Requirements
  • A Bachelor's degree in Business, Engineering, Program Management, Finance, or a related field is required.
  • At least 10 years of relevant experience in program or project management supporting Department of Defense or federal programs is required.
  • Demonstrated experience in program planning and execution, financial management and reporting, and multi-stakeholder coordination in complex environments is required.
  • The ability to coach and counsel staff, delegate tasks and responsibilities, and maintain professionalism and quality support is required.
  • Strong knowledge of program management frameworks and lifecycle execution is required.
  • Expertise in financial analysis, budgeting, and cost management practices is required.
  • Experience with Agile/Scrum, Scaled Agile Framework, and hybrid project management approaches is required.
  • Proficiency in Microsoft Office Suite, Microsoft Project, Power BI, SharePoint, and collaboration tools is required.
  • Familiarity with enterprise data and reporting environments is required.
  • Strong data analysis, visualization, and reporting skills are required.
  • The ability to manage multiple tasks and priorities in dynamic environments is required.
  • Knowledge of risk management, quality control, and performance monitoring practices is required.
Responsibilities
  • Lead overall program planning, execution, and delivery for assigned task orders and programs.
  • Develop and manage project plans, schedules, and performance baselines across the full lifecycle.
  • Manage a staff of 100+ people supporting diverse roles.
  • Oversee resource allocation, budget tracking, and cost control activities.
  • Perform risk identification, mitigation planning, and issue resolution.
  • Develop Rough Order of Magnitude estimates and financial forecasts.
  • Monitor and report program performance metrics and status to stakeholders.
  • Establish and maintain effective communication with the Procuring Contracting Officer, Contracting Officer's Representative, and Contract Specialist.
  • Lead and conduct biweekly contract status meetings and prepare required contract deliverables.
  • Manage Agile/Scrum teams and project execution methodologies, including Agile, Waterfall, and Critical Path.
  • Coordinate stakeholder engagement, cross-functional collaboration, and communication channels.
  • Ensure quality assurance, documentation control, and compliance with Statement of Work deliverables.
  • Develop and deliver reports, presentations, dashboards such as Power BI dashboards, and executive briefings.
  • Support financial program management, including budgeting, execution tracking, variance analysis, and reporting.
  • Oversee process improvement initiatives, Standard Operating Procedure development, and knowledge management artifacts.
  • Ensure compliance with security, Operations Security, and contract administration requirements.
Desired Qualifications
  • Experience supporting Naval Sea Systems Command, Naval Surface Warfare Center, Department of Defense programs, or similar federal environments is preferred.
  • A Master's degree is preferred.
  • Project Management Professional certification is preferred.
  • Certified Scrum Master or Scaled Agile Framework certification is preferred.
