Responsibilities
  • Lead and manage Chemistry, Manufacturing and Controls and Non-Clinical Toxicology functional activities, including project-team work, to deliver related project objectives and milestones on time and on budget while complying with PATH policies, procedures, and international standards such as World Health Organization standards.
  • Provide strategic and technical guidance on process development, product analytics, formulation and fill, final manufacturing processes and facility design and needs, quality control, investigational product supply and stability, and in vivo and in vitro safety and toxicity testing before and during clinical development.
  • Oversee preparation and review of reports for partners and donors covering project status, risk identification, and potential mitigation strategies.
  • Ensure team support for regulatory submissions, including authoring or reviewing Chemistry, Manufacturing and Controls content in electronic Common Technical Document Modules 2.3 and 3.
  • Oversee, guide, and evaluate partners’ processes in development, laboratories, and manufacturing facilities, including process development, product analytics, formulation and fill, manufacturing, quality control, and validation of products, processes, methods, and packaging.
  • Prepare and review quality control guidelines and validation protocols for vaccine processes, formulation, product analytical assay development, in vivo and in vitro safety and toxicity testing, and packaging validation.
  • Evaluate industrial processes for robustness, cost efficiency, compliance, quality control, and health, safety, and environmental requirements, and consider applications of new tools such as artificial intelligence.
  • Guide optimal process and technology transfer from research and development to commercial operations.
  • Perform technical review of Chemistry, Manufacturing and Controls plans and technical documentation related to vaccine manufacturing production, facilities, and product analytics, with primary accountability for the technical content and quality of regulatory documents submitted by CVIA.
  • Conduct technical due diligence of potential partners and vendors for process development, manufacturing, quality control, and safety and toxicity testing.
  • Review plans against quality control requirements, including World Health Organization Prequalification and stringent regulatory authority standards.
  • As needed, serve as Chemistry, Manufacturing and Controls lead on complex projects and lead Chemistry, Manufacturing and Controls technical-assistance projects.
  • Contribute to partner identification efforts to support product transfer to commercial manufacturers in low- and middle-income countries.
  • Partner with other CVIA leadership team members to support vaccine development and introduction goals and objectives.
  • Develop partnerships with cross-functional peers to ensure integrated development and introduction plans and tactics.
  • Ensure resource allocation across vaccine development and introduction projects, technical-assistance projects, and change initiatives by providing Chemistry, Manufacturing and Controls and Non-Clinical Toxicology resources as needed.

Bringing cardiometabolic care closer to communities in Vietnam. October 12, 2026 by Nguyen Hai Thuong, Nguyen Van Manh, and Nguyen Hong Nhung In Thai Nguyen Province, Vietnam, PATH and local health partners are strengthening primary health care by connecting communities, health workers, and digital tools for earlier detection and long-term management of cardiometabolic diseases. Noncommunicable diseases (NCDs), including cardiovascular diseases, diabetes, and metabolic disorders, are now the leading causes of death in Vietnam, accounting for about 81 percent of all deaths each year. Yet for many people, especially those living farther from health facilities, opportunities for early screening and ongoing care remain limited. At the primary health care (PHC) level, services have traditionally focused heavily on hypertension, with conditions such as diabetes, dyslipidemia, and obesity receiving less attention. Health workers also face fragmented information systems, with paper records and disconnected digital platforms making it difficult to follow patients across the continuum of care. "The biggest challenge is the gap between residents and the health system: people live far from facilities; health care workers are overburdened; and there are no effective tools to connect them." - Dr. Anh Le, Deputy Director, Thai Nguyen Provincial Centre for Disease In Thai Nguyen Province, PATH and local health authorities are working to close that gap by bringing integrated cardiometabolic disease (CMD) prevention and care closer to where people live. Connecting communities with primary health care. Rather than waiting until people become seriously ill and seek care at hospitals, PATH worked with