Who we are:

The Human Services department provides support to improve the quality of life for the Peel community. This includes income and social supports, affordable housing, and early years and child care supports. Human Services works as part of the broader social services sector; collaborating with community partners, building capacity and providing funding to respond to the needs of people in our community.

Strategic Planning, Management and Evaluation (SPME) Unit, within the Social Development, Planning and Partnerships division in Human Services, provides evidence-informed support to the Human Services leadership team and the department to ensure programs and services address the needs of Peel residents. SPME functions include strategic planning (including thedevelopment of division, community-facing, and program plans), enhancing and enabling performance measurement for ongoing performance monitoring, conducting evaluations to understand impact, process and implementation, and supporting process improvements. SPME works with internal divisions in the Human Services department to advance a performance culture that enables the Human Services department to achieve their goals in the areas of Housing and Homelessness, Income and Social Support, Early Years & Child Care, and Community Investment.

What you will do in this role:

Use strategic planning practices, processes and tools to facilitate strategic and operational planning; create alignment and accountability; develop performance measurement frameworks and evaluation plans to ensure progress towards achieving effective and efficient programs and services for Peel residents, while identifying opportunities for continuous improvement and operational excellence
Ensure alignment of departmental efforts to the Region of Peel's Strategic Plan through strategic planning, performance measurement, evaluation and change management, and continuous improvement methodologies
Provide analysis and interpretation on trends, risks and gaps relating to Human Services data for planning and performance measurement purposes, draw cross-linkages between data, reports and community indicators, and recommend evidence-informed process and service improvements
Lead and assist in internal and external facilitations and consultations from a planning, performance and evaluation and continuous improvement perspective with a focus on outcomes
In partnership with program areas (divisions in the Human Services department), develop and analyze Key Performance Indicators (KPls) using data that are both measurable and meaningful for assessing the extent to which objectives and outcomes are achieved, identifying areas for continuous improvement, and supporting data-driven decision making
Provide evaluation support by facilitating the development of evaluation plans, matrices/questions, and frameworks through appropriate methodologies, including logic models, performance measurement frameworks, evaluation tools, data analysis and report writing to make recommendations that enhance program effectiveness and support continuous improvement
Keep abreast of best practices in strategic planning, performance measurement evaluation, and continuous improvement, and work to build the capacity of the Department through knowledge exchange and developing learning tools to enhance the knowledge of internal staff
Provide recommendations and advice with respect to risk management, quality assurance, business continuity, continuous improvement initiatives, and program changes which align with Departmental and client perspectives; recommend new ways to measure and share performance statistics that ensure metrics are utilized to enhance program delivery and service outcomes
Demonstrates strong client management skills and the ability to work collaboratively to ensure projects are successful

What the role requires:

Post-secondary education in Human Services, Planning, Public Administration, Public Service or a related field, combined with a minimum 5 years of relevant experience or an equivalent combination of education and/or experience
Strong knowledge of strategic planning, performance measurement and evaluation methodologies including logic model, performance measurement framework and evaluation matrix development
Experience in strategic and operational planning aligning to outcome development and
creating performance measurement frameworks and knowledge of Key Performance Indicators (KPI) to ensure effective measurement relating to the administration of programs, services and processes
Experience applying quality and continuous improvement approaches and facilitating quality improvement initiatives relating to the administration of programs, services and processes (e.g., Lean, Six Sigma, or evidence-based process improvement)
A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted)

Exceptional communication and facilitation skills, both oral and written
Political awareness and sound judgment
Proficiency in all Microsoft Office applications (Visio, Word, Excel, PowerPoint)

