Requirements
  • A bachelor's degree in Business and/or Health Care Administration is required; an equivalent combination of relevant education and experience may be substituted as appropriate.
  • Four to six years of experience in managed care negotiations and managed care network operations are required.
  • One to three years of experience leading complex payer negotiations and mediation are required.
  • Maintain current knowledge of changes in federal and New York State regulations concerning the provision and reimbursement of medical services, including federal and New York State value-based payment roadmaps.
  • Maintain the absolute confidentiality of patients and Albany Med Health System contracts.
Responsibilities
  • Make data-supported recommendations and support the development of Albany Med/Integrated Delivery Systems contracting strategies; negotiate with established and new commercial and governmental payers as assigned.
  • Conduct economic and risk assessments in collaboration with Corporate System Finance, and ensure implementation and operational performance of contracts consistent with negotiated terms.
  • Prepare contract proposals for internal review and consideration; prepare for and conduct meetings, negotiations, presentations, and other organizational functions as assigned.
  • Coordinate operational input across applicable internal System departments and external entities, including Practice and Hospital Administration, Billing, Finance, Information Systems, Utilization Management, Quality, Credentialing, managed care organizations, and payers.
  • Assist with developing reporting instruments for each contract portfolio, including contract performance parameters and profit/loss comparisons by service.
  • Collaborate within the Department to develop payer profiles covering membership, market share, financials, products, and volumes at Albany Med/Integrated Delivery Systems.
  • Meet with payer, managed care organization, and agency representatives to evaluate current contracts or develop new contracting opportunities, focusing on value-based payment, including federal and New York State reforms for Albany Med Health System.
  • Review proposals and make data-informed recommendations for internal consideration in preparation for negotiations.
  • In conjunction with the Director or at the direction of the Vice President for Payer Contracting, negotiate contract parameters and methodologies and prepare and present proposals representing Albany Med Health System's position.
  • Work cross-functionally to evaluate and develop proposals, identify opportunities and risks, and present findings as directed; collaborate with Legal, Quality, Compliance, and other departments to ensure compliance and implementation capabilities.
  • Review the terms and performance of established contract portfolios and recommend methodology changes, including changes related to value-based payment, identifying opportunities and risks.
  • Mediate contract disputes to resolution and ensure internal and external compliance with contract provisions.
  • Monitor contract renewal dates and coordinate contract reviews and timely analyses with Finance and others; review risks, collaborate with Financial Reporting on modeling, understand modeling parameters, and report on them.
  • Provide contract education to System-wide departments, including executive leadership, Finance, Billing, Quality, Clinical Departments, and Practice Administration; respond to requests for information and follow-up.
  • Plan presentations and meetings, prepare narratives, overheads, and handouts as assigned, and ensure accurate reporting in prepared presentations for documentation and archiving.
  • Independently collect data, analyze it, complete spreadsheets and comparative and economic assessments, and report on contract performance; work with Data Analytics to develop routine reporting instruments.
  • Maintain broad knowledge of payers in the Albany Med Health System market and beyond, whether contracted or not; gather current data on major managed care organizations, including financials, membership, physician networks, and current or future marketing plans.
  • Assist in developing, preparing, and presenting reporting instruments for Albany Med Health System.
  • Promote positive System-wide, intra-departmental, and inter-departmental relationships and cooperate in resolving conflicts.
  • Perform special projects and assignments requested by the Director or Vice President for Payer Contracting and assist with Integrated Delivery Systems affiliate payer-contracting processes.
