Colliers appoints new Director, Survey in NSW. By jnally on 22 September, 2026 Richard Higgins brings 20-plus years' experience in engineering, cadastral and land development surveying. Colliers Engineering & Design has appointed Richard Higgins as Director, Survey strengthening its surveying capability in New South Wales and adding more than two decades of technical, commercial and industry experience to the team. Based in Sydney, Higgins has experience across construction, engineering, cadastral and land development surveying. Previously, Higgins spent almost 16 years as director of Higgins Surveyors before moving into the geospatial technology sector to hold senior account management roles with BuildingPoint Australia and UPG. "Surveying is continuing to evolve alongside technology and there is a real opportunity to combine strong technical capability with smarter, technology-enabled solutions to deliver better outcomes for clients," said Higgins. "I'm looking forward to working with the team, building strong client relationships and contributing to the continued growth of Colliers' survey business." Colliers State Director, NSW | Engineering & Design, Frank Carrozza, said Richard's combination of technical expertise, commercial experience and industry relationships would strengthen the firm's surveying offering in NSW. "Richard brings a unique combination of technical surveying expertise, business leadership and experience in the geospatial technology sector. "His understanding of both the technical and commercial sides of the industry will strengthen our ability to support clients while providing a strong foundation for the continued growth of our survey capability in NSW."

Woolworths Narangba East, QLD. 1 Sep 2026 | Colliers Engineering & Design was engaged by Woolworths to deliver integrated civil, stormwater, flood and transport engineering services for the multi-stage Narangba East commercial development. Navigating complex site and environmental constraints, the team adopted a technically responsive and commercially focused approach to support efficient project delivery. Key details. * Clients - Woolworths Group / Fabcot * Project Type - Multi-stage retail and commercial development * Location - Narangba East, Queensland * Services - Civil Engineering, Stormwater Engineering, Flood Modelling and Management, and Transport Engineering Its client. Woolworths Group is a major Australian and New Zealand retail group. Its property development activity is undertaken through Fabcot, Woolworths Group's property development arm. For the Narangba East development, Colliers worked with Woolworths/Fabcot to provide coordinated engineering services across the civil, stormwater, flooding and transport disciplines. Colliers' role focused on the site and infrastructure considerations that influence the efficient delivery and long-term performance of a supermarket-anchored commercial development. This included coordinating site levels and car park grading, earthworks efficiency, stormwater management, flood behaviour and transport outcomes as an integrated design response rather than separate workstreams. Project Type. This project involved the integrated engineering design of a multi-stage, supermarket-anchored retail and commercial development. Colliers supports projects of this nature with end-to-end solutions that help unlock complex sites, improve development efficiency, manage environmental and infrastructure constraints, and create safe, accessible and resilient commercial assets. Its capabilities for projects of this nature include: Key challenges. The project required Colliers to balance a series of interconnected design pressures across a complex, multi-stage commercial site. The key challenges included: * Complex Site and Environmental Constraints: The development response needed to account for the existing site conditions, surrounding catchments and environmental corridors while still creating an efficient and functional commercial layout. * Balancing Earthworks Efficiency with Design Standards: Site levels and car park grading needed to align with Woolworths standards without generating unnecessary material movement or compromising constructability and cost efficiency. * Coordinating Flood and Stormwater Outcomes: Flood behaviour and stormwater infrastructure could not be considered independently. The design needed to respond to catchment conditions, environmental interfaces and the internal site layout as one coordinated water-management strategy. * Managing Transport Demands in a High-Traffic Environment: The site needed an accessible and practical transport response capable of supporting the operational demands associated with a supermarket-anchored retail destination. * Supporting Staged Delivery: The engineering approach needed to provide a coherent long-term outcome while remaining practical for a development intended to proceed across multiple stages. * Reducing Downstream Construction Risk: Early design decisions needed to minimise potential conflicts between earthworks, grading, drainage, access and operational requirements, reducing the risk of later redesign and construction complexity. The solution. The civil engineering team optimised site levels and car park grading in line with Woolworths standards. This reduced unnecessary material movement, improved constructability and created a more efficient basis for staged delivery. By addressing grading and earthworks early, the design also reduced the likelihood of downstream conflicts between the car park, built form, access points and drainage infrastructure. Advanced flood modelling was used to understand how the proposed development interacted with surrounding catchments and environmental corridors. These findings informed the coordinated stormwater response, supporting compliant and resilient water-management outcomes while protecting the functionality of the broader site layout. Transport engineering was integrated with the civil design to support practical access, circulation and operational performance within a high-traffic retail environment. Bringing these disciplines together enabled Colliers to develop a technically robust and commercially responsive design platform for the multi-stage commercial asset. Core services engaged: * Civil Engineering: site levels, grading, earthworks efficiency and coordinated infrastructure design. * Stormwater Engineering: drainage planning and a coordinated stormwater response aligned with the site layout. * Flood Modelling and Management: assessment of flood behaviour and interaction with surrounding catchments and environmental corridors. * Transport Engineering: access, movement and operational considerations for an accessible, high-performing retail environment. Why Colliers. Colliers' early design optimisation reduced construction complexity and improved cost efficiency by refining site levels, car park grading and earthworks requirements before delivery. The coordinated flood and stormwater response supported resilient and compliant outcomes aligned with the surrounding environmental context. The integrated civil, water and transport design created a practical, accessible and future-ready engineering platform for Woolworths' proposed multi-stage commercial asset, balancing operational needs, environmental requirements and long-term project value.
