Requirements
  • Bachelor's degree in accounting.
  • At least 5 years of experience in budgeting, accounting, or financial analysis.
  • Ability to present complex budget, financial, or accounting information in a clear and actionable manner.
  • Request for Proposal and procurement experience.
  • Proficiency in Microsoft Excel, including pivot tables, VLOOKUPs, advanced formulas, and data visualization.
  • Experience working with computerized accounting systems.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication, leadership, and interpersonal skills.
Responsibilities
  • Prepare and maintain budgets, travel estimates, and supporting cost documentation for state and federal contract opportunities.
  • Review solicitations, contracts, amendments, and related documents to ensure budgets and financial records align with contractual requirements.
  • Support the Budget Manager in developing proposal narratives, budgets, financial analyses, and related documentation.
  • Prepare and update budget-to-actual documents for project and organizational financial management.
  • Monitor financial performance and analyze budget variances to identify trends, risks, and opportunities.
  • Track contracts and create contract briefs.
  • Prepare, distribute, and maintain monthly standard company project reports.
  • Communicate budget information, finalize budget packages for project teams and organizational stakeholders, and respond to budget-related inquiries.
  • Maintain budget procedures, templates, and supporting documentation to promote consistency, accuracy, and compliance.
  • Use Costpoint, Microsoft Excel, Microsoft Copilot, and other financial tools for budgeting, reporting, analysis, and process improvement.
  • Provide ad hoc financial analysis, reporting, and proposal support as assigned.

Health Services Advisory Group (HSAG) is a quality improvement organization serving as both a QIN-QIO (Quality Innovation Network-Quality Improvement Organization) and an external quality review organization (EQRO). It works to improve the effectiveness, efficiency, and quality of care for Medicare beneficiaries by supporting providers and health plans. It also conducts health plan–specific reviews of quality of care, timeliness, and access to services for Medicaid programs nationwide. HSAG’s Arizona headquarters house three divisions: the Federal Division (Medicare work under a federal contract), the State & Corporate Services Division (Medicaid quality review), and the Survey, Research & Analysis Division (outcomes measurement, satisfaction surveys, and quality improvement interventions). Its goal is to be a positive force in health care by sharing helpful information and quality expertise with both providers and recipients of health services.