Peel Region launches 24/7 virtual assistant for residents across Mississauga, Brampton and Caledon. Peel Region has launched a new 24-hour virtual assistant designed to help residents navigate regional programs and services more easily. The digital assistant was launched on Aug. 31 as part of Peel's efforts to improve online access to government services. Peel Region provides a wide range of services to residents of Mississauga, Brampton and Caledon, including public health, paramedic services, affordable housing, water, waste management, social services and transportation programs. The new virtual assistant is available seven days a week and supports more than 30 languages, including English, French, Spanish, Portuguese, Italian, Arabic, Hindi and Chinese. Residents can use the tool to ask questions about regional programs and services and receive guidance on where to find the information they need. The assistant can also help users create a new My Account, which provides access to services such as the Affordable Transit Program, Peel Living and water-bill payments. Peel Region is the upper-tier municipal government serving approximately 1.6 million residents across Mississauga, Brampton and Caledon. While the three municipalities oversee many services traditionally associated with local government, including roads, parks, recreation, planning and bylaw enforcement, Peel Region handles services that operate across municipal boundaries. These include paramedic services, public health programs, disease prevention and immunization, social assistance, affordable housing and homelessness services. Peel also provides children's services and programs for seniors, manages regional water and wastewater services, oversees waste management and emergency management, and handles regional infrastructure planning. The region also supports transportation initiatives, including programs aimed at making transit more affordable for eligible residents. Because residents may deal with Peel Region without necessarily realizing which level of government is responsible for a particular service, navigating the region's website can sometimes be challenging. The new virtual assistant is intended to make that process easier by allowing residents to ask questions directly instead of searching through multiple departments and programs. Peel Region said the technology has been developed with security controls and responsible artificial intelligence practices, with personal information protected during interactions. "We continue implementing modern technology solutions to make access to Peel Region's programs and services for residents and business faster and more efficient," said Peter Parsan, Peel Region's chief information officer. He described the virtual assistant as an important milestone in the region's digital transformation and efforts to improve residents' online service experience. How Peel Region mastered multi-res organics engagement. In the world of municipal waste management, high-density residential properties have long been the 'final frontier' for organics diversion. But as Ontario's waste reduction targets tighten, Peel Region isn't just checking boxes - they're rewriting the engagement playbook. By prioritizing a resident-first strategy, Peel Region successfully piloted organic waste collection across several multi-residential buildings, earning the Gold Award for Community Engagement & Outreach at the Municipal Waste Association's (MWA) 2026 Spring Workshop. Here is how they turned a persistent challenge into a scalable model for success. Testing two collection streams across 16 buildings (over 3,300 households) since January 2025, Peel demonstrated how structured communication and practical tools drive lasting behavior change. "These pilots were about more than testing collection methods. They gave Waste & Recycling Magazine an opportunity to better understand how infrastructure, resident experience and consistent, targeted engagement work together to drive diversion outcomes, even in some of the most challenging residential environments, says Ashley Ivanovs, Project Manager, Multi-Residential Policies and Programs for Peel Region's Waste Management division. "What I'm most proud of is that we put residents at the centre of program design from the very beginning while bringing together property management companies and teams across Waste Planning, Waste Collections and Marketing & Communications to deliver a carefully phased engagement strategy," Ashley shares. "From early awareness and clear instructions to starter kits and ongoing reinforcement, each phase was intentionally timed to provide residents with the right information, tools and support at the moment they needed them most. The strong participation rates and positive feedback from residents show that when you support people throughout the process, residents are ready to do their part." Convenient organics collection through existing chute systems To fit varied building designs, Peel deployed two collection models: * Front-End Tri-Sorter Pilot: In buildings with three-way chutes, residents sorted organic waste into kitchen containers with plastic liners and disposed of them down dedicated organics chutes. * Coloured Bag Pilot: In buildings with single garbage chutes, residents placed organics into Peel-supplied green bags, double-knotted them, and dropped them down the standard garbage chute. Both methods maximized convenience by leveraging existing chute systems, avoiding outdoor trips to central bins. A