POSITION OVERVIEW

Rare is looking for a Site Implementation Officer (SIO) to support the delivery of the Rainforest Trust-supported project “Creating Networks of Locally-Led Legal and Functional Protected Areas to Conserve Species, Habitats, and Fisheries in Southern Palawan, Philippines”. Reporting to the Program Implementation Sr/Manager, the SIO will work directly with local partners and stakeholders to ensure program activities align with the Rainforest Trust project’s goals and Fish Forever’s objectives and strategies. The SIO will assist in implementing partnership agreements, monitor progress, and support capacity-building efforts for effective program delivery.

The SIO will also work in close collaboration and coordination with Rare's Shared Services Group, the Site Implementation Officer (SIO) will manage the implementation of current and upcoming projects under Rare's Fish Forever Program in their area of assignment. For this role, the SIO will be assigned in the municipality of Brooke’s Point, Palawan. The program includes the establishment of Managed Access and Reserve (MA+R) areas in coastal municipalities in 7 Southern Palawan municipalities, supported by policy and governance (P&G) systems, effective management bodies (EMB), data for decision-making (DDM), and financial and market inclusion (FMI) - all underpinned by community engagement and behavior adoption (CEBA).

The Site Implementation Officer (SIO) role entails providing coaching, facilitation, and technical support to the Municipal Coastal and Fisheries Resources Management (CFRM) Teams of LGU partners in the implementation of the Fish Forever Program; developing an efficient implementation strategy for sites assigned to them; planning and budget utilization tracking; monitoring, evaluation and learning (MEL), reporting, and overall program and support staff management and administration. The role also involves support to the Program Implementation Manager (PIM) in maintaining partnerships with implementing partners, co-delivery partners from the provincial government and regional and local offices of national agencies (Bureau of Fisheries and Aquatic Resources (BFAR) Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), and other relevant agencies), as well as academic institutions, civil society organizations, and the private sector, as opportunities arise.

The SIO will be required to travel to project sites to facilitate processes and conduct activities based on agreed timelines and scope.

The Site Implementation Officer (SIO) shall provide support in the province's coastal municipalities. The SIO will also coordinate with co-delivery partners and the regional and local offices of the Department of Environment and Natural Resources (DENR), Bureau of Fisheries and Aquatic Resources (BFAR), and other agencies and organizations.

ESSENTIAL FUNCTIONS

Lead, assist and facilitate in implementing the Fish Forever program in assigned site or cluster of sites; The current project focuses on implementing Municipal Fisheries Ordinances and Coastal and Fisheries Resources Management Plans through inter-LGU alliances. Activities include facilitating behavior change campaigns to support sustainable fishing behaviors related to:
- fishers' registration and enrolment in social protection programs o coastal and fisheries law enforcement
- catch documentation using the OurFish mobile app
- capacity building of municipal fisheries management bodies/MFARMCs
- organizing and strengthening of Fish Forever Savings Clubs and federation building;
Ensure that strong and responsible partnership, collaboration, and engagement is established and managed to advance programmatic goals and deliverables;
Lead or assist in designing or improving program interventions towards achieving desired outcomes and impacts.
Help ensure that program plans, outputs, and outcomes are achieved based on technical, financial, time-bounded, and quality specifications;
Provide feedback, recommendations, and insights for program effectiveness and efficiency;
Demonstrate utmost professionalism and courtesy in dealing with different program stakeholders;
Observe regular and timely submission of program reports and reporting requirements;
Ensure timely compliance to financial and administrative responsibilities and accountabilities.
Perform other tasks as may be assigned by the immediate supervisor.

EXPERIENCE AND EDUCATION

Bachelor’s degree in a related field such as environmental management, community development, social sciences, or fisheries (preferred).
Demonstrated experience in program implementation, community engagement, and/or partnership management.
Strong communication and interpersonal skills for working with diverse partners and stakeholders.
Ability to work independently and solve problems in a dynamic, field-based environment.
Willingness to travel regularly to project sites within Southern Palawan.
Good oral and written communication skills in English and Tagalog; proficiency in any of the Indigenous language, preferred.
Excellent skills in organizing, facilitating, and evaluating events and workshops.