the Thai Nguyen Provincial Centre for Disease Control (CDC), Department of Health, and other government partners to develop a person-centered approach that integrates CMD prevention, screening, referral, treatment, and follow-up into the existing PHC system. "The model brings together three essential elements: stronger CMD services at PHC facilities, community-based support through a network of community health workers (CHWs), and an interoperable digital platform called New Vitality" - Dr. Nguyen Hai Thuong, Deputy Director, PHC Program, PATH Together, these components create a more connected pathway of care - from identifying risks in the community and referring people who need further assessment, to diagnosis, treatment, follow-up, and long-term self-care. Community health workers are central to this approach. They provide health education, conduct community-based screening, connect people at risk with health facilities, and follow up with residents in person or through New Vitality app. Home visits also allow CHWs to support ongoing self-care and treatment adherence, helping extend PHC beyond the walls of health facilities. Digital tools that connect people, providers, and data. Digital technology is a key enabler of the model. New Vitality app helps connect community-based screening and follow-up with care at health facilities, while addressing gaps created by fragmented paper-based and digital health records. The interoperable platform includes two connected mobile applications: one for health workers and one for community members. Through New Vitality app, health workers can screen residents for CMD risks, identify and refer high-risk individuals to appropriate health facilities, record and track health indicators, and support follow-up over time. The platform also links data with health facility information systems and the national NCD reporting platform, helping create greater continuity across the CMD care pathway. For community health workers, this means being better equipped to identify people who need care and connect them with appropriate services. "After the New Vitality app was introduced, we could identify who needed treatment first and who needed to be referred to health facilities easily." - Duong Thi Hien, community health worker, Hop Thanh Commune For health workers at PHC facilities, the platform also provides a more efficient way to manage information and support patient care - replacing some of the burden of managing large volumes of paper records. "Back then, we usually managed patient records on paper, with a very large volume of documentation. Now with New Vitality app, my work is much more convenient and more effective than in previous years" - Hoang Tuan Du, physician assistant, Hop Thanh Commune Health Station Reaching communities across Thai Nguyen. Since 2024, the model has expanded CMD prevention and care across communities in Thai Nguyen. Together, these results reflect a stronger foundation for CMD care at the primary health care level - from a better-equipped and trained health workforce to broader community outreach and screening. At local health facilities, health workers are now better supported to identify people at risk, connect them with appropriate care, and help residents monitor and manage their health over time. "Screening has been highly effective thanks to project support in terms of supplies, equipment, communication materials, and the app, which helps residents track and manage their health." - Tran Thi Quynh Trang, registered nurse, Pho Yen Ward Health Station From a project model to a stronger health system. The next step is ensuring that these gains can continue beyond the project. Local health authorities are already taking steps toward institutionalizing the approach. At a dissemination workshop in September 2026, Thai Nguyen health leaders were directed to integrate the CMD model into the health sector's 2026-2030 work plan, sustain the New Vitality app to support uninterrupted monitoring and care, and advocate for state resources to expand the model across the province. Immediately following the workshop, the Thai Nguyen CDC established a task force, led by the CDC Director, to maintain and operate the New Vitality platform. These steps signal a shift from a time-bound project toward a locally owned model that can become part of routine PHC delivery. "The project's outcomes have been very positive for both the community and the health system. In the coming period, our CDC will strive to coordinate with relevant units to sustain the achievements supported by the project and PATH" - Dr. Anh Le, Deputy Director, Thai Nguyen Provincial Centre for Disease By strengthening frontline services, connecting community health workers with facilities, and making health information more accessible across the continuum of care, the Thai Nguyen model demonstrates how digital innovation can support - not replace - the foundations