Requirements
  • Graduation from an accredited university with a Bachelor's degree in Accounting, Economics, or Business Administration and six years of responsible experience in cash or debt management functions dealing with investments, debt issuance, and other financial strategies.
  • Knowledge and experience in tax-exempt bond financing, laws and ordinances governing the operations of City Treasury, municipal taxation, and financial methods and procedures.
  • Ability to analyze, plan, and install systems for money management, investment portfolio management, and debt portfolio management.
Responsibilities
  • Structure and service City debt; analyze, monitor, and control cash flow; design and implement the investment portfolio; and prepare the division budget and debt portfolio budgets.
  • Maintain custodial responsibility for all money, bonds, and securities belonging to the City.
  • Initiate methods and procedures for collecting, recording, investing, and disbursing City funds.
  • Coordinate with the Revenue Planner to finalize projections for budget purposes.
  • Direct and evaluate division performance, including Special Assessment Areas, cashiering and cashier training, debt management, and cash management.
  • Develop, revise, and administer the City's investment program.
  • Monitor investment performance and maturities, move money among accounts to maximize investment consistent with the City's risk and diversification strategy, working cash needs, and legal requirements, and account for transactions.
  • Ensure the investment portfolio complies with the Utah Money Management Act and Rules of the Money Management Council as amended.
  • Keep abreast of financial markets, the investment climate, and public finance matters.
  • Cultivate and maintain relationships with banks and other financial institutions.
  • Invest and reinvest portfolio funds daily; analyze cash flow patterns in light of disbursement and investment requirements; recommend financial strategy when cash flow excesses or shortages appear likely; and release and sign off on investment actions as required by ordinance.
  • Prepare City Council transmittals concerning debt for Council briefings and formal actions.
  • Work with the City's financial advisor, bond counsel, underwriters, and trustee to establish new and refunding bond issues and review debt instruments, official statements, and legal documents.
  • Evaluate flow-of-funds requirements to ensure mechanisms are in place for timely payment of debt and bond-related fees.
  • Participate in steering committees, training, and software-support development activities for the Treasurer's Office; troubleshoot problems.
  • Arrange arbitrage calculations following City debt issuance and coordinate annual calculations for each bond issue.
  • Compile continuing-disclosure information for annual dissemination to national repositories.
  • Oversee Special Assessment Areas, cash management accounting, debt management accounting, cashiering, and cashier training functions.
  • Consult with staff on financial presentations and procedures, mediate difficult situations involving Special Assessment Area property owners, and attend departmental meetings and training sessions.
  • Coach and instruct staff and handle discipline and other issues within the division.
  • Prepare schedules, gather information, and answer questions for the year-end audit.
  • Perform other related duties as required.