predictable 5-phase engagement model Peel's Waste Planning and Waste Collection teams, in collaboration with Marketing & Communications, structured resident outreach into five sequential phases: * Early Notice (It's Coming): Property managers and residents were engaged early through lobby digital screens, bulletin boards, and email blasts to introduce program goals. * System Instructions (Get Ready): Customized door hangers delivered explicit "what goes where" rules specific to each building's chute stream. * Countdowns (Reminder): Prominent signage built pre-launch awareness and outlined starter kit collection dates. * Hands-On Tools (Starter Kits): Every unit received a free kitchen container, visual "Acceptable Items" fridge magnet, instructional postcard, and green bags (where applicable). Delivery reached 90 per cent plus of households prior to launch. * Reinforcement & Feedback: Monthly communications shared practical tips (e.g., freezing odorous scraps) alongside building waste audit results to track continuous progress. Measurable results and impact Mid-pilot resident surveys (215 responses) and physical waste audits demonstrated high adoption and sorting accuracy: These capture rates support compliance targets under Ontario's Food and Organic Waste Policy Statement, which mandates 50 per cent waste reduction and resource recovery for multi-residential properties. When it comes to diverting Household Hazardous Waste (HHW), municipal waste managers share a common headache: getting residents to actually haul their half-used paint cans, leftover motor oil, and old aerosols to a Community Recycling Centre (CRC). Asking busy families to make a dedicated trip out of their way is a tough sell. So, Peel Region decided to flip the script. Instead of waiting for residents to come to the infrastructure, they brought the infrastructure directly to the residents. By turning their mobile HHW Reuse Trailer into a vibrant, interactive free market at major local events, Peel didn't just boost program visibility - they earned a Bronze Award in Special Events at the 2026 Municipal Waste Association (MWA) Promotion and Education Awards. More importantly, they built a blueprint for how municipalities can turn passive outreach into active, measurable material diversion. The concept: A mobile pop-up. In June 2025, Peel's CRC Operations, with support from their Public Education & Outreach team, brought their mobile trailer out to two massive community gatherings: the Bread and Honey Festival in Mississauga and Caledon Day. The setup was simple yet impactful. The trailer was stocked with safely screened, reclaimed household products dropped off year-round by residents at local CRCs. Festival-goers could walk up and take home free, ready-to-use items - ranging from recycled latex paint and motor oil to lawn fertilizers and small propane tanks. Grace McKenzie, Manager, CRC Operations for Peel Region, points out that the success came down to breaking down traditional operational silos: "The HHW Free Market Pop-Up Activation brought reuse directly into the community. By creating accessible opportunities for residents to take home reusable items, the initiative diverted significant material from landfill while raising awareness of our CRC services. From strategy and planning to frontline delivery, this recognition reflects our team's commitment, collaboration, and passion for serving our community." Overcoming free stuff skepticism. Interestingly, the biggest operational hurdle wasn't logistics, it was public psychology. When festival-goers first saw tables loaded with free goods and signs reading "FREE to take!", many walked right past, assuming there was a hidden catch. Staff quickly pivoted their pitch. By framing the setup around a practical dual benefit ("Help keep these products out of the landfill while keeping more money in your pockets") hesitant onlookers quickly turned into enthusiastic shoppers. Once people realized the products were inspected, safe, and completely free, the booth became a hotspot. Many residents admitted they had no idea these items were available through Peel's ongoing CRC reuse programs and asked why more municipalities weren't doing the exact same thing. Small budget, big diversion. With a lean budget of just over $8,000 (which covered staff hours, branded reusable bags, and print materials, while leveraging an existing trailer asset), Peel engaged with nearly 800 residents one-on-one across the two weekends and moved serious volumes of material: - Latex Paint - 1,050 Litres - Caustics & Flammables - 500 Litres - Aerosol Cans. - 335 Cans - Small Propane Cylinders. - 44 Cylinders - Motor Oil, Acid & Oxidizers. - 250 Litres (combined) Lessons learned. If you're looking to replicate this kind of hands-on engagement in your own region, Peel's experience offers a few key takeaways: * Leverage financial incentives: Environmental responsibility is a great message, but tangible cost savings are what capture immediate attention. Highlighting how much money residents save by grabbing free paint or supplies acts as the ultimate hook. * Pair operations with education on the frontlines: Put operational staff (who know technical product safety) right alongside outreach staff (who excel at resident engagement). That cross-team pairing builds instant trust when answering technical safety questions about reclaimed chemicals or paint. * Bring the CRC beyond facility gates: Mobile pop-ups remove friction. Reaching residents in relaxed, family-friendly event settings lets