of strong primary health care. As local health authorities take greater ownership of the model and work to sustain and expand it, the experience in Thai Nguyen offers a promising pathway toward more accessible, connected, and continuous CMD care - bringing essential services closer to the communities that need them. Estimating the cost of RSV interventions: Q&A with Ranju Baral. October 1, 2026 by Tara Petronio As countries prepare to introduce maternal RSV vaccines, PATH's new RSV intervention cost calculator can help decision-makers predict costs and compare products. Respiratory syncytial virus (RSV) is a major and underrecognized public health problem, causing more severe respiratory infections and hospitalizations in infants and young children than any other pathogen. A maternal vaccine and two long-acting monoclonal antibodies (mAbs) are licensed and globally recommended by the World Health Organization (WHO) to protect young infants from RSV. The maternal vaccine is WHO-prequalified, including in a multi-dose vial presentation well suited for use in many low- and middle-income countries (LMICs). Countries must consider many factors when planning to introduce a vaccine, including the potential cost of rolling out a new intervention. PATH's new RSV intervention cost calculator is designed to simplify the equation. Path International spoke with Ranju Baral, Senior Health Economist at PATH, about how the cost calculator can help policymakers estimate RSV intervention program costs and even compare different RSV prevention products. Q: Why is this an important moment for countries to start thinking about RSV prevention? Ranju Baral: Nearly all children are infected with RSV by the age of 2, but the burden is not shared equally - more than 98 percent of pediatric RSV deaths occur in LMICs, where access to care is often limited. Now that the multi-dose vial of the maternal RSV vaccine is WHO-prequalified, it offers a more affordable option with relatively easier logistical management, requiring less cold chain storage space. Combined with Gavi, the Vaccine Alliance's commitment to support maternal RSV immunization programs, this progress means that many countries now have a clearer pathway toward introducing the vaccine. (Monoclonal antibodies, although available in the global market and recommended by WHO SAGE, may not yet be accessible to LMICs due to price constraints.) Q: What does the RSV intervention cost calculator do, and how can it help country decision-makers? Ranju: Between the maternal RSV vaccine and long-acting mAbs, countries now have multiple prevention options for protecting infants from RSV disease. And each product has different characteristics, delivery strategies, and cost implications. The calculator provides a structured way to estimate the costs of introducing different RSV interventions. Rather than starting from scratch, policymakers can use the tool to quickly assess potential program costs - such as vaccine procurement, program delivery costs, and cold chain requirements - and compare available products. Q: How does the calculator work? Ranju: The cost calculator is a simple, Excel-based tool that estimates annual and five-year costs associated with RSV prevention programs. It includes products currently available on the global market and allows users to modify input data as relevant in a given setting to then project the cost of maternal vaccines, mAbs, or both intervention programs together. The tool is available in English, French, and Spanish and adds to PATH's portfolio of vaccine cost calculators that cover many different antigens. Users can estimate costs from two perspectives: the country perspective, and the combined country plus donor or Gavi perspective. The calculator also estimates cold chain volume requirements, which can help countries understand the storage and logistical implications of different products. Q: The cost calculator is designed to work for any country, regardless of Gavi funding eligibility. What should users keep in mind when applying the results to their own context? Ranju: Cost is only one piece of the puzzle when countries consider introducing a new vaccine. This tool is not intended to replace detailed budgeting exercises, and users should treat the results as a starting point that can support early planning discussions and further analysis. Q: What do you hope this tool accomplishes? Ranju: Maternal vaccines have exciting potential to protect infants who are most at risk of severe RSV disease. Further, its analyses on cost of illness and cost effectiveness indicate that maternal RSV vaccines could be a smart investment in many Gavi-eligible countries. It's my hope that tools such as the RSV cost calculator can help jumpstart evidence-based decision-making on maternal RSV vaccines. By taking steps to prepare now, countries will be well positioned to introduce RSV prevention products in the near future.

