Requirements
  • Seven years of progressively responsible experience monitoring, coordinating, and inspecting a mix of building, airport terminal, utility, civil, and general construction projects.
  • Knowledge of and ability to apply key regulatory requirements of the building trades and generally accepted practices of the construction industry.
  • Experience monitoring quality control processes and ensuring work meets contract specifications, industry standards, and project design intent.
  • Experience utilizing project management systems such as Unifier, Procore, or E-Builder.
  • Expertise using Bluebeam Revu for document and site management documentation.
  • Expertise using office productivity software to draft documents, prepare spreadsheets, perform engineering calculations and statistical analyses, prepare presentations and reports, communicate via email, and conduct Internet research.
  • Ability to perform complex analyses of data and information and make recommendations.
  • Ability to speak and write effectively.
  • A high school diploma or a Certificate of General Educational Development (GED).
  • A state driver’s license in good standing.
  • OSHA 30-hour Training Certification, or the ability to achieve it within one year of hire.
  • Must complete airside driver training and pass a test to secure an AOA driving permit.
  • Must follow relevant safety rules, regulations, and standard operating procedures and use appropriate personal protective equipment in compliance with MWAA safety policies and procedures.
  • The work requires standing for long periods, walking over rough, uneven, or slippery surfaces, recurring bending, crouching, stooping, stretching, and climbing.
Responsibilities
  • Inspect general building components and structures.
  • Monitor contractor progress to ensure activities, milestones, and completion dates are achieved on schedule.
  • Collect information and draft documents for management action.
  • Review and validate payment requests to ensure compliance with actual work in place and contract specifications.
  • Work with engineers, architects, consultants, and MWAA staff to resolve conflicts and concerns.
  • Verify materials and equipment delivered to the construction site comply with requirements, and observe work methods to ensure the structure is built in accordance with acceptable practices, contract specifications, and safety requirements.
  • Inspect work in progress and upon completion to ensure acceptable workmanship.
  • Create daily reports on construction status, progress, and quality control and assurance.
  • Assist the COTR in developing and reviewing change orders and claims, including preparing scope of work, cost estimates, negotiation strategy, and position statements.
  • Assist the COTR with coordinating utility outages within the airport for scheduling purposes; coordinate and communicate punch-list items and track them through closeout.
  • Review project plans and specifications for constructability; review contractor work plans and provide comments to stakeholders; determine whether physical obstructions or other construction difficulties have been anticipated and whether specified materials are readily available.
  • Inspect materials, work methods, and workmanship for compliance with approved plans and specifications.
  • Interview contractor employees to ensure labor laws and regulations are followed.
  • Identify work that does not comply with building codes and notify the COTR of deficiencies in a timely manner.
  • Confer with the site superintendent regarding construction or design issues and consult on-site and off-site architect/engineer personnel to resolve design conflicts or assess the feasibility of contractor-proposed construction changes.
  • Prepare timely written documentation, including daily construction reports detailing work performed and identifying non-compliant work.
  • Write logs, technical notes, and technical summaries.
  • Monitor construction activities against baseline and progress schedules to ensure on-time completion.
  • Maintain a deficiency list and track items to ensure timely correction.
  • Develop draft notices to comply for COTR issuance when required.
  • Identify and report MWAA and OSHA safety violations to the COTR.
  • Perform other duties as assigned.
Desired Qualifications
  • Experience working on major construction projects and contracts in the public sector.
  • Experience working on construction projects in an active airport environment.
  • Certification in, and experience implementing, the U.S. Army Corps of Engineers Contractor Quality Control Program methodology and procedures.
