AI minister Kanishka Narayan said at the launch: "This first-of-its-kind scheme will open up these opportunities to the British AI innovators whose ideas could make the biggest difference, backing their businesses to grow here, and go on to win globally." AI touches everything. In his first outing as Prime Minister on the international stage. Andy Burnham pledged to use the UK's presidency of the G20 next year to seek common international standards for safe AI development. The current stand-off between Anthropic, OpenAI, the AI Security Institute and the White House is an excellent demonstration of both the need for international standards and the likelihood of those standards ever being agreed on. Foreign secretary Ed Miliband in his speech to Labour conference yesterday reminded Dirty Cow that the threat posed by AI, "according to its own inventors, is daunting", and warned governments against expecting AI companies to regulate themselves in the public interest. Alistair Pullen recently appeared at the Computing IT Leaders' Summit along with Matt Harris, MD UK&I HPE to discuss the practical challenges and potential rewards of sovereign AI and of how to avoid repeating the cloud dependency mistakes of the past. Sopra Steria joins Cosine-led sovereign AI coalition to advance trusted AI for critical sectors. London, 17 September 2026 - Sopra Steria is joining a coalition led by London-based artificial intelligence lab Cosine to help shape sovereign AI capability for highly regulated and nationally important sectors. The collaboration brings Sopra Steria into coalition with other industry leaders to support the development of Lumen Sovereign, Cosine's sovereign AI initiative focused on frontier-scale models for software engineering and other high-value, tool-using work in secure environments. As a key partner for transformation in complex, regulated and secure environments, Sopra Steria brings deep sector expertise to the coalition, along with vast experience delivering operational impact and productivity outcomes for critical national infrastructure and essential citizen services. This includes the NHS finance system, which processes over £395 billion per year, and managing a savings book of more than £240 billion for customers at the UK's government-owned savings bank. The collaboration also reflects Sopra Steria's broad approach to AI: helping complex organisations move from experimentation to responsible, industrialised deployment, by combining people, technology, transformation and operations to unlock measurable productivity benefits and deliver real-world customer outcomes. The coalition is intended to help accelerate the adoption of sovereign AI applications across the public and private sectors where security, governance, operational resilience and deployment control are critical. It aims to explore how it can be applied to real-world operational challenges, helping organisations introduce advanced AI without any compromise on infrastructure, data and operating boundaries. The key sectors include government, defence and security, financial services, healthcare, energy, aerospace and wider critical national infrastructure. As artificial intelligence becomes more important to national capability, economic resilience and public-service transformation, organisations need AI systems they can rely upon in practice with their critical operations. Craig Wilson, CEO of Sopra Steria UK said: "Sovereign AI is moving from policy debate to operational reality. For organisations delivering critical services, the opportunity is to bring people, technology and transformation together to improve productivity, while maintaining trust and control. "This depends on how AI is built, deployed and governed. By joining Cosine's coalition, we will bring our experience of delivering complex, regulated services at scale, to help turn sovereign AI into practical solutions that create value safely and securely." Alistair Pullen, CEO of Cosine, said: "The next phase of AI adoption in critical sectors will depend on trust, control and technical usefulness. Sopra Steria brings exactly the combination of sector understanding, transformation experience and delivery capability that this effort needs. Together, we want to help build sovereign AI systems that are deployable and useful for the organisations that matter most." The initiative aligns with the UK's growing focus on sovereign AI as artificial intelligence becomes more strategically important to national security, economic resilience and critical infrastructure. By bringing together model development, deployment expertise and domain knowledge, the coalition aims to strengthen the UK's ability to build and apply advanced AI within trusted operating boundaries.

Kainos joins Cosine coalition to help shape UK sovereign AI for real-world use.

Kainos joins Cosine coalition to help shape UK sovereign AI for real-world use. Date posted 10 September 2026 Reading time Kainos to bring government and regulated sector delivery expertise as Cosine develops Lumen Sovereign London, UK - 10th September 2026 - Kainos, a leading digital technology company, announced today that it has joined Cosine's coalition of UK organisations helping to shape sovereign AI for government and critical public sector use cases. Through the partnership, Kainos will share insights from AI delivery in government, public sector and regulated environments to help Cosine understand the requirements sovereign AI would need to deliver in operational settings. That includes input on the practical requirements organisations face around governance, assurance, security, deployment and adoption. Kainos's involvement reflects growing demand from government and regulated organisations for AI capabilities that can be adopted with greater control over data, infrastructure and operational use. Cosine is developing Lumen Sovereign - its UK sovereign AI model under the Government's £500m Sovereign AI programme - with insight from organisations across banking, telecoms, defence, professional services and critical infrastructure on potential use cases, security requirements and governance standards for sovereign AI deployment. Kainos brings a public sector delivery perspective to that process, grounded in deep engineering expertise and long-standing experience with organisations including the NHS, Ministry of Defence, Home Office and Department for Environment, Food & Rural Affairs. As the largest UK-headquartered supplier of AI to government and a home-grown technology unicorn, Kainos is well placed to help Cosine understand what AI needs to deliver in large, highly accountable organisations. The ambition is to help ensure UK-developed AI capability is not only built in the UK but trusted and used by the government and regulated organisations Kainos serves. Gareth Workman, Chief AI Officer at Kainos, said: "Sovereign AI needs to mean more than local hosting. It means meaningful control across the full AI lifecycle, including data, models, infrastructure, assurance and operations. Kainos's role in this coalition is to bring a practitioner's view of what it takes to move AI from model development into trusted service delivery. By working with Cosine from the outset, we can help ensure UK-developed AI is shaped around the needs, constraints and expectations of the organisations that will ultimately depend on it." "Public sector adoption of AI will depend on whether these systems can be governed, assured, and deployed in ways that stand up to real scrutiny," said Ali Pullen, CEO of Cosine. "Kainos has a strong record in government delivery and a clear point of view on sovereign AI as a matter of control and assurance, not just infrastructure. That is exactly the kind of perspective we want in the coalition as we build sovereign AI for the UK's most important environments." Over the next six to 12 months, the collaboration is expected to inform defined use cases, pilot opportunities, roadmap recommendations and clearer adoption pathways for public sector and regulated organisations. It also creates a closer link with frontier model providers, helping Kainos bring emerging capability to customers in a way that fits their operating environments.