you connect with demographics who might never take the time to drive out to a municipal waste drop-off site. What's next for Peel? Building on the success of the pilot pop-ups, Peel Region is already refining the model for 2026 and future seasons - focusing on booking event space earlier in the municipal planning calendar and designing side-by-side booth layouts to streamline data tracking and literature distribution even further. The funding motion passed at the June 25 regional council meeting, with Brampton councillors Gurpartap Singh Toor and Navjit Kaur Brar voting against it. The decision follows the initial motion that requested a $30-million funding contribution from Peel Region in May 2026 by Mississauga Mayor Carolyn Parrish and Coun. Stephen Dasko. ARTICLE CONTINUES BELOW The regional contribution was the final piece of the project's nearly $120-million budget, which already includes $30-million commitments each from the province, City of Mississauga and Lakeview Community Partners Ltd. The funding plan changed after talks with Premier Doug Ford's office and the province agreed to cover 80 per cent of Peel's share if the region contributes the first $5 million. However, the region's commitment depends on the province providing the additional funding, according to the motion. May 26, 2026 Photos credit: CVC Credit Valley Conservation (CVC), in partnership with Peel Region and Toronto and Region Conservation Authority (TRCA), invites residents and visitors to celebrate the grand opening of the Jim Tovey Lakeview Conservation Area, a new 26-hectare waterfront destination and one of the most significant shoreline restoration and greenspace projects in the region's history. The Grand Opening celebration will take place on Saturday, May 30, from 10 a.m. to 2 p.m. Families, community members and visitors are invited to explore this newly restored section of Mississauga's Lake Ontario shoreline. For early risers, there will be a sunrise ceremony at 6 a.m. conducted by Raiden Levesque, an Oshkabewis (helper) and firekeeper from the Métis Nation and the Eagle Spirits of Great Waters drummers. The gathering will feature storytelling, singing and a sacred fire. More than a decade in the making, this conservation area represents a transformative achievement in habitat creation and waterfront revitalization. The project is a collaborative effort by Peel Region, CVC and TRCA, working together with the Mississaugas of the Credit First Nation, the cities of Mississauga and Toronto and dedicated community advocates and funding partners. Together, they transformed a formerly degraded shoreline into a thriving conservation area, featuring vital coastal wetland and meadow habitats, recreational trails and dedicated Indigenous placemaking spaces. The project's innovative approach to habitat creation has been recognized with an international award from the Society for Ecological Restoration for excellence in urban ecological restoration. Through a series of consultations with Indigenous partners, community members and partner organizations, Jim Tovey Lakeview Conservation Area offers an accessible network of trails, boardwalks, lookouts and gathering spaces. These amenities showcase the site's diverse cultural and ecological history, while providing scenic connections to wetlands, grasslands, forest environments and Lake Ontario as well as a brand-new section of the Great Lakes Waterfront Trail. Through years of collaboration, we have built a new shoreline that restores ecological function and creates a welcoming, accessible Lake Ontario waterfront for the community." - Terri LeRoux, Chief Administrative Officer at Credit Valley Conservation Building the Landform: A Purpose-Built Greenspace The creation of Jim Tovey Lakeview Conservation Area was a decade long process that included an environmental assessment, engineering and design planning, permitting, landform construction, habitat restoration and Indigenous placemaking. Notable achievements include: * Construction of an entirely new 26-hectare landform, using two million cubic metres of clean soil and rubble from Peel Region capital projects that was diverted from waste sites and repurposed for restoration. * Planting over 10 hectares with 42,200 trees and shrubs, and more than 76,321 wetland plants. * More than 3.7 kilometres of new trails throughout the conservation area with rest areas every 90 metres including 170-metre raised boardwalk surrounding new wetlands, offering close-up views of restored habitats. * A $60.0 million investment from Peel Region * A $4.14 million investment from the Government of Canada through the Active Transportation Fund that supports 1.9-kilometres of new waterfront trail, 1.7 kilometres of other recreational trails, two new pedestrian bridges, wetland boardwalk and other public realm amenities. These trails create an important link between Toronto and Mississauga, completing the Great Lakes Waterfront Trail and extending the Trans Canada Trail, and provide connections to public transit facilities. * Indigenous placekeeping spaces including the Gateway Drums and Indigenous Teaching Amphitheatre developed in partnership with the Mississaugas of the Credit First Nation, which recognize the ongoing and enduring presence of Indigenous People in the Credit River Watershed. * Wildlife already using the site, reflecting early ecological success, with monitoring to date recording 75 bird species, 10 butterfly species, 38 fish species, 2 frog species, 14 mammal species and 36 wetland species.
