What believers are saying

  • Penn-IBX plans at least 18 new Philadelphia-area ASCs, with first opening in 2027.
  • CMS added 560 procedures to ASC coverage for 2026, boosting high-acuity outpatient migration.
  • Arizona, Florida, and Idaho partnerships show accelerating national demand for Regent's platform.

What critics are saying

  • Penn-IBX withheld ownership percentages and timing, signaling execution risk before 2027 openings.
  • ASC growth depends on CMS reimbursement; 2026 policy reversals would hit Regent's pipeline hard.
  • Large health systems can internalize ASC management, compressing Regent's fee and equity economics.

What makes Regent Surgical unique

  • Regent Surgical manages nearly 40 ASCs across 15 states as of September 2026.
  • Penn Medicine and Independence Blue Cross picked Regent for a first-of-its-kind payer-provider JV.
  • Regent expands into cardiac EP, robotics, spine, and interventional radiology specialties.

Penn Medicine, Independence Blue Cross, and Regent Surgical to launch 18 ambulatory surgery centres

Penn Medicine, Independence Blue Cross, and Regent Surgical have formed a strategic partnership to expand outpatient surgical care across Greater Philadelphia. The collaboration will support creation of at least 18 ambulatory surgery centers (ASCs), forming one of the region's largest outpatient surgery networks. The partnership combines Penn Medicine's clinical expertise, Independence Blue Cross's experience in healthcare access and affordability, and Regent Surgical's ASC development capabilities. The centres will allow procedures formerly requiring hospital stays to be performed in outpatient settings, with facility fees approximately half those of hospitals. Outpatient surgical volumes are projected to grow 20% through 2035. The network will serve Penn Medicine's coverage area spanning Pennsylvania, New Jersey, and Delaware. The partnership is expected to create jobs and drive local investment, though timing depends on regulatory approvals and market conditions.