Mon 5 Oct 2026 Reading Time: 3 minutes Wildlife corridors on Costa Rica farms are reshaping how conservationists think about protecting biodiversity, turning working land into a living bridge between two of Central America's largest protected forests. Wildlife corridors on Costa Rica farms sound like a contradiction at first. Farms have traditionally been viewed as the opposite of wild habitat, cleared land standing between forest fragments. A growing partnership in southern Costa Rica is proving that assumption wrong. One farmer, Vivian, illustrates the shift firsthand. Her property sits within a landscape that could reconnect two major protected areas separated by decades of agricultural clearing. After deciding to let the forest regrow, she began planting native fruit trees across her land. Monkeys and birds soon followed. Vivian noticed more wildlife visiting her farm to feed, a sign she interpreted as scarcity higher up in the surrounding forest. Her farm had quietly become an extension of the habitat it once replaced. Stories like Vivian's are central to a new partnership between the nonprofit Rare and Osa Conservation. Osa Conservation has spent years working toward a climate-adaptive mega wildlife corridor spanning southern Costa Rica's most biodiverse landscape. Rare now joins that effort, contributing behavioral science and community engagement expertise. That expertise matters because lasting conservation depends on farmers choosing to participate. Land-use decisions ultimately rest with the people who own and work the land, not conservation organizations alone. Understanding what motivates farmers becomes just as important as the ecological science behind corridor design. Geography explains why this particular stretch of wildlife corridors on Costa Rica farms carries such stakes. The corridor would link the Osa Peninsula, home to Corcovado National Park, with La Amistad International Park in the Talamanca Mountains. Both sites rank among Central America's most significant conservation areas. Osa Peninsula alone hosts an estimated 2.5% of the planet's biodiversity within a remarkably small area. National Geographic once described it as the most biologically intense place on Earth. Roughly half of Costa Rica's 500,000 known species can be found somewhere within this peninsula's rainforests and coastal ecosystems. La Amistad International Park brings its own ecological weight to the partnership. The park contains the largest remaining intact forest in Central America, stretching across the border between Costa Rica and Panama. Its elevation range creates habitat diversity found nowhere else in the region. Between these two protected giants lies a patchwork of farmland, much of it cleared decades ago for cattle ranching and agriculture. Wildlife corridors on Costa Rica farms aim to stitch that patchwork back together without displacing the people who depend on it economically. Farms remain farms, but portions become forest again. Climate change adds urgency to this work beyond simple habitat connection. As temperatures shift, many species need to relocate toward cooler elevations or different regions to survive. Corridors give wildlife the pathways they need to move rather than become trapped in shrinking pockets of suitable habitat. Reforestation on private land also supports genetic diversity among wildlife populations. Isolated forest fragments can trap animal populations, leading to inbreeding and reduced resilience over generations. Reconnecting habitat allows animals to move between areas, mixing gene pools that might otherwise stagnate. Farmers who participate in these efforts often discover unexpected benefits beyond conservation itself. Native trees can provide fruit, shade, and soil stabilization alongside their ecological value. Some farmers find that biodiversity returning to their land enhances rather than competes with agricultural productivity. Community buy-in remains the most fragile piece of any corridor project. A single farmer's decision to reforest carries little weight against a neighboring decision to clear land for expansion. Building a truly continuous corridor requires coordinated participation across dozens or hundreds of individual landowners. That coordination challenge is exactly where Rare's involvement could add the most value. Behavioral science offers tools for understanding why some farmers embrace conservation while others hesitate. Applying those insights at scale could determine whether this ambitious corridor project succeeds where similar efforts have stalled elsewhere. Vivian's transformed farm offers a small but tangible preview of what success might look like.