September 28, 2026 by PATH At the 14th International Conference on Health and Hepatitis in Substance Users, PATH will highlight its work introducing innovative Hepatitis C virus prevention products and approaches, as well as roadmaps for advancing essential harm reduction services globally. Hepatitis C virus (HCV) is a viral infection that causes liver inflammation and can lead to serious liver damage. It disproportionately affects people who inject drugs (PWID) and people in prison, two groups who already face higher barriers to high-quality health services. The PATH-led, Unitaid-funded HCV Combination Prevention in PWID and Prisoners Project (HepC3P) is addressing key health access barriers in order to introduce and scale up HCV products and interventions in low- and middle-income countries (LMICs). Working with its consortia partners - Population Services International, London School of Hygiene & Tropical Medicine, and University of Bristol - as well as community groups and government stakeholders, HepC3P is accelerating uptake of HCV prevention and treatment services among PWID and people in prison. At the 14th International Conference on Health and Hepatitis in Substance Users (INHSU) 2026, PATH's HepC3P team and partners will highlight results from two groundbreaking, community-led research studies assessing the feasibility, acceptability, effectiveness, and cost of introducing long-acting depot buprenorphine and low-dead-space syringes and needles in LMICs. Nigeria bears one of the world's highest malaria burdens, making its efforts to treat and prevent malaria critical in the global fight against the deadly disease. The country is meeting this challenge with evidence-supported interventions and a comprehensive national strategy geared toward reducing malaria incidence and mortality, strengthening primary health care and reporting systems, and supporting the introduction and maintenance of high-quality drugs and diagnostics. PATH's malaria portfolio in Nigeria. PATH's malaria-related work in Nigeria connects product introduction, delivery at scale, federal strategy and financing, disease surveillance, primary health care integration, and regional manufacturing in support of Nigeria's national malaria goals. PATH's extensive scope is complemented by strong partnerships with Nigeria's state and national government agencies, including key partners like the National Malaria Elimination Program (NMEP), National Primary Health Care and Development Agency (NPHCDA), Ministry of Health, and the Nigerian Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC). The Gates Foundation-funded Malaria Control and Elimination Partnership in Africa (MACEPA) works with the NMEP to provide critical support to translate national priorities into actionable plans with measurable impact. Most recently, MACEPA supported the workshops for the Global Fund to Fight AIDS, Tuberculosis and Malaria Global Grant Cycle 8 application and National Malaria Strategic Plan. At these workshops, MACEPA presented data collected via DHIS2 - the country's health information database and system - to help the ministry and NMEP identify the country's greatest malaria-related health needs and refine the most cost-efficient course of action to address them. Delivery of malaria tools at scale. Under the Reaching Every At-Risk Community and Household with Malaria Services (REACH Malaria) project, with US government support, PATH provides preventative measures for malaria to children under five years of age and pregnant women, delivering treatment for uncomplicated malaria and ensuring high-quality diagnostic services in laboratories across Nigeria. With a focus on community health and service delivery for hard-to-reach populations, REACH works within communities and with community health workers to improve the quality and uptake of proven interventions like seasonal malaria chemoprevention - a preventative treatment for children at risk of severe malaria - and the prevention and treatment of malaria in pregnancy. PATH, with funding from GiveWell, also supported the introduction of the malaria vaccine in Bayelsa State, focusing on integrating it into routine processes and targeted campaigns. Introducing the vaccine also provided an opportunity to explore other ways to strengthen and integrate child health care delivery platforms. PATH works closely with the state to identify ways to deliver multiple health interventions - seasonal malaria chemoprevention, perennial malaria chemoprevention, and routine immunization - within one platform. PATH's work demonstrates that targeted investments in coordination, community engagement, supportive supervision, and data validation and use can improve both uptake and dose completion. Integrated community-based interventions and primary health care strengthening. Integrated community case management (iCCM) is a widely supported community-based intervention that trains and deploys community health workers to tackle childhood morbidity and mortality. Since 2024, PATH has worked closely with the NPHCDA on the Rotary Healthy Communities Challenge (RHCC) and REACH Malaria projects to deploy and strengthen iCCM in Akwa Ibom, Kebbi, Ebonyi, and Benue states and align community health worker training with the government's community health worker strategy. Community health workers are trained to educate community members on health matters and to diagnose, treat, and refer cases of malaria, diarrhea, and pneumonia - uplifting community health and strengthening the primary health care system on a local level. Regional manufacturing for malaria diagnostics. Through the Unitaid-supported Manufacturing to Accelerate Diagnostic Excellence in Africa (MADE) Project and in partnership with PVAC, PATH supports more resilient access to essential malaria commodities. Currently, the country is heavily reliant on imported diagnostic technologies, leaving the provision of key malaria diagnostics vulnerable to global supply chain disruptions. Nigeria can improve sustainable access to diagnostics through regional manufacturing. MADE is partnering with Codex, a diagnostics manufacturing company near Lagos, Nigeria, to provide funding and technical support to build capacity to produce quality-assured and affordable malaria diagnostics. The project is also working with PVAC to identify ways to coordinate health care-focused industrial policy to support regional manufacturing of malaria commodities, working to limit political barriers that can impact sustainability.
