Public IT Procurement Specialist
About the job
- A licenciatura (bachelor’s degree) in Law, Management, Engineering, or a similar field.
- At least 3 years of experience processing public procurement procedures, preferably for the acquisition of information technology solutions and services.
- Solid knowledge of the Public Contracts Code (CCP) and applicable public procurement legislation.
- Demonstrated experience using electronic public procurement platforms.
- Experience planning, managing, and monitoring tender procedures.
- Ability to prepare, analyze, and validate procedural documents, particularly specifications for acquiring information technology solutions and services.
- Solid knowledge of information technology solutions and services sufficient to understand the technical requirements of procurement procedures.
- Analytical thinking and sound decision-making.

- Ability to coordinate and manage priorities.
- Clear communication with technical and legal teams.

- Prepare specifications and manage tender procedures.
- Publish, process, and manage procedures on electronic public procurement platforms.
- Monitor contracts and ensure contractual clauses are fulfilled.
- Track performance indicators (KPIs) and report to management.
- Coordinate audits and implement corrective actions when necessary.
- Promote efficiency, sustainability, and resource optimization in procurement processes.
- Liaise with judicial and administrative entities, including the Agency for the Technological Reform of the State (ARTE), Diário da República, the Official Journal of the European Union, Portal BASE, and the Court of Auditors.
- Process requests to assume multi-year financial commitments and financial rescheduling, and prepare responses to requests for clarification from the supervising authority.
- Certified training in public procurement and the Public Contracts Code.
- Training in information technology procurement and contract management.
- Experience in public-service contexts or large organizations.
- Knowledge of project management.
